Stocktaking Meeting on NDCs 3.0

On 11 March 2024, the RCC Asia-Pacific co-organized a regional partners stocktaking meeting on NDCs 3.0 together with the co-chairs of the Issue-based Coalition on Raising Ambition in Climate Action (UNEP and UNESCAP) and the NDC Partnership (NDCP), with 19 organizations attending in person or virtually.
This meeting provided a space for attendees to discuss the significance of the nationally determined contributions (NDCs), the challenges faced in engaging with countries, and the gamut of initiatives planned through the year for supporting NDCs, emphasizing and underscoring the need to capture ongoing activities and streamline and synergize the support being provided.

The Support Ecosystem Webinars Highlighted Priority Areas for the Next Round of Nationally Determined Contributions (NDCs)

The webinars on the Support Ecosystem for the Next Round of Nationally Determined Contributions (NDCs) for Asia and the Pacific regions on 26-27 March 2024 provided a platform for countries to learn about supports available for the development of 2025 NDCs and to connect with the support providers
as and when required.
Featured at these events were a panel on country experiences, where identified countries shared their experiences on key lessons learned during their NDC preparation and implementation and highlighted priority areas where they require support in the development of 2025 NDCs. Both webinars witnessed active engagement from a wide audience with participants spanning national focal points from countries, representatives of development organisations, and UN Resident Coordinators. The Asia webinar concluded with closing remarks from Mr. David Mclachlan-Karr, Regional Director, Regional Office for Asia and the Pacific, UN Development Coordination Office.
The webinars were co-organized by RCC Asia-Pacific, together with RCC MENA and South Asia for the Asia region, with support from the NDC Partnership.

Hands-on Training Workshop on Transitioning to the ETF, Including the Preparation of the Biennial Transparency Report for Asia Region | |

Between 12-15 March 2024, the Singapore Government, the United States Environmental Protection Agency and the NDC Partnership, with technical support from the UNFCCC secretariat organized a 4-day hands-on training workshop in Singapore. The workshop was attended by
41 transparency experts from 20 developing countries from the Asia region, who are involved in the preparation of the NDCs and BTRs. The workshop directly supported the experts from the region by building their technical capacity to understand and effectively apply the MPGs when preparing the respective chapters of the BTR and consequently, submitting their first BTRs in a timely manner.

CGE Expert Forum Strengthens Support to Developing Countries in Transparent Reporting of Climate Action | |

The 6th informal forum convened in February by the Consultative Group of Experts (CGE) brought together more than 150 participants from developing countries, national experts from Andorra, Armenia and Ghana, and support providers such as CBIT-GSP, FAO, ICAT and UNDP to exchange insights on BTR preparation. The discussions also informed the CGE’s 11th meeting, held on 5-7 February, in developing the CGE 2024 workplan to support developing countries. This year, CGE’s technical support is focusing on promoting the preparation and submission of the BTRs and use of ETF reporting tools.

NAP Expo 2024 in Dhaka, Bangladesh | |

The National Adaptation Plan (NAP) Expo 2024 will take place from 22 to 25 April in Dhaka, Bangladesh. This year’s event will be organized under the overarching theme of “Driving Transformational Adaptation through National Adaptation Plans”. Through knowledge exchange, experience sharing and partnership building, the NAP Expo aims to catalyze actionable strategies to confront the challenges that countries face today in implementing their adaptation plans.
To this regard, the event will feature innovative approaches to transform financial and technical support for countries in implementing their NAPs, focusing on transformational adaptation strategies in key sectors like agriculture and food systems, water resources, biodiversity and natural heritage. Additionally, it will also emphasize the use of advanced technologies like big data and AI to accelerate NAP implementation and engage all stakeholders for inclusive adaptation planning and implementation.
This year’s event will also host the meeting of Party experts organized as part of the actions and steps to initiate the assessment of progress in NAPs, and the training for developing countries to address identified gaps and needs related to the process to formulate and implement NAPs.

2024 Executive Training Course for Policymakers on the 2030 Agenda for Sustainable Development | |

The United Nations Office for Sustainable Development (UNOSD) will host the Executive Training Course for Policymakers on the 2030 Agenda for Sustainable Development in Incheon, Republic of Korea from 7-10 May 2024. This training focuses on aligning the 2030 Agenda and the Paris Agreement by Integrating Voluntary National Reviews (VNRs) and Nationally Determined Contributions (NDCs), which can drive substantial and efficient progress across both fronts with the aim to build capacity of public servants in developing countries.

“Bridging Climate Goals with Action: Making Ambitions a Reality” Conference to Highlight Ongoing Climate Discourse in Central Asia | |

Building upon the momentum from COP28, the 6th Central Asian Climate Change Conference (CACCC-2024) is poised to be a significant milestone in the ongoing climate discourse in Central Asia, scheduled from 27-28 May 2024 in Almaty, Kazakhstan. The conference aims to discuss progress, challenges and gaps in the implementation of climate commitments by the Central Asian countries, governance and financial arrangements for the implementation of sector-specific strategies at the national and local scales, and available platforms for regional climate coordination and cooperation.
The RCC Asia Pacific will co-organise a session with NDC Partnership on NDCs, with guidance for NDCs 3.0, a panel on country experiences, an interactive session on developing the next round of NDCs, concluding with a session on support available for NDCs 3.0.

The Article 6.4 Supervisory Body agreed to open a call for inputs on the following documents:

A6.4-SB009-A01: Requirements for the development and assessment of Article 6.4 mechanism methodologies (version 01.0) and
-
A6.4-SB009-A02: Activities involving removals under the Article 6.4 mechanism (version 01.0)
The call for public inputs is open for a six-week period until 15 April 2024. Please refer to the call for input page for each for further details on how to submit feedback.

Focused Call for Experts (A6.4 Methodology Roster of Experts)

Following the Article 6.4 Supervisory Body decision from SB010 (SB010 meeting report, para 20), the secretariat has launched a focused call for experts to join the A6.4 methodology roster targeting experts from Least Developed Countries, Small Island Developing States, and Eastern European States with an aim to improving regional balance in the roster of experts and for consideration to serve the Methodological Expert Panel (MEP) in the future.
The call is open until 24 April, 2024.

Submission of Art.6.4 Prior Consideration
Activities started before 1st Jan 2024 need to submit a prior consideration form within six months and time ends by June 2024 - only for retrospective projects.
Activity participants of a proposed Article 6.4 project must demonstrate that consideration has been given to the Article 6.4 mechanism benefits in the decision to implement the project.
To do so, participants must submit a “prior consideration notification” to the UNFCCC secretariat, notifying the secretariat of their intention to register a proposed project under the Article 6.4 mechanism, in line with the relevant deadlines as set out in Section 4 of the Article 6.4 activity cycle procedure for projects.
Participants can do this through the newly launched web interface available on the Article 6.4 rules and regulations web page under ‘forms’.
