WI retired in 2012 and started hiking and biking into the mountains. I kept running into strange, fenced-in sites, usually located at the top of cul-de-sacs. Each consisted of a pit that ended at a concrete wall. Close to the wall, a strange perforated silo would rise up. What were these things?
