Ohio wears blue for child abuse prevention

On Wednesday, April 10, PCSAO joined Ohio in wearing blue to raise awareness for child abuse prevention. PCSAO member agencies, community partners, and advocates took to social media to promote the Wear Blue campaign and stand against child abuse in Ohio. See selected news coverage below and check out the state Facebook page.

State of the State response: Governor prioritizes all children

“On this day when children’s advocates across the state are wearing blue to demonstrate their commitment to preventing child abuse and neglect, we applaud Gov. Mike DeWine for his ongoing, persistent focus on Ohio’s children, their overall well-being and the need to create a sense of urgency for their futures. This is especially true for children involved in Ohio’s foster care system.” Read more here.


OCWTP meets

The Ohio Child Welfare Training Program State Steering Committee met April 10. Brian Wear of East Central Ohio Regional Training Center and Tracie Stein of Southeast Ohio RTC were recognized for overseeing the highly successful Eastern Ohio Leadership Conference, now in its 30th year. Rick Shepler of the Center of Excellence for Child and Adolescent Behavioral Health presented on Motivational Interviewing. The committee also heard stakeholder reports; received updates on assessors, mandated training, and transfer of learning coaching; and reviewed metrics. Finally, OCWTP marked Wear Blue Day with a group photo. The next meeting will be May 8.


JFSHRA meets

Ohio Job & Family Services Human Resources Association (JFSHRA) met on April 9 and welcomed Madalyn Helmig from Clemans, Nelson & Assoc. who discussed the importance of writing strong position descriptions and keeping them updated. PCSAO will be sending out a new workforce survey, Ohio Job and Family Services Directors Association (OJFSDA) is prepping for their annual training conference May 9-10 and OCDA is changing their name to Ohio Child Support Professionals Assn. The next meeting is scheduled for June 11.

Ohio START

Ohio START Summit registration closing soon

Calling all START workers! Ohio START caseworkers, supervisors, behavioral health providers, family peer mentors, and advocates are invited to register for the 2024 Ohio START Annual Summit taking place May 2 in Lewis Center. This year’s event features a keynote by Stefanie Robinson, Executive Director of Hope Recovery Community; a panel of START fathers; staff awards; and many workshops to choose from! Ohio START director speaks in D.C.

Fawn Gadel, Director of Ohio START, traveled to Washington D.C. on April 5 to speak to the House Ways and Means Committee staff during an educational briefing on families involved with child protection due to parental substance use. During the briefing, Fawn along with practitioners from three other states shared innovative projects from across the country that are achieving success with the families they partner with. Fawn took the opportunity to share the great work and successes of Ohio START.  


Data supports expansion of START to more families

New data published in the Children and Youth Services Review shows that Ohio START has been effective in serving families with children of all ages. The National Sobriety Treatment and Recovery Teams (START) model is an evidence-supported intervention for families with at least one child under age 6 involved in the child welfare system due to substance misuse. Ohio’s adaptation of START extends the model to serve all eligible families regardless of the age of children in the household. Read the article.

On Ohio Wears Blue Day, Ashtabula County Children Services hosted their annual It Takes a Community luncheon to celebrate outstanding families and community partners for their support and dedication to the community. Ohio START Regional Managers Jen McClellan & Jennifer Millisor were honored to keynote this inspiring event.

Note: This rule has been final-filed as a rescission; effective April 2, 2024, Ohio’s Adoption Assistance Loan Fund no longer exists. As part of House Bill 33 (2024-2025 State Operating Budget), Ohio Revised Codes 3107.018 and 5101.143 were repealed; these laws governed the administration of adoption assistance loans from the State Adoption Assistance Loan Fund. Ohio’s Linked Deposit Program (OAC 113-7), overseen by the Ohio State Treasurer’s office continues and allows for low interest rate loans for adoption related expenses. In addition to family forward loans, the Ohio Adoption Grant program provides financial grants to Ohio families who have adopted on or after Jan. 1, 2023.

The 2024 PCSAO Annual Conference, taking place Sept. 9-11 at the Hilton Columbus at Easton, is an exciting opportunity to share best practices, connect with colleagues, and be inspired to continue this important work. The conference draws more than 500 child protection professionals from around Ohio including caseworkers, supervisors, administrators, clinicians, attorneys, and advocates. In recognition of Child Welfare Worker Appreciation Week, this year's theme is "This Is Us: The Child Protection Team." Visit our conference webpage to learn more. Call for conference presenters

PCSAO is now accepting workshop proposals for our annual conference. Unique workshops that can be offered for CEU and CLE credits will be prioritized. Special consideration will also be given to workshops presented by staff of Ohio’s public children services agencies and workshops that have a DEI lens. Complete the presenter application here. OCTF April Child Abuse Prevention Month webinars

This April for National Child Abuse Prevention Month, Ohio Children's Trust Fund (OCTF) is hosting prevention-focused webinars. Each webinar will offer insight into child abuse prevention work happening across the state and the impact these programs are having on families. Learn more and register here. Ohio Children’s Trust Fund grant

The Ohio Children’s Trust Fund (OCTF) released their request for grant applications and will award funding to qualified family serving entities that provide direct services and supports to families throughout Ohio. Details regarding the release can be found here. Applications must be submitted via grants.ohio.gov by April 29.


Trauma-Informed Care Summit

The 11th Annual Trauma-Informed Care Summit is hosted by the Ohio Departments of Mental Health and Addiction Services (OHMAS), Developmental Disabilities (DODD), Health (ODH), and Youth Services (DYS). This event provides space to reflect, adapt and innovate beyond being trauma informed to providing trauma-responsive and competent care. The summit will be held May 8-9. April 12 – Ohio boosts fight against opioid crisis with $4 million investment in lifesaving tools – Cleveland Plain Dealer

Ohio is making significant strides in the battle against drug overdoses, with Gov. Mike DeWine recently announcing $4 million in grants that will aid first responders in acquiring and distributing life-saving tools, such as naloxone kits and fentanyl test strips.

April 11 – County-driven foster care pilot program helps during family shortage in Ohio – WTOL

Ohio Gov. Mike DeWine spent part of his State of the State address this week highlighting Sandusky, Seneca, Ottawa and Wyandot counties for partnering to create special treatment foster homes.

 

April 11 – Author speaks on experience in foster care – The Vindicator

Mahoning County has their own report line, which is available 24/7 through Mahoning County Children's Services. The phone number is 330-941-8888.


April 10 – Wear Blue Day helps raise awareness about preventing child abuse and neglect – Hometown Stations

Employees at Allen County Children Services and offices around the county were wearing blue to support those children who have faced abuse and neglect. Last year, Allen County investigated more than 830 reports of abuse and neglect. Officials say it's important for all of us to take part in the safety of the children in Allen County.

 

April 10 – Local pinwheels bring attention to child abuse awareness in Boardman, Ohio  – WKBN

There are physical and behavioral signs of child abuse. You can learn more about what that looks like on the Mahoning County Children Services website 

 

April 10 – It takes a community to protect a child: Wear Blue Wednesday – WTOL

Executive Director Randall Muth from Lucas County Children Services and Ed Beczynski of Focaccia's talk how they're partnering to combat child abuse and neglect.


April 10 – Child Abuse and Prevention Awareness Luncheon held – The Times Leader

The Belmont County Department of Job and Family Services and the Belmont County Board of Commissioners held the annual Child Abuse and Neglect Prevention Luncheon on Tuesday afternoon at Undo’s West.

 

April 9 – Ross County recognizes Child Abuse Prevention Month – Chillicothe Gazette

To commemorate April being Child Abuse Prevention and Awareness Month and Sexual Assault Awareness Month and help people visualize its importance the Child Protection Center of Ross County put up 1,954 pinwheels and ribbons at the entrance of Yoctangee Park


April 9 – Local child abuse, neglect investigations down 10%: Former foster kid's story highlights need – Dayton Daily News 

Montgomery County Children Services saw a 10% drop in child abuse and neglect investigations, and county officials are pointing to the need for vigilance to prevent harm against local children. The county's children services agency released annual 2023 data showing 3,370 total investigations for the year.

Montgomery County Children Services is bringing awareness to child abuse prevention.


April 7 – Mahoning County Children Services plants pinwheels for child abuse prevention – Mahoning Matters

April is National Child Abuse Prevention Month. Volunteers helped the Mahoning County Children's Services set up the Pinwheel Garden Display.

 

April 6 – Richland County Children Services presented with DeWine proclamation Mansfield News Journal

In honor of Child Abuse Prevention Month in April, Richland County Children Services was presented a proclamation from Gov. Mike DeWine's office.


April 6 – Pinwheels planted at Columbus City Hall for Child Abuse Prevention Month – FOX 28 Columbus

"When we come around as a community and support our youth, we're far more successful," Franklin County Children Services executive director Chip Spinning.
