Federal Program Directors Meeting:

The Federal Program Directors will meet to discuss any updates or topics related to the Elementary Secondary Education Act (ESEA). The purpose of the Federal Program Director's meeting is to provide a forum for networking, sharing ideas, and building capacity for district and charter school federal program directors.

2024- 2025 Program Monitoring Validations Process Statewide VirtualTraining:

The Federal Program Compliance Division will be conducting programmatic monitoring of the following federal programs authorized under the Elementary and Secondary Education Act (ESEA), as amended by the Every Student Succeeds Act (ESSA) in the 2024-2025 grant year.

  • Title I, Part A - Improving Basic Programs
  • Title I, Part C - Education of Migratory Children
  • Title I, Part D, Subpart 2 - Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At-Risk
  • Title II, Part A - Supporting Effective Instruction 
  • Title IV, Part A - Student Support and Academic Enrichment
  • ESSA Private Nonprofit School Equitable Services (PNP)

In preparation for the 2024-2025 Program Monitoring Validations process, the Federal Program Compliance Division (FPC) will provide a statewide virtual training. Information related to the LEA programmatic monitoring process the Division will use in 2024-2025 will be provided in the session. Participants will learn about the parameters for LEA selection, the programs included in the monitoring process, the requirements selected for documentation review, and process timelines. Additionally, resources will be shared, and time will be allotted for questions. Captions auto-generated by the Zoom platform will be made available during the virtual training. There is no cost to attend the training. A link to access the recording and handouts will be posted to the Statewide Training Series webpage after the training.

Additional information related to the 2024-2025 Program Monitoring Validations process will be announced via Statewide News Bulletin in mid-September.

The Parent and Family Engagement Statewide Conference provides valuable instruction to educators to continually improve parent, family, and community engagement programs. Parents and families will gain information to build capacity to support their student’s efforts to meet academic achievement standards. Statewide practitioners, including TEA staff, will offer sessions on innovative approaches for supporting PFE programs and activities.

2023-2024 Final Entitlements Amounts are available for ESSA

The 2023-2024 ESSA final entitlement amounts are now available and may be found on TEA's Entitlements web page. IMPORTANT: The carryover and reallocation amounts are NOT included in the “final” 2023-2024 entitlement amounts referenced below. Those will be released in February, at which point, LEAs will submit one amendment. 


Per the bulletin:

“As a reminder, local educational agencies (LEAs) will not be able to apply for their final entitlements at this time. To reduce the administrative burden, LEAs will instead be able to submit one amendment to apply for their final entitlements, carryover, and any reallocation amounts when they are announced in February. This new timeline for LEAs receiving and applying for final amounts, and carryover is caused by the new federal requirement for a longer liquidation period on federal funds. TEA will send a separate notification when LEAs can submit amendments to apply for final entitlements, carryover, and any reallocation amounts. TEA anticipates sending the notification regarding the availability of carryover and any reallocation amounts by end of February.”

ESSER III Required 20% Set aside Reminder:

Please remember, you must set aside at least 20% of your ESSER III Final Amount for academic learning loss and SEL activities. This is documented and checked for compliance through the annual USDE reports, so you need to identify the amount your district has already reported in the set-aside section.




Key Upcoming Dates:

  • 9/30/2024: End of carryover period for ESSER III funds, last day to legally obligate funds.
  • 11/30/2024: Anticipated ESSER III Liquidation Extension Data Collection due to TEA.
  • 1/02/2025: ESSER III Final Expenditure Report/Revised Final Expenditure Report due.
  • 1/31/2025: USDE must respond to state's ESSER III Liquidation Extension
  • 2/28/2025: End of ESSER II Liquidation Extension Period for approved LEAs.
  • 2/28/2026: Anticipated End of ESSER III Liquidation Extension Period for approved LEAs.
