AER Bulletin 2018-29: New Edition of Directive 020: Well Abandonment
On October 24, 2018, the AER released Bulletin 2018-29, which outlines changes in Directive 020: Well Abandonment. Licensees now have more options when determining the depth at which to set isolation devices when abandoning lower-risk injection or disposal wells and producing wells with an H 2 S concentration of less than 15%.

AER Bulletin 2018-28: New Edition of Directive 056: Energy Development Applications and Schedules and New Manual
On October 18, 2018, the AER released Bulletin 2018-28, which outlines changes in Directive 056: Energy Development Applications and Schedules and presents the new manual - Manual 012: Energy Development Applications ; Procedures and Schedules.
 
No technical requirements have changed. The only change is to the structure of the Directive 056. The participant involvement and audit requirements were consolidated in their respective sections rather than being spread out based on the type of development (like in the previous version).
 
The procedural instructions have been removed from the directive itself and are now available in the new Manual 012, along with applicable schedules and how-to sections. This includes procedural instructions that were previously embedded in technical requirements.

AER Area Based Closure Program
If you missed the AER Area Based Closure information sessions on closure program for wells, facilities, pipelines and sites across Alberta, you can watch it here .
 
The ABC program encourages operators to work together on abandoning, reclaiming and closing oil and gas infrastructure. Operators can participate in the program by submitting their closure projects through OneStop.

One of the benefits of participation in this program is the advantage of new suspension options under Directive 013. These new options relax requirements for certain low-risk wells, freeing up money for more efficient and coordinated closure activity.

BCOGC Bulletin 2018-21: Petrinex BC Inclusion Project
The October 11, 2018 Bulletin 2018-21 presents information for the switch to Petrinex in B.C. for volumetric reporting on November 5, 2018. There are a number of related changes to Commission systems and processes.

BCOGC Bulletin 2018-20: Levy Rate Increases to Fund Orphan Site Restoration
As described in the September 2018 Bulletin 2018-20, the orphan site restoration funds will be raised by increasing the industry gas production levy from $0.71 to $0.85 (per 1,000 m 3 of marketable gas produced), and the oil levy from $1.30 to $1.58 (per m 3 petroleum produced). The new rates take effect beginning with October 2018 production.

Beginning April 1, 2019, a new liability levy will replace the existing orphan tax ($.03 per 1,000 m 3 marketable gas and $.06 per m 3 petroleum). The production levy increase will also continue to support the orphan site restoration fund over a three-year period, while the liability levy is phased in.

The Department of Growth, Enterprise and Trade has scheduled four Public Offerings of Crown Oil and Gas Rights in 2019. The first closing date for posting is on November 16, 2018.
