What You Need to Know About the Latest Embodied Carbon Regulations for Buildings

On Aug. 2, 2023, the California Building Standards Commission (CBSC), voted unanimously for building code changes to limit embodied carbon emissions in the construction, remodel, or adaptive reuse of commercial buildings larger than 100,000 sq feet and school projects over 50,000 sq ft. The code offers three pathways for carbon reduction compliance: building reuse, performance proved through life cycle analysis, and prescriptive material procurement limits. Compliance will be required statewide starting July 1, 2024, and structural engineers will play a crucial role in the implementation and effectiveness of these requirements.

Students, young engineers, and prospective employers can still sing up to participate in SEAOC's Virtual Career Fair. The event is scheduled for 2 - 6 p.m. Thursday, Nov. 2.


Attendees will be invited to attend an online sessions on interviewing skills (Oct. 26) and comparing offers (Nov. 9), and can access an earlier recorded workshop on resume building. Jobseekers will receive additional tips on the virtual platform an hour immediately prior to the career fair. 


Registering firms will receive technical assistance and help with booth setup. During the event, students and young professionals will have access to prizes and other incentives based on the level and quality of their engagement, to help ensure all firms have access to a maximum number of candidates.

Since its passage in 2015, LA's retrofit mandate has been followed by ordinances in other cities, including most recently in Torrance and soon in LA County. Thousands of seismic evaluations and retrofit designs are underway for vulnerable buildings. This presentation will use snapshots from completed and ongoing NDC projects that highlight strategies for evaluation and retrofit, challenges encountered during these often complex projects, and opportunities for all project stakeholders. Discussion highlights include: detailed as-built investigation, use of non-linear response history analysis, fluid viscous dampers, explicit consideration of foundation uplift, and how more active collaboration with a geotechnical consultant can improve a retrofit project.

In 2020, SF's Office of Resilience and Capital Planning (ORCP) contracted with the Applied Technology Council to complete selected tasks from the City's 30-year Earthquake Safety Implementation Plan (ESIP), including the development of materials for seismic retrofit of older concrete buildings. The work is based on contributions by the SEAONC Existing Buildings Committee, EERI Concrete Coalition, as well as technical standards and documents prepared by ASCE and FEMA.This presentation will provide an overview of the ordinance development process and the technical program materials prepared by the ATC Project Technical Committee under Joe and Ayse's leadership.
