SF Planning Department To Shine a Light On

The Expanding Housing Choice/Housing Element Rezoning Program


Building upon the recent Ministry of Housing Online Series, this week's SFIC Online Briefing for Community and Faith Partners, supported by a generous grant from the San Francisco Foundation, will feature a presentation by the San Francisco Planning Department on the topic of Expanding Housing Choice (the Housing Element Rezoning Program), a state-mandated implementation action identified in the 2022 Housing Element, which charts a course for San Francisco’s plan to meet its housing needs for the next 8 years (2023-2031).


The presentation will share background on the project, our City’s housing needs, community engagement, and an overview of how the zoning proposal will enable additional housing production in state-designated “Housing Opportunity Areas” in the western and northern neighborhoods of San Francisco.


The team will also share how this rezoning intersects with strategies to support the development of affordable housing on institutional and religious sites.

Lisa Chen is a long-range planner at the San Francisco Planning Department, where she has worked with

communities around San Francisco to advance more healthy, sustainable, and equitable neighborhoods.


Some of her projects have included: Environmental Justice Framework, Sustainable Chinatown, the

Transportation Sustainability Program, the Department’s Racial & Social Equity Action Plan, and the Central SoMa Plan.


Previously, Lisa worked at the nonprofit organization ChangeLab Solutions, where she provided technical assistance to government and community stakeholders nationally on policy strategies to support public health. She has also worked at organizations focused on youth development and sustainable food systems.


Lisa holds a dual Master's degree from UC Berkeley in City Planning and Public Health.

David H. García, Planner on Expanding Housing Choice Project


SF Planning Department


David Hernández García (he/him) works as a Planner in the Citywide Planning Division at the SF Planning Department.


He works specifically on the implementation of the Housing Element with a focus on Expanding Housing Choice, the City's Rezoning Program, and sites analysis for affordable housing.


He has extensive experience in education and social innovation, which he leverages to create meaningful and empowering engagement initiatives for communities historically excluded from planning decisions, specifically children and youth and monolingual Spanish-speakers.


David has a Master´s degree in City Planning from UC Berkeley and a Master´s of Education from the University of Notre Dame.
