Dear RCC Lomé Stakeholder,
Greetings from the UNFCCC-BOAD Regional Collaboration Center for Western and Francophone Africa based in Lomé. We are pleased to bring back our regular newsletter.
With this newsletter, we will share climate action news from the Western and Francophone Africa region, including highlights of previous events, updates about the RCC team and opportunities for stakeholders.

RCC Lomé is pleased to announce that Mr Walters TUBUA has joined the team as Regional Lead of RCC for Western and Francophone Africa since December 2022.
Mr Tubua has been reassigned from the UNFCCC secretariat and brings extensive cross-cutting experience on climate change matters and a sound understanding of UNFCCC processes. Walters has been with the UNFCCC secretariat for 10 years and served as a core member of the secretariat team that supported the negotiations and the drafting of the Paris Agreement. More recently he was the secretariat lead on the global stocktake process of the Paris Agreement.
As Lead of RCC Lomé, he will oversee the overall running of the RCC and the delivery of its workplan, as well as serve as the link between Parties and other stakeholders in the region and the UNFCCC.

Article 6 and carbon pricing Expert
|
|
Mr. Yohann T.R ZABA, has joined the RCC for Western and Francophone Africa Team as Regional Expert on Article 6 and Carbon Pricing to support the implementation of Market and Non-Market approaches under the Paris Agreement. Prior to joining RCC-Lomé in December 2022, Yohann worked as Regional Pilot Project Officer at ECOWAS Regional Agency for Agriculture and Food in Lomé TOGO. Mr. ZABA possesses rich working experience, with more than eleven years in several West and Francophone African countries and seven-year experience in development, implementation and Monitoring & Evaluation of multi-country international market and non-market projects and strategic orientations for bilateral and multilateral cooperation programs, including five years in environmental protection and climate smart agriculture and two in incentive mechanisms development.

Regional Expert on NDCs and LT-LEDS
|
|
Since February 2023, Marc Laubet A. Daubrey has joined the RCC for Western and Francophone Africa Team as Regional Expert on NDCs and LT-LEDS to support the implementation of the Paris Agreement. He is a climate strategy specialist and senior project manager. Prior to his appointment at RCC-Lomé, Marc Laubet was engaging and supporting Countries and various stakeholders in the West African region to implement their NDCs. Marc has experience related to the coordination of the CDM in Côte d'Ivoire; the development and submission of projects to climate funds such as GCF; and the management of sustainability projects in West Africa.

Training workshop on climate finance access
|
|
A new training programme for technical experts participating in the technical expert review of biennial transparency reports has been developed by the UNFCCC Secretariat. Accordingly, the first training course: “Course A: General and cross-cutting aspects for the technical expert review under the enhanced transparency framework under the Paris Agreement” will be available on Wednesday, 1 March 2023. The remaining courses will be launched in September 2023.
All courses will be online, open and available to all experts to study at their own pace all year round. The material will also have the option to download for those experts who prefer it. Only experts nominated to the UNFCCC Roster of Experts will be eligible to take the examination.
Additionally, we also would like to invite you to participate in the “Launch webinar of the training programme for technical experts participating in the technical expert review of biennial transparency reports”, which will take place on Wednesday, 1 March 2023, from 11:30 – 12:15 CET. The purpose of the webinar is to officially launch the new training programme and raise awareness of it. Please register for the webinar here at your earliest convenience. The registration link will be closed on Monday, 27 February (COB CET). The meeting link to participate as well as the agenda will be shared in due course.

Nigeria Carbon pricing initiative assessment - validation workshop
|
|
The Federal Ministry of Environment of Nigeria, through its Direction of Climate Change, and with support from RCC Lomé and the UNFCCC CI-ACA Initiative will organise on 7 March 2023 a validation workshop to validate the findings of a study on pricing carbon initiatives in Nigeria.
The expected outcomes of this workshop will be to collect feedbacks from national experts involved in relevant Nigerian organizations on the outcomes of the study, validate the recommendations regarding pertinent carbon pricing instruments and highlight the technical, legal, and institutional requirements to be considered for implementation. The ultimate objective is to strengthen the legal climate framework and increase potential cooperative actions towards Carbon Markets in Nigeria.

At COP 27 in Sharm el-Sheikh, President Emmanuel Macron and President Ali Bongo announced that a One Forest Summit would be held in Libreville, Gabon on March 1-2, 2023.
As a technical partner of the Western and Francophone Africa when it comes to climate action, RCC Lomé will be attending this event.
