At our upcoming Annual Neighborhood Meeting on Thursday, October 19 at Watershed Management Group, an important agenda item is to approve our new PVNA Bylaws. These are the rules which will govern the association until they are amended in the future. It is important to us, the PVNA Board, that these make sense to everyone in the Palo Verde Neighborhood and that you understand the updated bylaws.
Bylaws review process
Bylaws contain the long-standing rules for the association and do not change much on a regular basis, or year to year. We have written them with the intention of clarity, fairness, and flexibility.
We have also written a “Policies and Procedures Manual” to complement the Bylaws. This new document is still a work in progress, and will be an ever-evolving document. The Board can update these with Board approval.
The manual offers more flexibility for Board operations, and will serve as our "How To" manual for cross-training and Board transitions. We always welcome your feedback on our general policies & procedures.

Timeline
We have extended the review & feedback period until Sunday, October 8. Feedback will be reviewed and applied on Monday, October 9.
The final version of the new PVNA Bylaws that will be voted on will be distributed on Wednesday, October 11 by email.
Per the current bylaws, the amended Bylaws must be approved by a majority vote at the Annual Meeting on Thursday, October 19. You must attend the Annual Meeting to vote to approve the Bylaws.

Print copies are available at select locations throughout the neighborhood, such as the Pocket Park Notice Board (see photo below) at 3330 E Fairmount St. and at 3545 East Hampton Street. Additional locations will be announced as they are available.

Bring Halloween Back to PV Neighborhood!

PVNA Board members have noticed that fewer and fewer children are participating in the Halloween ritual of “Trick or Treat” in our neighborhood. We would like to encourage families to stay in Palo Verde Neighborhood (PVN) and enjoy our neighborhood, plus invite families from surrounding neighborhoods to join in on the celebrations.
We are asking residents to consider decorating their homes and have treats available. Some homes may set up games or other Halloween-type events. We will provide a map of PVN homes that plan to provide this fun atmosphere for Halloween. We have named this event HalloVerde!!!
Go All Out: Not only can this be a Halloween for the kids to remember, but participants will also be eligible to win “Best Decorated” HalloVerde House with prizes awarded to the best houses.
If you would like to participate as a Trick-or-Treat House, registration is now open and ends on OCTOBER 10th. Registration will get your home address included on the HalloVerde Map. No names or other information will be on the Map.
Over a dozen houses registered in the first few days this opportunity was extended. Recruit your neighbors to help make this first HalloVerde extra special!

Next PVNA MeetUp Movie: "Stop Making Sense"

ATTENTION ALL MOVIE FANS: The October MeetUp Movie will be THURSDAY, OCTOBER 5th at 7PM. The movie will be…Stop Making Sense. The restoration and re-release of the classic 1984 concert film "Stop Making Sense" is an occasion for the members of the band Talking Heads – David Byrne, Chris Frantz, Tina Weymouth and Jerry Harrison – to get reacquainted after decades of estrangement, and to revisit a moment of jubilant shared success. Director Jonathan Demme captures the frantic energy and artsy groove of Talking Heads in this documentary, shot at the Hollywood Pantages Theatre in 1983.
This MeetUp provides an opportunity for you to get to know your neighbors. We will be selecting one movie each month at The Loft. Individuals attending will be responsible for purchasing their tickets and beverages. The Loft will provide PVNA residents free membership popcorn. All are welcome!!!

Special Meeting with TEP: Midtown Reliability Project

We have scheduled a Zoom meeting on Oct. 9 at 6:00 with Clark Bryner, TEP Program Manager for the Midtown Transmission Lines. He'll spend 10-15 minutes updating PVNA folks on the project and process. He will be asking for feedback about route opportunities and what's special about the area that he needs to know about for planning purposes.

Build A Basin Workshop with Watershed Management

Join us for the next neighborhood leaders training where you will learn how to create a rain basin, plant native vegetation and steward it to establishment so that it can thrive on rainfall only. At the end of the training you will receive a free BYOB kit (one native shade tree, one native shrub, native grasses, a packet of wildflower seeds and a bag of woodchip mulch.) Become a neighborhood leader today!
Share the work of building rainwater harvesting, food producing and shade creating rain gardens with your neighbors and teach others too!
Come build a basin with us on Saturday, 10/14/2023 from 9-11 a.m. - you will learn how to create a rain basin, plant native vegetation and steward it to establishment so that it can thrive on rainfall only.
As a participant of this program our expectation is that you will then host a workshop for your neighbors to continue the expansion of this knowledge and help distribute more BYOB kits.
Please remember to wear comfortable outdoor work clothes, sun protection and to bring a refillable water container. Some light snacks will be provided. After we build the basin we will give out BYOB native plant kits for you to take home and use in your own yard (1 tree, 1 shrub, grasses, 1 packet of wildflower seeds and a bag of mulch).
After attending this workshop we ask that you help us host another neighborhood leader workshop at your own home so that we can continue to build the "train-the trainer" model. Dates will be scheduled according to your availability and WMG's availability.

TEP is appealing the Tucson City Council decision that due to Kino and Campbell’s designation as gateway corridors, all utility lines must go underground. That meeting with the City's Board of Assessment (BOA) has been rescheduled for Wednesday, October 25 by Zoom to allow more time for public comment. Comments will also be allowed during the meeting. Goat's heads are ready to be pulled! | |

All around our neighborhood quietly lurks the dastardly goat's head! Also known as puncture vine or Tribulus terristis, goat's heads hug the ground and produce horrendous stickers that can pierce the soles of your shoes (or your dog's foot!) like a knife through butter. A single plant can cover a square foot of territory or more and churn out hundreds of stickers. The best way to foil their dastardly plan is by pulling each plant out by the roots and throwing it in the trash. Look for feathery leaves, small yellow flowers and of course, small poky stickers. It's always a good time to pull goat's heads but right now they are setting seed in earnest. Please pull on your gardening gloves, yank goat's heads when you see them and throw them in the nearest trash can. Your neighbors and your toes will thank you!
Remember: You are responsible for tending to unruly or unwanted vegetation on your property, on the adjacent roadways, and for half of the alley behind your property, if applicable.
