Meeting Highlights

The meeting was called to order by Board of Education President Ralph Martire at 7:01 p.m. in the Roosevelt Middle School LLC. Judy Deogracias, Barb Hickey, Ralph Martire, Rich Moore, Nicole Thompson, and Stacey Williams were present. Anne Gottlieb was absent. The meeting adjourned at 9:08 p.m.

Public Comments 
 
Tim Brandhorst stated that after attending the Tri-Board Town Hall Forum on May 1, he was impressed with the extent of work to advance equity by District 90 and the other Boards of Education. Mr. Brandhorst also commended District 90's Board of Education for drafting the Resolution Declaring District 90 an Inclusive School District and urged Board members to adopt the resolution

Erika Bachner stated her support for the Resolution Declaring District 90 an Inclusive School District. Ms. Bachner explained that she was gratified to learn about the many ways the District is working to promote equity and inclusiveness. She expressed her gratitude to the District for considering the resolution and, hoped that the Village of River Forest would pass a similar resolution.

Superintendent's Report - Action Items

Board of Education Resolution Declaring District 90 an Inclusive School District 
Dr. Condon presented the Resolution Declaring District 90 an Inclusive School District for the second viewing. He commended the work of attorney Zaria Udeh, of the Robbins Schwartz law firm, for her assistance in drafting the resolution. The resolution included the changes requested by Board members. Board of Education members discussed the resolution and approved it. Additional information can be viewed in the Board Packet

West 40 Regional Safe School Intergovernmental Agreement, 2017-18
Dr. Condon presented the West 40 Regional Safe School Intergovernmental Agreement, 2017-18 to the Board. He explained that the agreement enables District 90 students access to placement in West 40's alternative school programming, if needed. The agreement is presented for renewal every year. Dr. Condon reported that the District has not needed to place any students in West 40's alternative school programming for several years, but it is beneficial to have access to the program, if necessary. Board members approved renewing the agreement for the 2017-18 school year. Additional information can be viewed in the Board Packet

District 90/River Forest Community Center Pre-Kindergarten Program Agreement
Dr. Condon presented the District 90/River Forest Community Center Pre-Kindergarten Program Agreement for Board approval. He stated that the program represents two educational entities working together to offer opportunities to both general education and special education students. Dr. Condon commended Karen Boozell, Director of Special Education, and attorney Teri Engler, Engler Callaway Baasten & Sraga, LLC, for their work on the contract. National Equity Project Services Agreement
Dr. Condon presented the National Equity Project Services Agreement for the 2017-18 school year for Board approval. He explained that the renewed contract's cost is for less money than the initial contract. There was some Board discussion about measuring results, using appropriate metrics to determine effectiveness, and teacher training. Alma Advisory Group Presentation; Recruiting and Hiring Practices Agreement, District 90 - 
Monica Rosen, Sandra Tacina
 

Dr. Condon explained that the District needed to review its hiring and recruiting process. He also stated that the District's faculty needed to be more reflective of the student body, and that children benefit from a diverse teaching staff. The demographics of the faculty and staff have not kept pace with the diversity of the student body, which is partially a reflection on the District's recruitment and hiring processes. Dr. Condon introduced Monica Rosen and Sandra Tacina of the Alma Advisory Group for a presentation about the successes and challenges apparent in the District's hiring process. 

Monia Rosen and Sandra Tacina covered three areas in their presentation: the reason for the assessment of the District's recruitment and hiring efforts; key findings; and recommendations. Ms. Rosen and Ms. Tacina presented information and statistics about River Forest and District 90's faculty and staff. For instance, River Forest has become an increasingly diverse community with the Village experiencing a 68 percent increase in diverse groups between 2000 and 2015. The presenters also explained that the District has many strengths, such as principals' active involvement in the hiring process; the District's ability to attract a high number of applicants for each vacancy; and the faculty's appreciation of the support and resources provided by the District. The presentation addressed several misconceptions and made recommendations that build on the District's strengths. There was a robust discussion by Board members. Strategic Plan Report  - Ed Condon
Dr. Condon presented an update about the current Strategic Plan. He stated that the administrative team serves as Strategic Goal Facilitators who lead implementation of the Strategic Plan. To implement the Strategic Plan, there are five Action Objective teams that have been working to oversee the implementation of 12 Action Objectives. Dr. Condon outlined the entire process for meeting the goals of the Strategic Plan. Dr. Condon also stated that the scorecard indicating progress would be presented at the June 19 Board of Education meeting. He said that the work on the Strategic Plan is ongoing and, the district is making satisfactory progress in implementing the plan. Additional information can be viewed in the Board Packet.

Village of River Forest WideOpenWest Agreement
Dr. Condon and Kevin Martin, Director of Technology, recently met with River Forest Village officials about the proposal by WideOpenWest, LLC (WOW) to install dark fiber that would connect municipal and school facilities. As part of the proposal, District 90 would have access to the dark fiber once its 10-year fiber lease expires. Mr. Martin explained the benefits to District 90 from this arrangement. D90 Medical Waste and Medication Disposal Practices
Dr. Condon reported that Board members had requested that the District establish a process to dispose of unused student medication responsibly. He stated that Karen Boozell, Director of Special Education, worked with the school nurses to develop a protocol and process for disposing of medication that was not picked up by parents at the end of the school year. For medication, the District will take unused medicines to the Village Hall for disposal. The District has also contracted with Med Pro Disposal Services for removing medical waste (such as sharps). Five Essentials Overview Report

Dr. Condon reported on the results of the 5Essentials Survey for 2017. The survey is conducted every other year and is required by the Illinois State Board of Education (ISBE). Board members discussed some of the findings with the agreement to discuss it in greater detail at the Board Retreat in August. Additional information is available in the Board Packet
Closed Session 

Board of Education members entered into a closed session pursuant to 5ILCS120/2(c) for 2) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. 
Personnel Report 

Action Items
Board of Education members approved the appointment of three Summer Custodians, an employment agreement for the Coordinator of Communications and Community Outreach, and the appointment of two certified staff members.
