Rosenberg Proposing Tax Rate Decrease for FY 2022 Budget;
Lowest Tax Rate in Over 60 Years
City Manager John Maresh formally submitted the FY 2022 Proposed Budget to Rosenberg City Council at the August 3, 2021, City Council Regular Meeting.

Although the City is waiting on the final tax rate calculations from Fort Bend County, the Rosenberg property tax rate is projected to drop to a historic low when adopted by City Council at the September 7 City Council Meeting. The property tax rate is projected to be at $0.38 per $100 valuation; a $0.02 rate cut from the previous year and the lowest estimated tax rate on record for the last 60 years.

The FY 2022 proposed total budget is $143.9 million. This amount includes $79 million in total operating expenditures for the various funds and departments, as well as $64.9 million in capital improvement projects, which includes the American Rescue Plan Act Grant and the Community Development Block Grant Mitigation Funds.

“I am proud of the proposed FY 2022 Budget and its reflection on the values and priorities of our City. The City Management Team, Finance Department, and Department Heads collaborated to prepare a budget that is conservative while being able to meet the needs of our residents and business community,” said City Manager John Maresh. “This budget also serves as a roadmap to continue the movement of reducing city debt.”

Key highlights of the FY 2022 Proposed Budget, which, when approved, will go into effect October 1, 2021, include:
  • $2.5 million increase in sales tax revenue
  • $0.02 property tax rate cut
  • $7.5 million reduction in debt
  • $261 million increase in taxable value
  • $387,000 of interest savings for early payoff of debt
  • 10.4% reduction in employee health insurance premiums
  • $2,500 annual increase for all full-time employees
  • 8 new positions including 3 new police officers
  • Increased the residential homestead exemption to 15% of the appraised value (from 10%) or a minimum of $5,000
  •  Increased the disabled persons exemption to $75,000 from $60,000

The FY 2022 Budget Workshop Meeting is scheduled for Tuesday, August 10 at 6:00 p.m. at the Rosenberg City Hall Council Chambers located at 2110 4th Street. After the budget workshops, a public hearing for the budget will be held on Tuesday, August 24 and a public hearing on the tax rate, formal adoption of the budget and formal adoption of the tax rate will be held on Tuesday, September 7, at 6:30 p.m. at the Rosenberg City Hall Council Chambers.
