Baltimore, MD – (July 10, 2024) Secretary Carol A. Beatty today announced the appointment of Anne Blackfield as the new Deputy Secretary of Maryland Department of Disabilities (MDOD). Her first day will be July 31, 2024.
Ms. Blackfield previously served as Director of Interagency Affairs at MDOD, leading the department’s legislative and interagency coordination efforts. She also served as the Executive Director of the Maryland Assistive Technology Program, also located in MDOD. Most recently, she worked at Center for Medicare and Medicaid Services (CMS) as a Health Insurance Specialist where she was the primary drafter for Medicaid rules updating policy for multiple Medicaid programs and benefits, including Medicaid institutional benefits and home- and community-based services delivered in both fee-for-service and managed care delivery systems.
“We are thrilled to welcome Ms. Blackfield back home to the Department of Disabilities," said Secretary Beatty. "Her previous experience with our department and at CMS, along with her strong commitment to disability rights make her an excellent candidate to serve as the Deputy Secretary of our agency."
In her new role as Deputy Secretary, Ms. Blackfield will lead the department’s policy team including creation and implementation of the State Disabilities Plan and the work of the Statewide Autism Coordinator. Ms. Blackfield replaces Deputy Secretary Lisa Belcastro, who resigned effective July 9, 2024.
Ms. Blackfield graduated cum laude from the University of Maryland School of Law and has a Master of Fine Arts and Religion from Yale Divinity School. She received her BA degree from Yale University. She lives in Baltimore.
