Announcements

Learn More About the Proposed Health-Related Social Needs (HRSN) 1115 Waiver Amendment


Background

HCPF is pursuing a Health-Related Social Needs (HRSN) 1115 demonstration waiver amendment earlier than anticipated, pending the passage of House Bill 24-1322 “Medicaid Coverage Housing & Nutrition Services”. If approved, the HRSN 1115 waiver amendment will expand health-related social needs (HRSN) housing and nutrition services and supports for certain eligible Health First Colorado (Colorado’s Medicaid program) members. This is in addition to the 1115 waiver amendment submitted to the Centers for Medicare and Medicaid Services (CMS) on April 1, 2024, expanding access for coverage and inpatient mental health services.


Expedited Timeline

The timeline is significantly expedited to capitalize on unprecedented support by CMS to expand certain housing and nutrition-related services and expand access to whole-person health services for those most in need as soon as possible. This timeline is only possible because community partners have been testing, implementing pilots, researching, and documenting the need for these benefits. THANK you to everyone who has made this possible!


Stakeholder Learning Opportunity

HCPF will host three stakeholder meetings for attendees to learn more about the proposed HRSN 1115 waiver amendment, ask questions and offer feedback on the proposed service set and population, and learn about timelines and ways to be involved. These meetings will all cover the same content.

Biden-Harris Administration Partners with Colorado and Releases Data Recommendations to Strengthen the Direct Care Workforce


HCPF is thrilled to announce that Colorado has been selected alongside Alaska, Delaware, Indiana, New Jersey, and New Mexico to participate in two separate technical assistance programs that together will help participating states better recruit, train, and retain direct care workers, who provide home and community-based services (HCBS) for older adults and people with disabilities.

April 25, 2024, Long-Term services and Supports (LTSS) Provider Webinar Content Posted Online


Thank you to 400+ providers and stakeholders who attended the webinar last week on April 25. We appreciate all the questions and feedback that we will be incorporating into future communications and work that we are doing to stabilize the LTSS system.

CDASS and IHSS Stakeholders: The Participant-Directed Programs Policy Collaborative (PDPPC) 2024 Meetings are Now Using Zoom Registration


To simplify and facilitate attendance, HCPF has implemented Zoom registration for the Participant-Directed Programs Policy Collaborative (PDPPC) monthly meetings, as of the May 22, 2024, meeting.


About the PDPPC

The PDPPC brings together stakeholders and the Department of Health Care Policy and Financing (HCPF) to collaborate on policy and program-related topics for Consumer-Directed Attendant Support Services (CDASS) and In-Home Support Services (IHSS). The Participant-Directed Programs Unit manages these programs.


As always, all interested stakeholders are welcome to attend. The webinar and phone access information are identical for all the 2024 meetings. The PDPPC Online Attendance Form, in use for several years, is no longer being used. Attendance will automatically be tracked when stakeholders attend the meeting. You can register for all meetings with one registration, and you can add these events to your calendar. Register here.


If You Have Already Copied PDPPC Events onto Your Calendar

The PDPPC events posted on the OCL Stakeholder Engagement Calendar prior to May 1, 2024, have outdated information. These have been removed from the calendar and replaced with new events that include the current information, including the registration link. If you have already copied these events onto your calendar, you’ll need to remove them and copy the new events. We apologize for this necessary step. The Housing Navigation-Environmental Adaptation Request for Proposals (RFP) Posted Today – Wednesday, May 1, 2024


HCPF is soliciting competitive, responsive proposals from experienced and financially sound organizations to perform Housing Navigation and Environmental Adaptation services for us.


Housing Navigation assists people who have the ability and desire to live outside the institutionalized setting to successfully move into traditional housing. This includes those individuals with disabilities, and the elderly.


HCPF’s Housing Navigation program is the result of a pilot under the State’s demonstration of Money Follows the Person (MFP), formerly Colorado Choice Transitions (CCT). MFP is a federal Medicaid demonstration grant that promotes community-based living for individuals who reside in a qualified institution.


In 2017, HCPF launched a 26-county housing navigation services pilot largely comprising the Denver Metro region. In 2020, the success of the pilot led to the execution of a five-year, statewide contract with a single entity to provide housing navigation.


This current RFP represents a third phase in development intended to expand access to housing navigation and to implement an option for completion of environmental adaptations (modifications to an individual’s home for immediate accessibility) prior to the Member discharging from an institutional setting.


The contracts are anticipated to begin on Sept. 1, 2024, and are not anticipated to exceed five years.


The Housing Navigation-Environmental Adaptation RFP is available today - May 1, 2024.

REMINDER: Children's Buy-In Program Stakeholder Engagement Opportunity


Children's Buy-in Program members, stakeholders, and partners are invited to attend this meeting to learn about upcoming eligibility policy changes to the Children's Buy-In Program.


The Health First Colorado Buy-In Program for Children with Disabilities lets families of children with a disability who qualify to 'buy-into' Health First Colorado (Colorado's Medicaid Program) for that child. If your child and/or your family earns too much for Health First Colorado or Child Health Plan Plus (CHP+) your child may qualify. If your child qualifies, you may pay a monthly premium to be in the program. We base your monthly premium on your family's income.
