I hope that each of you were able to put on your ‘Big Boots’ this summer and engage in many wonderful summer adventures. This summer, I was able to spend some real quality time with my family and friends, and it truly helped to refill my cup as I prepare for the new school year.
Summer is not only our time to rest, relax, and rejuvenate, it is also a time for many of us in career and technical education (CTE) to engage in professional development. This year, I was honored to participate in both the South Dakota ACTE conference in Madison, South Dakota, as well as the Washington ACTE conference in Spokane, Washington.
Thank you, South Dakota, for your hospitality and opportunity to learn with you. I enjoyed engaging in sessions, including, Authentic Engagement: Supportive Practices for the Workplace and Classroom. During this session, Dr. Sara VandeKamp and Marchella Prokop shared their learning from “What if I say the Wrong Thing?: 25 Habits for Culturally Effective People, Verna A. Myers. Your conference provided many opportunities to recognize SD members and engage in critical CTE conversations to support all CTE instructors.
Washington ACTE had more than 1,000 people in attendance in Spokane this year, and it was incredible to see so many dedicated educators in one place! This year’s keynote speaker was Josh Davies, who shared a message of building trust and living honestly. It was so good to spend time with those passionate about career and technical education.

Kōkua (Help) Our Hawaii Friends and Family
On Tuesday, Aug. 8, as many in the State of Hawaii were headed home from work, residents of the Western side of Maui were dealing with what has been described as chaos, apocalyptic, and a war zone. A perfect storm of conditions including a red flag warning with 80 mile per hour gusts fueled by a category 4 hurricane hundreds of miles away led to the largest natural disaster in Hawaii’s history. As of Saturday, 2,200 structures have been destroyed, 80 lives were lost, and the damage is estimated at over $5.5 billion. All of the numbers are expected to increase in the coming days.
Lāhainā, frequently mentioned in TripAdvisor’s top 25 destinations to visit, is no more. The DOE has told residents of Lāhainā to enroll their children at nearby schools as they do not intend to reopen the four schools in the foreseeable future. Out of the ashes, it is inspiring to see the aloha of others as we begin to process and rebuild from this tragedy. Donation drives and collections have been set up across the State. Many only have what clothes they left with that Tuesday afternoon and have lost everything.
If you’d like to kōkua (help) and share your aloha with Maui you can make a monetary donation to the Hawaii Community Foundation’s Maui Strong Fund. As additional ways we can support arise, we will continue to reach out to our Region V community.

The Hawaii ACTE conference planning team is excited to host the 2024 Region V Conference in Honolulu, Hawaii, April 9-12, 2024. Pūpūkahi i Holomua is an ʻŌlelo Noʻeau (Hawaiian proverbial saying) that reminds us that progression can be successfully achieved through unity. When we come together as one body, one mind, and one spirit we are able to overcome adversities and accomplish great things.

Vendor Registration
Are you a vendor? Interested in hosting a booth during the vendor event? Vendor registration will open soon.
Also, a reminder to anyone who has not been to a Region V conference before, there is a First-timers Scholarship you can apply for that supports attendance for two years, so you could apply by the due date for the conference this coming year in Honolulu and if awarded, have support for both the Honolulu conference and the next conference in Las Vegas. The total scholarship is $900, $450 for the first year and $450 for the second year’s attendance.

Region V Innovative Program Awards
Did you know that EVERY state and territory in Region V can submit for the innovative awards? There are so many unique, innovative, and creative CTE programs across Region V and we want to recognize YOURS! Each state association may submit one nomination annually, make sure to submit your nomination by the March 1 deadline.
All Innovation Program Award submissions qualify for the award, so long as they meet the following criteria:
- Program demonstrates a capacity to prepare graduates to perform successfully in an occupational field
- Program should exemplify the highest standards within its occupational field
- Staff must be involved in an in-service program to keep abreast of technological changes in their occupational field
- Program must have been in operation for at least three years
- Instructor(s) in the program must have been a member of the state association for at least three consecutive years.
I challenge each state association to apply for the Innovative Career and Technical Education Program today! To get the application, go to the ACTE Region V website or click here. ACTE Region V Leadership-Fellowship Program
The purpose of the Region V Fellowship Program is to establish a leadership development program for CTE Educators in ACTE Region V and assist individuals in further developing their leadership skills in CTE and their involvement in professional associations, provide an opportunity for CTE Educators to become familiar with and participate in the processes used by policy makers in the development and implementation of laws, regulations, and other public policies at the local, state, and federal levels, and identify, train, and motivate a cadre of leaders who will continue to position ACTE as a leader in developing an educated, prepared, adaptable, and competitive workforce.
The Region V Fellowship Program is a two-year commitment, including leadership development, public policy learning, and professional development. Candidates are expected to participate in the National Policy Seminar, ACTE Vision, and the ACTE Region V conference, as well as engage in monthly conference calls. Applications will be due May 1. The updated application will be available soon.

Legislation and Advocacy
Tim Knue, our Region V Legislative Liaison, has exciting news! We will be offering to Region V members, an opportunity to engage together via Zoom every other month to learn, “How Best to Stay Off the Menu and Be at the Table.” Engage together to understand the tools and process to best advocate and promote CTE in your school, community, state, and nation by engaging and sharing what is happening around Region V. The legislative committee will meet soon to determine the remainder of the dates/times for the Zoom meetings for the 2023–24 year. Region V Strategic Plan
During the 2022 VISION conference, your Region V policy committee members developed a promising and aggressive strategic plan. There are six areas of focus: advocacy and awareness, member value and engagement, inclusion, access, equity, and diversity, professional and leadership development, strategic partnerships, and teacher recruitment and retention.
Following are the six areas, the target for that area and the outcomes planned. We are looking for experts in Region V that have experience, expertise, and knowledge to support the strategic plan components. Have ways you can support the Region V strategic plan? Please contact one of the policy committee members.
Advocacy and Awareness
Target: Develop or update resources to share with key audiences as part of a broad public awareness campaign.
- Increase Region V membership by at least 10% per year
- Provide an annual Region V conclave to support member and non-member awareness of ACTE and Region V
- Increase participation at the Region V Business Meetings
- Increase engagement and participation on the Region V committees
Target: Strengthen the advocacy training provided to members
- Host bi-monthly advocacy engagement sessions to support Region V members and increase grass-roots engagement
Member Value and Engagement
Target: Maintain high levels of membership retention, benefit participation and engagement
- Include a more diverse mix of communication channels and marketing pieces
- Provide annual conclave, a first-timers meeting, and information about the first-timers grants
- Increase fellows awareness: Fellows required to provide one presentation at Region Conference and have fellows write something for each of the quarterly newsletters
Target: Increase new member recruitment activities
- Policy committee members will present a Region V 101 at state leadership Conferences as available
- Align member recruitment activities around state and region events
Target: Increase use of digital communication tools to reach new members
- Improve efficient communications
Inclusion, Access, Equity and Diversity
Target: Increase the number of IAED in CTE professional development offerings
- At conferences have IAED sessions in the same room all day
Target: Increase the diversity of professional and leadership experience
- Recruit diverse Region V members to engage in IAED initiatives
- Region V IAED mentor meet up bi-monthly to connect
Target: Expand IAED in CTE resources including the development of new resources
- Develop an IAED repository for Region V
- Develop an UDL repository for Region V
- Develop replicable “Access and Equity” resources for state ACTE associations use
Professional and Leadership Development
Target: Incorporate standard call for proposals for all Region V hosted events, that includes high-quality CTE framework indicators
- Consistent presentations align with the strategic plan and 6 themes
Target: Applications and programming for Fellows’ initiatives require participants to identify specific elements that they will address throughout their fellowships
- Have greater than two Region V members apply to participate in the Region V fellows program
- Each year Region V fellows will present at the Region V conference
Target: Create engaging experiences that showcase the high-quality CTE POS framework
- Include a high-quality framework session at the Region V Conference
- Continue to provide leadership 101 pre-session at Region V conference
- Policy members will present a Region V 101 session at state leadership conferences as appropriate
Target: Develop a presentation on CTE 101, called Invest in Yourself, You are Worth the Time
- Develop a presentation using the high-quality CTE framework
Strategic Partnerships
Target: Partnership agreements to sponsor Region V events at ACTE Vision and Region V Conferences
- At least two sponsors for VISION (reception and hospitality room)
- At least two sponsors for Region V
Target: Support to increase sponsored activities
- Each year, beginning in FY 2024, at least two of Region V’s events are sponsored
Target: Increase partner and sponsor satisfaction by continuing to evolve and improve benefits
- By EOY 2027, 75% of Region V sponsors report a satisfaction rating of satisfied or highly satisfied
Teacher Recruitment and Retention
Target: Developing a mentoring program to support CTE teachers in the first three years
- Support a new to CTE stakeholder coordinator/mentor for new Region V members to recruit and retain
- Engage new CTE stakeholders through regular chat sessions
Target: Expand participation in broader education and workforce conversations related to the teacher pipeline to learn about and advocate for opportunities that can be leveraged for CTE
- Develop webinar to engage states in a panel discussion on education and workforce conversations related to the teacher pipeline to learn about and advocate for opportunities that can be leveraged for CTE
Target: Disseminate resources to help CTE leaders build interest in teaching CTE as a profession
- Disseminate the ACTE resources designed to. Help CTE leaders build interest in teaching CTE as a profession
