Fall weather brought us great relief after a few months of summer heat. Children are back in school for in person learning. Life is slowly getting back to normal for many families. Vaccinating children against COVID-19 hopefully will hasten the process, and one day soon will lead us to a point where mitigation measures can be suspended.
I hope that you all had a good time last weekend at the virtual NCE and found the conference to be useful and thought provoking.

The recent enactment of Senate Bill (SB) 428, the ACEs Equity Act, will significantly expand coverage for screening for Adverse Childhood Experiences (ACEs). SB 428, introduced by State Senator Melissa Hurtado (D-Sanger), requires all health insurance plan contracts, including Knox-Keene-licensed managed care plan contracts and health insurance policies issued, amended, or renewed on or after January 1, 2022, that provide coverage for pediatric services and preventative care, to include coverage for ACEs screening.

In this issue, we are starting a legislative updates section, The Quorum, by AAP-CA2 legislative and policy analyst Karinne Van Groningen, MD, MPH. I encourage you to read that segment to gain insight on the latest legislative activities that are relevant to our region.
On September 23rd, the Santa Barbara Unified School District Superintendent reached out to us for support of a resolution to implement a vaccine mandate in their schools. As we published a press release in support, other school districts reached out to us for the same. While we do not take a stand to mandate vaccination, our position is to support universal COVID-19 vaccination based on scientific data.
In partnership with AAP-CA2, UCLA is launching a quality improvement project aimed at improving e-cigarette/vaping screening and referrals. The project will require a minimum of three PDSA cycles and will offer CME and MOC part 4. Please see below for details.
Our Member Spotlight features Christine Thang, MD, FAAP, Chair of the AAP-CA2 Newsletter Editorial Board. In the Residency Corner, Hyo-Jung Choi, MD, Pediatric Chief Resident at Harbor-UCLA presents her work in breastfeeding education. I hope to see more of you participate and make this part of the newsletter interesting, by submitting your personal narratives to be published. General Information:
The AAP California Chapter 2 will accept abstracts on scholarly projects by pediatric and medicine-pediatric residents from CHLA, Harbor-UCLA, Kaiser LA, Loma Linda, UCLA, and USC.
Students from medical schools in the Southern California counties of Kern, Los Angeles, Riverside, San Bernardino, San Luis Obispo, Santa Barbara and Ventura are also invited to submit their abstracts.

Participate in QI - Get MOC Part 4 - Improve Outcomes
The UCLA Health Preventive Medicine education team is interested in collaborating with clinics on quality improvement work to incorporate tobacco use/vaping treatment and screening in pediatrics practices. The goal is to improve screening, identification, treatment, and referral policies of pediatric patients using tobacco/vaping products during clinic visits. In addition, training will be developed to provide local providers with resources on implementing cessation referral policies. The funded project is a collaboration between the California Department of Health and UCLA to reduce the impact of vaping among youth and young adults in our community. Our team will ensure to support your team throughout the process, including sourcing up-to-date information to provide clinic staff with resources for screening, identification, treatment, and referral protocols.
Project activities:
- A contract will be signed to adopt and implement the voluntary cessation, assessment, and referral policy
- A team of administrators/providers will meet to plan the design and integration of the project into the practice group
- Representatives from the clinics will be interviewed about the current state of the protocols and potential barriers to adopting a voluntary policy
- A pre-and post-policy screening survey will be administered to staff at clinics which adopted the voluntary policy
- Pediatric clinics will apply and participate in quality improvement (QI) work to increase screening, identification and treatment of pediatric patients using tobacco/vaping products with a minimum of 3 Plan-Do-Study-Act cycles
Other opportunities include:
- Joining our interprofessional task force, UCLA AntiVaping Champions, to collaborate with the community on reducing the impact of vaping.
- Health professionals and trainee's educational curriculum support on screening, identification and treatment of pediatric patients using tobacco/vaping products.

Dr. Christine Thang is an Assistant Clinical Professor in the Division of General Pediatrics at the University of California Los Angeles. Dr. Thang is a board-certified pediatrician and member of the faculty practice at the UCLA Children's Health Center. She precepts medical students and resident physicians in training. Residency Corner Articles: The Residency Corner is dedicated to highlighting resident voices and providing an opportunity to find peer connections across the residency programs in the chapter. It is a space for residents to publish articles on their topics of interest. Submissions from all areas are welcome, including sharing ideas to stay socially connected during residency, describing personal hobbies or passions, highlighting resident research or QI projects, describing advocacy efforts, or providing advice and perspective on transitions during residency. The Residency Corner will rotate monthly to showcase a representative from each of the residency programs in the chapter. Please find the submission guidelines HERE.

The next CATCH Grant Cycle opens November 1, 2021, with applications due on Jan. 24, 2022. CATCH grants are open to AAP members and resident trainees in chapters in the U.S. and Canada. Funds are available for pediatrician-led community-based programs that address a wide variety of child health issues.
