HB24-1439: Financial Incentives Expand Apprenticeship Programs


HB24-1439: Financial Incentives Expand Apprenticeship Programs is focused on supporting apprenticeships through tax credits and grants:


What would the bill do?

  • Tax Credit for Employers of Apprentices: Starting in 2025 and lasting until 2035, employers can get a refundable tax credit if they employ an apprentice for at least 6 months within a year. Employers can claim up to $6,300 for six months of an apprentice's employment, and up to an additional $1,050 for each month beyond six, with a maximum of $12,600 per apprentice per year. However, this credit is capped at 10 apprentices per employer per year, cannot be claimed for the same apprentice for more than 24 months, and only applies to months where the apprentice was paid.


  • Application Process for Tax Credit: Employers must apply to the state apprenticeship agency to reserve and then receive this tax credit.


  • End of Previous Tax Credit: A previous tax credit for investments in school-to-career programs will end after December 31, 2024.


  • Scale-Up Grant Program: A new program will provide grants for starting or expanding registered apprenticeship programs. This includes funding for new programs and the expansion of existing ones.


  • Apprenticeship Intermediary Grant Program: This program offers grants to entities that help connect employers or participants to apprenticeship programs or convene stakeholders to develop such programs.
