Brett Scolari
Strategies 360’s Nevada practice expands with the addition of government relations expert Brett Scolari. With over twenty years of experience, Brett has a proven track record of navigating complex regulatory frameworks through a blend of relationship building, legal knowledge, political savvy, and policy expertise. In his role as Vice President of Government Relations for S360 Nevada, Brett will advocate on behalf of clients to advance their interests in the Nevada Legislature and with key stakeholders at every level of government.
Brett previously served as General Counsel and Director of Government and Regulatory Affairs for Tryke Companies where he oversaw their day-to-day legal, regulatory, political and government affairs activities and strategies.

The Las Vegas Desert Dogs held a free clinic to youth members of the Indigenous community. Lacrosse has roots in Indigenous cultures, and this was a great opportunity for the youth to learn about the sport. S360’s Senior Manager of Government Affairs Jennifer Lanahan and Office Manager Roshell Gist attended the clinic to show support to the cause.

Nationwide, Record Number of Women Serving in State Legislatures in 2023
In 2018, Nevada became the first state in the U.S. to have women serve in more than 50% of its state legislative districts. As of election day this year, women currently hold 31.1% of all state legislative offices. According to the Center for American Women and Politics, there will be at least 2,396 women serving in state legislatures nationwide in 2023, making up 32.5% of seats in state legislatures. There are still 10 “too close to call” races for women across the nation so these numbers are subject to change.

Former President Trump’s DOJ Investigation Brought to Nevada
The Justice Department’s investigation into former President Donald Trump led to the Clark County elections division receiving a subpoena. Nevada is one of six key states in which Trump lost to President Joe Biden. Specifically, Clark County was one of the key jurisdictions in which Trump sought to undermine or overturn election results. The subpoena requests any and all communications to, from or involving Trump and his campaign between June 1, 2020, and January 20, 2021. It also requests communications involving 19 other individuals, including lawyers Sidney Powell, Cleta Mitchell, Rudy Giuliani and John Eastman.

U.S. House Passes National Defense Authorization Act, Affects Nevada
The Act contains a provision expanding and upgrading Fallon Naval Air Station in Churchill County and contains provisions authorizing spending for military and water resource purposes.
Three new wilderness areas in Nevada were designated in the Act, as well as funding and land holdings for the Walker River Paiute Tribe and the Fallon Paiute Shoshone Tribe. These two tribes will each receive $20 million in funding. A management plan for the land will be created by the Secretary of Interior within two years.

20 Applicants Vying For Justice Court Judge In Pahrump
The Justice of the Peace seat was formerly held by Kent Jasperson who passed away in August.
Those applying for the open seat include Michele Fiore, former Las Vegas City Councilwoman; Leonardo Blundo, previous Nye County Commissioner; William Hockstedler, who ran and lost in the U.S. Senate Republican primary; Sharon Wehrly, former Nye County Sheriff; and William Carns, Nye County’s GOP Chair. It is expected that the Nye County commissioners will appoint a replacement during a commission meeting on December 20th.

Rochelle Nguyen Expected to Replace Chris Brooks in Senate
It was announced in May that Senator Chris Brooks would resign from his position to pursue a career in the energy industry. According to the Nevada Independent, sources close to Nicole Cannizzaro, Senate Majority Leader, say she will be recommending the Clark County Commission appoint Assemblywoman Rochelle Nguyen to fill the vacant Senate seat.

82nd Legislative Session in Nevada
We are less than two months away from the next Legislative Session, and the list of Bill Draft Requests (BDRs) is available on the Legislature’s website. As of December 12, 2022, 682 BDRs have been submitted by various entities to the Legislative Counsel for drafting. Additionally, many bills have been prefiled and are available on the legislative website.
A BDR is a proposal for a new or modified law to be enacted and is submitted to the Legislative Counsel by legislators, legislative committees, executive branch agencies, judiciary members, local governments, or other select entities.

$11.4 Billion In Tax Revenue Expected For 2023 – 2025 General Fund Budget
The Economic Forum is a five-member panel of private sector business experts who forecast tax revenues for Nevada’s two-year budget cycles prior to legislative sessions. During Nevada’s Economic Forum meeting on December 5, 2022, it was projected that there would be a 2.9% tax revenue increase over the next two years. The Forum also projected $11.4 billion in tax revenues to build the next two-year general fund budget. Most of the tax revenues come from sales and gaming taxes. The Economic Forum will set a final revenue projection used to determine the two-year general fund budget in May.

Hard Rock To Operate The Mirage Through 2023 Before ‘Billions’ In Renovation
Hard Rock International CEO Jim Allen told the Gaming Control Board last week the company, which is owned by Florida’s Seminole Indian Tribe, will take much of next year to finalize plans for a complete remodel of The Mirage. Allen said the property would operate as The Mirage through 2023 before it’s closed and renovated over the course of a 26-month to 30-month project. Billions in renovations will include an infinity pool deck and a 500-foot to 660-foot guitar-shaped hotel tower. Two other features at The Mirage, the Secret Garden and the Dolphin Habitat, have been closed to the public and will be demolished as part of the redevelopment.

Lithium Recycler Making Near-Record Investment, Gets $105 Million In Nevada Tax Abatements
A lithium battery recycling company based in Carson City has received more than $105 million in tax abatements from the Governor’s Office of Economic Development (GOED) Board of Directors. The company, Redwood Materials, announced a $1.1 billion capital investment, the second largest in GOED’s history behind Tesla. Gov. Steve Sisolak is projecting the return on investment to be $5.6 billion for the state. Redwood is required to add 150 jobs in the first two years, growing their workforce to 450 employees by 2027.

As a reminder, October marked the 20th consecutive month of over $1 billion in gaming revenue in the state of Nevada. We are still waiting on November statistics. When compared to October last year there is a 3.6% increase in gaming revenue. When compared to pre-pandemic October 2019, gaming revenue for October 2022 has increased 22.1%.

U.S. Department of Agriculture Asked to Address Western Drought Issues
U.S. Senators Catherine Cortez Masto and Jacky Rosen, along with 13 other Western based Senators, sent a letter to the U.S. Department of Agriculture (USDA) calling for an improvement on western drought combating practices. In the letter, the Senators said the USDA was failing to adequately utilize its resources to tackle the current drought issues in the West.
