The Board of Education meeting was called to order by Board President Ralph Martire at 7:31 p.m. in the Roosevelt Middle School Library Learning Center. Roman Ebert,
Anne Gottlieb, Barb Hickey, David Latham, Ralph Martire,
Rich Moore, and Stacey Williams were present. The meeting adjourned at 9:07 p.m.

Student Presentation in Honor of School Board Member Appreciation Day
|
Dr. Condon presented two iMovies of students serenading Board members in honor of School Board Member Appreciation Day. In one video, Lincoln 4th grade students sang "America the Beautiful," while in the second iMovie, Willard 1st grade students sang "You Are My Sunshine," both vocally and in American Sign Language. Dr. Condon also acknowledged a student-signed poster and a number of student-crafted "thank you" cards that commemorated the day.

Education
Rich Moore reported that at the Education Committee meeting, Dr. Condon and Dr. Hawley discussed the use of Schoology (a universal learning management system platform); developing a vision for technology that supports student achievement; the upcoming Town Hall Forum; and the math resources pilot.
Personnel
Anne Gottlieb indicated that personnel issues would be discussed later in the meeting.
Policy
Stacey Williams stated that there were no policy issues to discuss.
Finance/Equity
Ralph Martire reported that Finance Committee issues would be discussed later in the meeting.
Facilities
Roman Ebert reported that there was nothing new to report.
Communications
Barb Hickey reported that at the latest Communications Committee meeting, Dr. Condon and Dawne Simmons, Communications and Community Outreach Coordinator, continued the discussion on communication strategies. She indicated that there will be new efforts to reach out to Village residents who do not have children in the school system.

District Calendar Review
|
|
Dr. Condon reported on several upcoming events and activities. The activities included the Town Hall Forum on December 6; Lincoln and Willard's Winter Concerts on December 16; the Board of Education meeting on December 19; and the last day of school before Winter Break on December 23.

Outside Organization Meetings
|
Council of Governments - Ralph Martire
Ralph Martire reported that the October meeting was cancelled. The next meeting is scheduled for January 13.
OPRFHS Citizens' Council - Rich Moore
Rich Moore stated that OPRFHS Citizens' Council has started the strategic planning process for next year. The next meeting is scheduled for December 10.
Youth Network Council - Barb Hickey
Barb Hickey reported that the Youth Network Council had a discussion on the recent election results and their impact on students. She also stated that OPRFHS has hired Andrea Riles as the Motivational Mentorship Program Coordinator. The mentorship program works to support students with social and emotional challenges. The Youth Services contract will be coming up for renewal in the coming months. Ms. Hickey stated the Youth Services' interventionists complement the work of District 90 social workers. The next meeting of the Youth Network Council will be December 8.
District PTO Council - Barb Hickey
Barb Hickey reported that in Dr. Condon's absence, Roosevelt Principal Larry Gartski facilitated the November 18 meeting of the PTO Council. Lincoln Principal Casey Godfrey reported on the successful Veteran's Day program that featured students hosting family members and Village residents who are veterans. On behalf of all principals, Casey Godfrey expressed appreciation for the working relationship between the Board of Education and school leaders. The next meeting of the PTO Council is January 21.
Inclusiveness Advisory Board - Anne Gottlieb, Stacey Williams
Anne Gottlieb reported that next meeting of the Inclusiveness Advisory Board is scheduled for November 30.
River Forest Service Club - David Latham, Roman Ebert
Roman Ebert reported that the most recent meeting of the River Forest Service Club welcomed Timothy Wesley, the new principal at St. Luke's School. The next meeting is scheduled for December 15.
Citizen Corps Council - Roman Ebert
Roman Ebert reported that the next meeting is scheduled for January 15.
West Cook Governing Board (IASB) - Ralph Martire
Ralph Martire reported that the November meeting of the West Cook Governing Board was the joint conference of the the Illinois Association of School Boards (IASB), Illinois Association of School Administrators (IASA), and Illinois Association of School Business Officials (Illinois ASBO). He made special mention of a special seminar that addressed school safety and security.
ED-RED - Ralph Martire
The next ED-RED meeting is scheduled for December December 2.
River Forest Subcommittee on Collaboration - Barb Hickey
Barb Hickey reported that the next meeting of the River Forest Subcommittee on Collaboration
is scheduled for
December 7.
Additional Information: OPRFHS Equity and Discipline
Ralph Martire reported on a recent meeting by the OPRFHS Equity and Discipline Committee. The Committee will be working to address the number of students of color who are continually under disciplinary procedures. Additional information will be forthcoming.

District Meeting Agendas

Superintendent's Leadership Council (SLC)
Dr. Condon reported on the November 16 meeting of the Superintendent's Leadership Council (SLC). The meeting covered several items including the review of various approaches to student grading and the development of a timeline for instituting revisions to the District's grading procedures. Because of the complexities involved, implementation of the revisions may take more than 3 years to complete.

Professional Development Committee
Dr. Condon reported that at the October 20 meeting of the Professional Development Committee (PDC), the group reviewed the accomplishments from the 2015-16 school year, feedback from the building level surveys, and the goals of a professional learning vision. Ralph Martire also reported on professional development workshops at the recent Illinois Association of School Boards (IASB) conference. Dr. Condon and
Board Members Anne Gottlieb and Ralph Martire gave presentations at the conference. More information is available in the

Green4Good
Dr. Condon reported on the October 24 meeting of the Green4Good (G4G) Committee. The meeting included discussions about several issues, including the U.S. Department of Education's Green Ribbon Program, linking G4G activities to the curriculum, sustaining waste diversion initiatives, and other topics. PTO Council Meeting
Dr. Condon indicated that the topics discussed at the November 18 meeting included non-District 90 students participating in school activities and services/supports available to students in need. More information is available in the

Superintendent's Report Action Items
|
Resolution Regarding The Estimated Amounts of Taxes Necessary to be Levied For the Year 2016
Anthony Cozzi, Director of Finance and
Facilities
, presented a resolution regarding the estimated amounts of taxes that need to be levied for 2016. Board members voted to accept the resolution. Ralph Martire complimented Mr. Cozzi on the responsible management of District finances.

Superintendent's Report Informational Items
|
School Board Member Appreciation Day November 15, 2016
In honor of School Board Member Appreciation Day, Dr. Condon read a short poem on what it means to be a volunteer and thanked Board members for their service. At the end of the Board meeting, Dr. Condon distributed certificates of appreciation to all Board members on behalf of the entire school community.
Multi-District E-Rate Intergovernmental Agreement
Dr. Condon presented information on the proposed e-Rate Consortium Agreement between District 200, District 97, and District 90. The agreement would allow the school districts to work as a single entity that is eligible for e-Rate funding when purchasing hardware, software, and other services. E-Rate is a federal program that provides a discount of up to 50% on selected purchases for qualifying school districts.

Operating Fund Financial Projections, 2018-21
Anthony Cozzi, Director of Finance and Facilities, presented 5-year operating fund projections for the District. He reviewed the significant assumptions in making these projections and each fund category impacted by the projections. Additional information can be viewed in the

Resident Friendly Financial Reporting Instrument, 2016
Anthony Cozzi, Director of Finance and Facilities, presented the 2016 edition of the District 90 Resident Friendly Financial Reporting Document. He also reviewed several of the major categories included in the document. Additional information can be viewed in the

Madison Street Tax Increment Financing (TIF) District Intergovernmental Agreement
Dr. Condon reported that discussions have continued with Village officials on the Madison Street Tax Increment Financing District's Intergovernmental Agreement. He asked for consensus direction from Board members on moving forward with the proposed Intergovernmental Agreement with the Village. Through consensus, Board members instructed the administration to postpone proceeding on an Intergovernmental Agreement with the Village of River Forest for the Madison Street Tax Increment Financing District.
Proposed District 90 School Calendar, 2017-18
Dr. Condon presented the proposed 2017-18 school calendar for the District. In the proposed calendar, the first day of school for students will be August 24, 2017 with the last day of school scheduled for June 8, 2018 (including inclement weather days). The proposed calendar included legal holidays, Institute days, non-attendance days, and other significant dates. Dr. Condon complimented Dr. Alison Hawley and the members of the Calendar Committee for their work on this project. List of Unfunded School Mandates
Dr. Condon shared with Board members a list of unfunded school mandates placed on on school districts since 1992 by the Illinois General Assembly. Compiled by the Illinois Association of School Boards, the 11-page list of unfunded mandates provides a wide range of directives that have had a significant impact on the management and governance of school districts. OPRF Community Foundation "Success for All Youth" (SAY) Data Sharing Partnership Agreement
Dr. Condon reported that the District continued its partnership with the OPRF Community Foundation and the Success for All Youth (SAY) initiative. He indicated that the District and the other partner organizations intend to enter into a data sharing agreement as part of the initiative. Dr. Condon also emphasized that information exchanged in the data sharing agreement is not confidential nor does it identify students, parents, or families. The final version of the proposed Data Sharing Agreement will be presented to the Board of Education for requested approval at the December 19 Board Meeting. Personnel Report
|
The Board approved several personnel-related actions. Board members approved the appointment of four classified staff members and the FMLA leave for a certified employee.
