Welcome to the fall 2023 edition of Pathways, a newsletter covering activities related to the SEDA-Council of Governments (SEDA-COG) Metropolitan Planning Organization (MPO). The SEDA-COG MPO is the official transportation planning organization for eight central Pennsylvania counties: Clinton, Columbia, Juniata, Mifflin, Montour, Northumberland, Snyder, and Union.

Upcoming Meetings & Events

Below are upcoming transportation meetings and events being held in the region. Some meetings are conducted virtually or as hybrid meetings. MPO meetings have transitioned to hybrid meetings that enable in-person or virtual participation; meeting recordings are posted on the SEDA-COG YouTube channel. PennDOT LTAP offers in-person classes, along with a number of virtual classes and virtual drop-in sessions.

Electric Vehicle Charging Stations Study

The SEDA-COG MPO has initiated an Electric Vehicle (EV) Charging Stations Study and Implementation Plan, in collaboration with its Michael Baker International consultant team. This study will:


  • Analyze gaps in the region’s EV charging station network.
  • Perform outreach to find potential locations or partners who are interested in EV charging development.
  • Identify candidate locations for new EV charging stations that best address gap closure.
  • Conduct limited site assessments to identify issues and constraints in implementation for priority locations.
  • Educate officials on funding opportunities and next steps.


The EV Charging Stations Study kicked off in August 2023. Early efforts have been focused on data collection, analysis, and mapping activities. The first Steering Committee meeting was held on Oct. 12, 2023. An EV charging stations stakeholder partnership event is in the process of being scheduled for early in 2024. The study is anticipated for completion by June 30, 2024.

Bicycle and Pedestrian Counts Program

New Interactive Report Finalized

The SEDA-COG MPO is pleased to release trail usage data from its new bicycle and pedestrian counts program. We collected use data during 2022-23 for the Milton State Park, Watsontown Towpath, and Dale’s Ridge Trail networks. The report for the data was developed as an interactive Esri StoryMap.


The count data in this report represent the number of uses or trips, not individual users or visitors. All infrared trail counters undercount when people travel side-by-side or in tight groups on a trail. Therefore, the counters yield estimates rather than absolutes. The data collected on regional trails can be analyzed to determine peak usage times, trail use pattern changes, and inform decision-making by SEDA-COG MPO, trail managers, state agencies, conservation groups, and other organizations related to transportation and recreation investments.


The SEDA-COG MPO is collaborating with Clinton County and the City of Lock Haven to continue the SEDA-COG MPO Bicycle & Pedestrian Counts Program trail use counts along the Bald Eagle Valley Trail and the Lock Haven Levee Trail for the 2023-2024 program cycle.

Complete Streets Planning Update

MPO Advances Complete Streets Planning Priorities

The Bipartisan Infrastructure Law requires MPOs to use not less than 2.5 percent of Metropolitan Planning funds on activities to increase safe and accessible options for multiple travel modes for people of all ages and abilities (Complete Streets planning activities) as part of transportation planning processes. Complete Streets standards or policies ensure the safe and adequate accommodation of all users of the transportation system, including pedestrians, bicyclists, public transportation users, children, older individuals, individuals with disabilities, motorists, and freight vehicles.


The SEDA-COG MPO is tracking its mandatory Complete Streets planning funds separately and has partnered with Gannett Fleming consultants to address the following Complete Streets priorities:


  • Developing Complete Streets standards or policies for adoption by the MPO.
  • Developing a Complete Streets Policy Template or Implementation Toolkit for consideration by area municipalities.
  • Customized Complete Streets planning technical assistance for interested municipalities.
  • Updating a list of Complete Streets priority projects to improve safety, mobility, or accessibility.

Transportation Alternatives Set-Aside Program

A new round of Transportation Alternatives (TA) Set-Aside Program funding opened on May 30, 2023. Seven applications from the SEDA-COG MPO region were submitted by the deadline on Sept. 15, 2023. The SEDA-COG MPO TA Set-Aside Project Review Committee met to receive applicant presentations and evaluate the applications on Oct. 27, 2023. The full MPO endorsed the Committee's ratings and comments on Nov. 17, 2023. These comments were submitted to PennDOT, and funding decisions from the Statewide Project Selection Committee are expected in early 2024.


The TA Set-Aside program provides funds to construct pedestrian and bicycle facilities; improve access to public transportation; create safe routes to school; incorporate community improvements such as historic preservation and vegetation management; provide environmental mitigation related to stormwater and habitat connectivity; create trail projects that serve a transportation purpose, while promoting safety and mobility; and provide for vulnerable road user safety assessments.


There is a minimum award of $50,000 for TA Set-Aside construction projects. Projects are funded at 100% of the construction cost (including construction inspection) up to the amount awarded. The maximum award is $1.5 million, although higher awards can be justified on a case-by-case basis for “exceptional” projects.


The SEDA-COG MPO offers technical assistance to TA Set-Aside project sponsors, and reviews, ranks, and comments on applications from the region that are submitted to PennDOT. Applications are reviewed based on criteria such as safety benefits, project delivery, reasonableness of cost, environmental justice, network connectivity, economic impact, and leveraging of other projects or funding.

Bipartisan Infrastructure Law Funding
Federal Transportation Funding Resources

The Bipartisan Infrastructure Law (BIL) reauthorized surface transportation programs through Fiscal Year 2026. In doing so, the BIL devotes $550 billion through 2026 for new federal investment in infrastructure, including roads, bridges, transit, water infrastructure, resilience, and broadband. The Federal Highway Administration has a comprehensive BIL resource website available here.

Active Transportation Committee Update
Committee Keeps Rolling

The Middle Susquehanna Regional Bicycle and Pedestrian Plan was adopted by the SEDA-COG MPO in May 2019. To help implement this Plan, the SEDA-COG MPO and the Susquehanna Greenway Partnership formed a Middle Susquehanna Active Transportation Committee. The Committee's mission is to enhance quality of life in the Middle Susquehanna Valley through the development of a regional network of walkable and bikeable communities and the promotion of a bike-friendly and pedestrian-friendly culture. The Committee and its work groups on Safety, Connections, and Community Engagement are diligently laboring on multiple fronts to implement the Plan's action items, goals, and overarching vision.


A few recent successes include:


  • Helping communities pursue funding from DCNR and WalkWorks grant opportunities to further active transportation in our region;
  • Updating bike/ped priority project lists and mapping;
  • Analyzing the Bipartisan Infrastructure Law and potential funding for trails and other bike/ped facilities;
  • Updating member lists and arranging Committee meetings;
  • Updating bike/ped facilities webmaps;
  • Developing an online Esri Hub site for the 2019 Plan.

Transportation Tidbits

PennDOT has announced program details for Round 1A of the National Electric Vehicle Infrastructure (NEVI) funding opportunity. The proposal period opens on Dec. 11, 2023 and closes on Jan. 26, 2024. PennDOT estimates approximately $22 million in funds will be available for projects around the state through Round 1A. The PA NEVI program is a reimbursement program and proposers are required to provide a minimum 20% match. Funds for the PA NEVI program are to be awarded on a competitive basis to plan, design, construct, operate and maintain EV Station Infrastructure sites across Pennsylvania.

On Oct. 27, 2023, the U.S. Department of Transportation announced 235 FY 2023 Safe Streets and Roads for All (SS4A) grants totaling $82 million to regional, local, and Tribal communities for planning and demonstration projects to improve safety and help prevent deaths and serious injuries on the nation’s roadways. The second announcement is anticipated in December and will include additional Planning and Demonstration Grants and Implementation Grants, which provide federal funds to implement projects and strategies identified in an Action Plan to address a roadway safety problem.


Applications for the FY 2024 SS4A Notice of Funding Opportunity are anticipated to open in February 2024.

PennDOT has announced the next round of the Green Light-Go Program for improving the efficiency and operation of existing traffic signals. Applicants are required to complete a project scoping form by Dec. 15, 2023 to ensure that the project scope is consistent with the program goals and requirements. Full applications must be submitted electronically between Feb. 1, 2024 and Feb. 29, 2024. The Green Light-Go Program is a reimbursement grant program and applicants are required to provide a minimum 20% match.

PennDOT has released its 2023 Vulnerable Road User (VRU) Safety Assessment. This Safety Assessment is a comprehensive statewide examination aimed at understanding the transportation safety challenges faced by VRUs (referred to primarily as pedestrians and cyclists). The assessment first evaluates the safety performance for pedestrians and cyclists, then develops a plan to improve safety for those travelers at specific locations or throughout the entire system. Thus, it provides a structured approach for transportation authorities, planners, and engineers to identify potential hazards, assess risks, and develop strategies to enhance the safety and accessibility of roadways for all users.
