Pennsylvania Moves to Streamline Business Reporting With New Legislation

Maryann Pugh, MyChesco

May 9, 2024

The Pennsylvania State Senate unanimously passed legislation this week aimed at simplifying business reporting requirements, marking a significant step toward creating a more business-friendly environment in the Commonwealth. Introduced by State Rep. Chris Pielli, D-Chester County, the bill received unanimous bipartisan support, spotlighting a collective effort to bolster economic growth and reduce bureaucratic hurdles for businesses operating within the state. Under the previous system, entities and businesses registered with the Department of State were required to file a report every ten years to confirm their continued existence. However, recent changes to Title 15 (Corporations and Unincorporated Associations) mandated annual reporting, setting different deadlines for in-state and out-of-state businesses. Pielli's House Bill 1419 proposes to align these reporting dates, thereby offering a grace period until Jan. 4, 2027, for all businesses to adjust to the annual requirement.

The Benefits of a Hybrid Work Model

Although initially viewed as a way to curtail the spread of the Covid-19 virus, remote work has gained a foothold in the business community. Although it's still an evolving trend, most employers have found that after the initial surge where most of the work was done remotely, the share of employees working from home on a full-time basis has declined and appears to be stabilizing at around 25-30%.

Of course, there are large variations in these percentages based on the location of the company and its workforce and the type of business. Technology, business, and professional operations are more likely than service jobs in retail, food, transportation, and hospitality to have large numbers of employees working from home.

And after much of the initial fear and anxiety over this transition faded, it appears that both employer and their employees have found benefits in the new arrangement.

From the employee's perspective, the increased flexibility and extra personal time that work from home provides has been a tremendous benefit. Workers spend less time getting ready for and traveling to work, allowing them more time tend to personal needs like picking up and dropping off kids for school and other activities, running errands and visiting doctors and dentists.

Employers, on the other hand, have found that by reducing the size of their office footprint, they can save money and increase productivity in a variety of ways. Less workspace required means less money spent on monthly rent and utilities. The ability to recruit talent from a wider geographic area means a larger pool of potential workers and wage growth can be tempered by factoring in the value of remote work benefits for the employee.

UC Fraud and UC-1099G Tax Forms

Victim of unemployment fraud?
Criminals using stolen identities filed claims for unemployment compensation in other people's names. Because unemployment compensation is taxable, state unemployment agencies submit Forms 1099-G to individuals in whose names and Social Security numbers the unemployment compensation was paid and to the IRS. Victims of fraud who receive Forms 1099-G with inaccurate amounts of unemployment compensation in Box 1 should notify the state agencies of the inaccuracies and request corrected Forms 1099-G. The Department of Labor details www.dol.gov/agencies/eta/UIIDtheft.

Taxpayers should only report income they actually received on their tax returns. Do not report income you did not receive. The IRS offers tax guidance to victims at https://www.irs.gov/identity-theft-fraud-scams/identity-theft-and-unemployment-benefits.

More Information
Did you know........

Small businesses represent the largest segment by number of most local chamber membership rolls. Results in the research study by The Shapiro Group, Inc. and Market Street indicate the impact of local chamber membership on small businesses is very powerful. If a consumer knows a small business is a member of its local chamber, the business enjoys a 44 percent increase in its consumer favorability rating, a 51 percent increase in consumer awareness, a 57 percent increase in its local reputation and a 63 percent increase in the likelihood that consumers will patronize the business in the future.

Research indicates that chamber membership stimulates business-to-business commerce in the local community. Other businesses in town are more likely to do business with you and your company if you are a member of the local chamber. Because a major part of a small business typically comes from business-to-business services, it is essential to maintain a positive standing within the local business community.
