City of Vista Planning Commission

NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Vista, California, will hold a public hearing in the Council Chambers at the Vista Civic Center, 200 Civic Center Drive, Vista, California, on Tuesday, May 7, 2024, at 6:00 p.m. to receive and consider all evidence and reports presented at said hearing and/or obtained previously relative to the following matter:
P24-0101 – Skateboard Ramp - Elliot Sloan
The project applicant, Elliot Sloan, is requesting approval of a Minor Use Permit for a skateboard ramp exceeding six feet in height at an existing single-family residence located at 1035 Highland Drive (APN 163-045-05-00). The project is exempt from environmental review under the California Environmental Quality Act (CEQA) in accordance with Section 15303 – New Construction or Conversion of Small Structures.
P24-0079 – Vista Municipal Code and Vista Development Code Amendments – Citywide – Short-term Rental Permit
The City of Vista is proposing to add Vista Municipal Code Chapter 8.34, Short-Term Rental Permit, and amend Vista Development Code Chapter 18.02, Purpose, Interpretation and Definitions, to regulate and create a permitting process for Short-term Rentals, (STRs) to ensure compatibility with, and to safeguard the peace, safety and general welfare of, existing residential neighborhoods. STRs are dwelling units that are approved for development under separate provisions of the Vista Development Code, and transient occupancy is currently subject to the payment of Transient Occupancy Taxes (TOT) under Chapter 3.24 of the Vista Municipal Code. The proposed amendments would constrain the operations of dwelling units that are otherwise approved and constructed in the City, and therefore are exempt pursuant to CEQA Guidelines Section 15061(b)(3), the “Common Sense” exemption, because there is no possibility that the proposed amendments may have a significant effect on the environment. The Planning Commission’s review of these proposed amendments, additions, and standards is advisory to the City Council.
P24-0107 – Vista Municipal Code and Vista Development Code Amendments – Citywide – Temporary Cannabis Events
The City of Vista is proposing to amend Vista Municipal Code Chapter 8.12, Smoking in Public Places, and Vista Development Code Chapter 18.76, Temporary Use Permits, to regulate and allow Temporary Cannabis Events. Such events will not result in any permanent changes to the physical conditions at the event sites considering they are limited in duration and the number of events allowed per year, and events would be subject to standard restrictions that limit potential adverse effects including, but not limited to, noise, traffic and refuse disposal. Further, temporary cannabis events are subject to approval of a Temporary Use Permit by the Zoning Administrator, which requires a noticed public hearing and separate CEQA compliance. Therefore, the proposed amendments are exempt pursuant to CEQA Guidelines Section 15061(b)(3), the “Common Sense” exemption, because there is no possibility that proposed amendments may have a significant effect on the environment. The Planning Commission’s review of these proposed amendments, additions, and standards is advisory to the City Council.
