Final Election Results: Proud to Serve Another Four Years

The Contra Costa County Clerk-Recorder has released the final certified results of the March 5th primary election. I ran unopposed for reelection to a third term, and I am happy to say that with the votes officially counted, I will continue as District 3's representative through 2028.


I'm humbled and honored that the community continues to put their trust in me, and I look forward to serving residents for another four-year term. I'm amazed every day by the expertise and hard work of our County employees, and I'm grateful for the opportunity to keep directing them to make Contra Costa County, and East County specifically, an even better place to call home.

April 16: Contra Costa Public Works to Repair Traffic Signal on Byron Highway

The Contra Costa County Public Works Department will be repairing a traffic signal pole located at the intersection of Byron Highway and Camino Diablo on Tuesday, April 16, 2024, barring unforeseen circumstances. Work will take place from 9:00 a.m. - 4:00 p.m., weather permitting.


Electronic message boards will be placed in advance to alert drivers to scheduled work. There will be traffic control throughout the work area and lane closures will be required during working hours. Drivers should expect delays of 20-25 minutes.

Become an Adult Literacy Tutor with Project Second Chance

Want a flexible, fun volunteer role? It only takes about 5 hours a week, meeting at your local library, to help a neighbor who wants to improve their reading, writing and spelling. Project Second Chance (PSC) Adult Literacy, based at Contra Costa County Library, will celebrate 40 years this year. PSC has helped nearly 6,000 Contra Costa County adults improve their lives by pairing them with patient, kind and flexible adult literacy volunteer tutors! Our adult learners work on goals such as voting, passing U.S. Citizenship, getting a GED or obtaining a better job. We are looking for East County residents who would find this role rewarding. The role involves meeting with a learner twice a week for 90 minutes, not including preparation.


Training for the next cohort of volunteer adult literacy tutors starts in May:

  • Attend BOTH of our virtual sessions on Zoom: Tuesdays, May 14 AND 21, from 6-8 pm
  • AND attend ONE of the following two hands-on, in-person sessions at the Project Second Chance office in Concord:
  • Friday, May 17, from 9:30 am-1 pm OR
  • Saturday, May 18, from 9:30 am-1 pm

The in-person event, hosted by Con Fire, will feature fire service leaders giving a presentation on, “How You Can Be Wildfire Ready!”


In addition to allowing ample time for your questions, we'll address protecting your home, family, and neighbors from wildfire danger:

Preventing: It takes a community approach to prevent wildfires; learn how you can make a difference.

Planning: Planning for evacuation, signing up for Community Warning System alerts, using the new Zonehaven digital evacuation tool, and steps to take during and after a fire emergency.

Preparing: Learn about weed abatement deadlines, creating defensible space around your home, and the importance of having an emergency Go Bag ready.

Responding: Learn about our public safety resources that will be responding to wildfires within Contra Costa County.

Look Up Traffic Citations and Pay Them More Easily with new MyCitations tool from Contra Costa County Superior Court

As part of the California courts’ continuing effort to expand access to justice, effective April 10, 2024, the Court will begin using MyCitations, an online option for those struggling to pay fines resulting from infractions.


MyCitations allows Court users to look up citations online, and to request a reduction in the amount owed based on their financial situation, a payment plan, more time to pay, or community service. This new option expands that service and allows users to make these requests without having to come to Court offices.


A link to the MyCitations tool will be available on the Court’s Traffic webpage at https://www.cc-courts.org/traffic, and the program may be found directly at https://mycitations.courts.ca.gov.

2024–25 Grant Cycle for the Keller Canyon Mitigation Fund is Now Open

The Office of Supervisor Federal Glover is pleased to announce that the 2024–25 grant cycle for the Keller Canyon Mitigation Fund is now open. Grant applications ranging from $500 to $10,000 will be accepted via the online application portal beginning May 1, 2024, following a mandatory bidder’s conference. The link for the application portal will be accessible and publicly announced on May 1, 2024 following the Bidders Conference. Applications for services must fall within one of the broad categories previously approved by the Contra Costa County Board of Supervisors:

  • Code Enforcement
  • Community Beautification
  • Community Services
  • Public Safety/ Public Health
  • Youth Services


Additionally, services funded by the Keller Canyon Mitigation Fund must be offered in the mitigation area, which includes the unincorporated community of Bay Point, the City of Pittsburg, and the City of Antioch. The target area is divided into a primary area (Bay Point and Pittsburg from its western border to Harbor Street) and a secondary area (Pittsburg from Harbor Street east to the entire City of Antioch). Services may also be provided to organizations outside the mitigation area only when the beneficiaries reside within the mitigation area.

 

To apply for Keller Canyon Mitigation grant funds, organizations must be designated either a 501(c)(3) or 501(c)(6) corporation under the Internal Revenue Code or be a public agency (city, special district, county department, etc.).

Contra Costa County Seeks Applicants for Juvenile Justice Coordinating Council

The Contra Costa County Board of Supervisors is seeking applicants interested in serving on its 20-member Juvenile Justice Coordinating Council (JJCC). Regular meetings of the Council and other standing committees are held at least quarterly based on a schedule adopted by the Council; that schedule may be changed or augmented as needed. Members have the option to serve on one subcommittee (Effective Prevention and Integrated Community Services Subcommittee). The following position is vacant and will be held for a two-year term:


One (1) Community-based organization representative possessing a deep understanding of community needs, challenges, and strengths residing or working within Contra Costa County.


The JJCC is a multi-agency advisory body that contributes to the development and implementation of a countywide juvenile justice plan. It is composed of several critical parts, including, but not limited to, an assessment of existing law enforcement, probation, education, mental health, health, social services, drugs, alcohol, and youth services resources, which specifically target both at-promise, as well as system involved youth, and their families.

 

The JJCC will also coordinate the work of governmental and non-governmental organizations engaged in activities designed to reduce the incidence of juvenile crime and delinquency in the greater community. Further, the JJCC will develop information and intelligence sharing systems to ensure county actions are fully coordinated and equipped to provide data and appropriate outcome measures.


Applications are due by 5 p.m. Friday, May 17. All applicants who submit by the deadline will be invited to the public interview process conducted by the Public Protection Committee. This committee will then recommend a selection of applicants for the Board of Supervisors to appoint. Interviews with the Public Protection Committee will occur on June 3, and interviews with the Board of Supervisors will occur on July 9.

The Board of Supervisors receives valuable input and community participation from numerous citizen advisory boards on a range of issues. Boards usually meet monthly regularly.

Candidates for these positions must live in District 3 or any specified boundary area for special districts. 

District 3 is comprised of the cities of Antioch, Oakley, and Brentwood, and the unincorporated communities of Bethel Island, Byron, Knightsen, and Discovery Bay.

Assessment Appeals Board

The Assessment Appeals Board conducts impartial hearings on property assessment disputes between taxpayers and the county assessor. Based on the evidence presented at these hearings, the appeals board determined the value of the disputed property or determines other matters of property tax assessment within the board’s jurisdiction.

 

Qualifications:

Applicants should possess five or more years of professional experience in California as one of the following: licensed real estate broker, attorney, certified public accountant (CPA) or public accountant, property appraiser accredited by a nationally-recognized professional organization, property appraiser certified by the Office of Real Estate Appraisers, or property appraiser certified by the State Board of Equalization.


Contra Costa County Fire Protection District – Advisory Fire Commission

The County Service Area P-6 Citizen Advisory Committee creates reports and recommendations to the Board of Supervisors on extended police protection services which includes, but is not limited to, enforcement of the State Vehicle Code where authorized by law, crime prevention, and litter control.

Knightsen Town Advisory Council (KTAC)

The Council advises the Board of Supervisors on land use and planning matters affecting the community of Knightsen and may represent the Knightsen community before the Board of Supervisors, the East County Regional Planning Commission, the Zoning Administrator and the Local Agency Formation Commission on proposed boundary changes affecting the community.


The Knightsen Town Advisory Council (KTAC) consists of five (5) members, each of whom must reside within the boundaries of the Knightsen TAC.  KTAC meets the third Tuesday of every month at 7:30pm. Meetings are still being held virtually and will be subject to change.


Measure X Community Fiscal Oversight Committee

The Measure X Community Fiscal Oversight Committee was established by the Board of Supervisors on May 16, 2023 to advise the Board of Supervisors on financial audits of Measure X tax funds. 


The Committee has the following duties: 

1. Review, on an annual fiscal year basis, the expenditure of tax revenue generated by Measure X, to ensure it conforms to (i) the stated intent of the ballot measure, and (ii) the Board’s direction for specific allocations. 

2. Oversee an annual audit of expenditures of tax revenue generated by Measure X. 

3. Prepare an annual report of expenditures of tax revenue generated by Measure X.

To review and assess the community's mental health needs, services, facilities, and special problems, in order to advise the Board of Supervisors concerning local mental health services and programs.
