Moving Legislation


HB 2147 (Representative Fleming) amends the Municipality Authorities Act by requiring the Commonwealth to pay stormwater management fees levied by municipal authorities. On Wednesday, the bill was voted, as amended from the House Local Government Committee and referred to the full House.

 

 

HB 1442 (Representative Borowski) amends the Water Services Act (Act 28 of 2006) for certain cities of the third class to receive specific approvals when terminating a municipal authority that provides water or sewer service to municipalities outside the city. The bill was voted, as amended from the House Local Government Committee and referred to the full House.

The DEP Water Resources Advisory Committee (WRAC) of which PMAA has a seat, met recently on several draft and final rulemakings and water quality updates.

Cybersecurity - EPA Issues Enforcement Alert


This week EPA issued an enforcement alert outlining the urgent cybersecurity threats and vulnerabilities to community drinking water systems and the steps these systems need to take to comply with the Safe Drinking Water Act. EPA is issuing this alert because threats to, and attacks on, the nation’s water system have increased in frequency and severity to a point where additional action is critical.



EPA Offering Free Climate Change Risk Assessment Technical Assistance


What – Identify long-term climate change adaptation strategies, as well as potential funding options


Who – Drinking water, wastewater, and stormwater utilities



When – Deadline to request assistance is August 15, 2024

Future Leaders Scholarship Fund and Silent Auction


The PMAA Annual Conference will be the site of a new Silent Auction opportunity with all proceeds provided to the scholarship fund. Please consider supporting the scholarship fund by donating items to be auctioned off, or bidding on items that we will have available. In addition, we are accepting independent donations from your organization, or you personally, to support the scholarship fund.


The scholarship was established in 2023 as a means to increase knowledge and awareness of Authority service and the need for qualified employees in the industry. Your donations will help provide scholarship opportunities for future applicants for the years to come.

2024 Municipal Authority Community Engagement Award


The Municipal Authority Community Engagement Award is given out annually to PMAA member authorities who are going above and beyond to effectively communicate the value of their authority to the community while providing exceptional service. Formerly known as the Communications Award, the award has been renamed and the criteria redeveloped to further exemplify the habit of using good management practices, along with innovative approaches to challenges, to demonstrate a comprehensive approach to community engagement.
