Governor Executive Orders: Strike Force to Open Texas, Allow for Retail-to-Go, Loosens Surgery Restrictions, and Schools to Remain Closed
April 20, 2020 | Governor Abbott additional Executive Orders to begin the process of reopening Texas, that includes allowing for the use of a " Retail-To-Go " model to reopen retail stores and mandating that all public and private schools remain closed for 2019-2020 school year and loosening certain surgery restrictions such as cancer screening.
 
The Governor also established the Strike Force to Open Texas —The Strike Force Team of medical experts and private and public leaders will advise the Governor on safely and strategically reopening the state of Texas. San Antonio representatives are highlighted below:

  • Dennis Nixon, CEO and Chairman of International Bank of Commerce

We Need Your Feedback: U.S. Chamber's National Return to Work Plan
Dear Greater San Antonio Business Leader:

As our nation looks to reopen the economy and return to work, the U.S. Chamber of Commerce has developed strategies for implementing a National Return to Work Plan Memorandum detailed across three different sections:

  1. Essential Services and Resources
  2. Resolution of Regulatory and Legal Liability Issues
  3. Support for Businesses and Individuals

The purpose of this Plan is to catalog some of the major implications of returning to work in this environment and to help business and the federal government better anticipate expected challenges. Please respond to the questions provided at the end of the document. This information will be invaluable in mounting and coordinating San Antonio’s business recovery efforts. 

Please send your comments to returntowork@uschamber.com and copy to NSAC@northsachamber.com . Your input will also help us understand locally the recommended approach we can share with our local leadership. 

Please respond to the following U.S. Chamber Questions:

1.     What additional essential services do you see as necessary to support a phased reopening?
 
2.     What additional resources do you anticipate needing to operationalize a phased reopening?
 
3.     What additional guidance, including specific regulatory guidance, from the federal government would be beneficial for a phased reopening?
 
4.     What additional legal liability issues are you concerned about during a phased reopening?
 
5.     Do you anticipate your businesses needing additional financial support to bridge a phased reopening? If so, what form should that take?
 
6.     How have you changed how you operate your business as a result of COVID-19 and what changes do you anticipate continuing after the pandemic?
 
7.     Have you benefited from any of the federal support, including the SBA’s Paycheck Protection Program, implemented since the onset of the pandemic? If so, which support programs and do you have feedback on these programs and the federal response? Are there any changes you would recommend?
 
8.     What new support do you envision needing going forward? For example, some types of standing support for business interruption in the case of a pandemic? How concerned are you about the potential costs of such support?
 
9.     While restoring the economy will be a matter of private sector employers being able to resume activity, what other role should the private sector be playing, and what hindrances do you see in the way of any of these efforts?

The North SA Chamber joined the Texas Association of Business in hosting a call to hear directly from U.S. Senator Marco Rubio, Chairman of the Senate Committee on Small Business & Entrepreneurship.

Congress passes almost $484B Coronovirus Relief Bill
The U.S. House of Representatives voted on and passed almost $500B in additional funding with $310 Billion for the Paycheck Protection Program (PPP) and SBA’s Economic Injury Disaster Loan (EIDL) programs under the CARES Act late this afternoon. It is headed to the President's desk for signature.
 
W e anticipate that SBA will resume processing PPP and EIDL on Friday once money is apportioned by OMB.
