RHCF Software Released

and Reimbursement Update


2023 RHCF-4 Software Released

The New York State Department of Health released the 2023 RHCF Software. This software, used to prepare the SNF Medicaid Cost Report, is available on the Health Commerce System.


The reports along with Operator and CPA Certifications are due no later than August 19, 2024.


Pending Medicaid Rate Releases


The following rate packages are pending release and payment from DOH, although no timeline has been provided (unless noted):

  • April 2023 and July 2023 rates – anticipated 1 percent Medicaid rate increase (from 6.5 to 7.5 percent pending federal approval)
  • January 2024 Medicaid Rates
  • April 2024 Medicaid Rates
  • 2023-24 Public Facility IGT
  • 2022 Nursing Home Quality Initiative
  • 2022 Cash Receipts Assessment Reconciliation (Cycle 2444; Check Release Date 7/10/2024)
  • 2023 Cash Receipts Assessment Reconciliation
  • 2023-24 Enhanced ATI


Medicaid Only CMI Freeze 

The MA Only CMI is frozen for periods beginning with the 1/1/2024 rates while DOH updates its MDS Collection methodology to support PDPM. The Centers for Medicaid and Medicare Services (CMS) discontinued RUG-III and RUG-IV in the MDS Assessment Tool as of 10/1/2023.


MDS Audits

OMIG has completed its audits on 2018 MDS Submissions for all statewide regions. OMIG is now reviewing subsequent MDS data and anticipates commencing fieldwork on its audits of 2019 MDS submissions.



Withdrawal of Equity

As a reminder, operators wishing to withdraw equity or transfers assets in excess of 3% of the prior year’s revenues must request and receive permission from the Department of Health (DOH) prior to making such withdrawal or transfer. The Dear Administrator Letter dated January 26, 2018 specifically states:

 

The PHL requires the Department to approve or disapprove a facility's withdrawal or transfer request within sixty (60) days of the date the request is received. It is therefore necessary to receive the request sixty (60) days in advance of the proposed date of withdrawal. The Department will not consider requests for approval of withdrawals that have already occurred. 

 

The department, via the Equity Withdrawal/Transfer of Asset Request Form, directs facilities to use revenue reported on Schedule 7, Column 0161, Line 020 as the basis of the 3% calculation.
