Delta National Heritage Area Management Plan Public Comment Meeting Tonight, February 22

There are so many amazing and unique things about the Delta, but one thing that truly sets it apart is its status as California’s first and only National Heritage Area. The Sacramento-San Joaquin Delta National Heritage Area (Delta NHA) was created in 2019 by Congress, thanks to the work of Congressman John Garamendi and the late Senator Dianne Feinstein.


The NHA’s boundary extends from Sacramento to Stockton to Vallejo with the junction of the Sacramento and San Joaquin rivers at its heart. The history of California’s Delta and Carquinez Strait is a rich tapestry of indigenous peoples and immigrants from around the world, natural beauty and wildlife and engineering marvels, bustling metropolitan areas and picturesque rural towns. The native peat soils provide for fertile cropland and its water supports 29 million Californians.


The State’s Delta Protection Commission, which I chair, has prepared the Delta NHA Management Plan for public comment, at a public meeting tonight, February 22, 6 pm - 8 pm at the Antioch Community Center. This plan provides a detailed guide for how agencies and organizations will understand the Delta, steward its resources, support tourism and economic development, and be governed.

Contra Costa County Public Works to Perform Paving Work on Vasco Road

The Contra Costa County Public Works Department will be performing scheduled pavement repair work on the north bound lane of Vasco Road, between the Alameda County line and Camino Diablo, beginning on Monday, February 26 through Wednesday, February 28 barring unforeseen circumstances. The work will take place between 9:00 a.m. to 3:00 p.m., weather permitting. Message boards will be posted to advise drivers before scheduled work begins. Drivers should expect up to 15-minute delays. The work will be scheduled to minimize impacts to commute traffic.

Los Medanos College Cesar Chavez Awards- Submit Nominations Now

Los Medanos College (LMC) is proud to host its annual awards program to honor the legacy of César Chávez.


This community event celebrates the life of the labor leaders and human rights activist. The celebration also recognizes East Contra Costa County community members who embody Chavez's great tradition of voluntary service, civic activism, and non-violent social change.


Honorees will include the recipients of the three awards:


The Cesar Chavez Award for Exemplary Community Service is presented to a local resident who has demonstrated a long-standing commitment to service and who best represents the core values modeled by Cesar Chavez: Service to Others, Sacrifice, Help the Most Needy, Determination, Non-Violence, Acceptance of All People, Respect for Life and the Environment, Celebrating Community, Knowledge, and Innovation.


The East County Educator Award recognizes a member of the educational community who demonstrates the qualities of Cesar Chavez and a commitment to student success and equity, particularly for students of color and those from low-income families.


The Chavez Spirit Award is given to an emerging/student leader who embodies the spirit of Cesar Chavez and, within the last year, has made a significant impact on the local community in the areas of advocacy and social justice.


The nomination deadline is Friday, March 8. The festivities, which are free can open to public, will be held on Friday, April 5, 6 p.m. to 9 p.m. in the Student Union Conference Center on the Pittsburg Campus (2700 E. Leland, Pittsburg).

Would you like to serve on the Advisory Council on Equal Employment Opportunity?

The Contra Costa County Advisory Council on Equal Employment Opportunity (ACEEO) has one vacant Business seat and two vacant Community seats open to applicants. The successful candidate for the Business seat must own a business within the County, and candidate(s) for the Community seats must either work or reside within the County. All candidates must have an interest in equal employment matters. The ACEEO meets on the fourth Friday of each month from 9:30 a.m. to 11:30 a.m., except for holidays.

 

The ACEEO assists with the implementation of the County’s Equal Employment Opportunities and Contracting Programs and serves as an advisory committee to theBoard of Supervisors. The ACEEO reviews the Equal Employment Opportunities Program and recommends actions to facilitate the attainment of the County’s goals for equal employment opportunities regardless of gender and race/ethnicity.

 

The Board of Supervisors established the ACEEO on July 9, 1991. The Council has thirteen (13) seats representing the following groups: 4 Community seats; 2 Labor seats; 2 Management seats; 1 Educational seat; 1 Disability seat; 1 Business seat; 1 Veteran seat; and 1 Labor/Trade seat.

Tri Delta Transit increases savings for Clipper START cardholders from 20% to 50%

The Clipper START card is available to Bay Area income-qualified riders. Increased savings are taking place across transit in the Bay Area. The Board of Supervisors receives valuable input and community participation from numerous citizen advisory boards on a range of issues. Boards usually meet monthly regularly.

Candidates for these positions must live in District 3 or any specified boundary area for special districts. 

District 3 is comprised of the cities of Antioch, Oakley, and Brentwood, and the unincorporated communities of Bethel Island, Byron, Knightsen, and Discovery Bay.

Assessment Appeals Board

The Assessment Appeals Board conducts impartial hearings on property assessment disputes between taxpayers and the county assessor. Based on the evidence presented at these hearings, the appeals board determined the value of the disputed property or determines other matters of property tax assessment within the board’s jurisdiction.

 

Qualifications:

Applicants should possess five or more years of professional experience in California as one of the following: licensed real estate broker, attorney, certified public accountant (CPA) or public accountant, property appraiser accredited by a nationally-recognized professional organization, property appraiser certified by the Office of Real Estate Appraisers, or property appraiser certified by the State Board of Equalization.


Contra Costa County Fire Protection District – Advisory Fire Commission

The Contra Costa County Fire Protection District Advisory Fire Commission reviews and makes

recommendations on Fire District goals and objectives; monitors citizen complaints stemming from

the District’s weed abatement program; exercises oversight of the approval process for the disposal

of surplus property; and serves as liaison between the Board of Supervisors and the community

served by the District.

Description:

The County Service Area P-6 Citizen Advisory Committee creates reports and recommendations to the Board of Supervisors on extended police protection services which includes, but is not limited to, enforcement of the State Vehicle Code where authorized by law, crime prevention, and litter control.

Emergency Medical Care Committee

The Emergency Medical Care Committee reviews the County's ambulance and other emergency services as required in State law; and serves in an advisory capacity to the County Board of Supervisors, and to the County EMS Agency, on matters relating to emergency medical services as directed by the Board.

Meetings will normally be held at the Contra Costa County Emergency Medical Services (EMS) Administrative Office, 777 Arnold Drive, Martinez, CA, from 4 p.m. to 5:30 p.m.


Knightsen Town Advisory Council (KTAC)

The Council advises the Board of Supervisors on land use and planning matters affecting the community of Knightsen and may represent the Knightsen community before the Board of Supervisors, the East County Regional Planning Commission, the Zoning Administrator and the Local Agency Formation Commission on proposed boundary changes affecting the community.


The Knightsen Town Advisory Council (KTAC) consists of five (5) members, each of whom must reside within the boundaries of the Knightsen TAC.  KTAC meets the third Tuesday of every month at 7:30pm. Meetings are still being held virtually and will be subject to change.


Library Commission

The Contra Costa County Library Commission was established by the Contra Costa County Board of Supervisors in March 1991. The Commission was created to serve in an advisory capacity to the Board of Supervisors and the County Librarian.


The Library Commission is comprised of 24 voting members and 4 non-voting (ex-officio) members:

  • Eighteen members representing the cities/towns in Contra Costa County - these Commissioners are appointed by the city/town councils (Richmond does not participate)
  • Five members represent Contra Costa County - each member of the Board of Supervisors appoints one Commissioner
  • One member representing the Central Labor Council
  • Four Ex-Officio members representing the College District, East Bay Leadership Council, Office of Education and the Friends Council

 

Measure X Community Advisory Board

The Measure X Community Advisory Board was established by the Board of Supervisors on

February 2, 2021 to advise the Board of Supervisors on the use of Measure X transactions and use

tax funds.


Qualifications

Committee members shall either live or work in Contra Costa County, with a majority being

residents of the County. There is no requirement for Supervisorial District seat appointees to live or

work within a specific Supervisorial District. Public officials, including both elected and appointed,

are not eligible to serve on the MXCAB


Measure X Community Fiscal Oversight Committee

1 Seat

The Measure X Community Fiscal Oversight Committee was established by the Board of Supervisors on May 16, 2023 to advise the Board of Supervisors on financial audits of Measure X tax funds. 

The Committee has the following duties: 

1. Review, on an annual fiscal year basis, the expenditure of tax revenue generated by Measure X, to ensure it conforms to (i) the stated intent of the ballot measure, and (ii) the Board’s direction for specific allocations. 

2. Oversee an annual audit of expenditures of tax revenue generated by Measure X. 

3. Prepare an annual report of expenditures of tax revenue generated by Measure X.

To review and assess the community's mental health needs, services, facilities, and special problems, in order to advise the Board of Supervisors concerning local mental health services and programs.

The Mental Health Commission meets the first Wednesday of each month from 4:30-6:30 p.m. at 550 Ellinwood Way, Pleasant Hill. Note: The Commission may not meet during the month of December. Check the Meeting Schedule page for a complete list of meetings.
