Reception to Honor Mayor Trevino

Join us in honoring retiring Mayor Oscar Trevino on Wednesday, May 8 from 2 to 6 p.m. in the Grand Hall at the NRH Centre. Presentations will begin at 2:30 p.m. followed by a come-and-go reception from 4 to 6 p.m. The community is invited to join us to show appreciation to our longest-serving mayor. Cards and email messages are also welcome and can be mailed to the City Secretary’s Office, P.O. Box 820609, North Richland Hills, Tx 76182-0609 or emailed to citysecretary@nrhtx.com

Mayor Trevino has served on the North Richland Hills City Council for a quarter of a century, including 22 years as Mayor and 3 years as a City Council Member. He is the longest-serving Mayor in the history of North Richland Hills next to former Mayor Tommy Brown who was Mayor for 10 years. Before being elected to the City Council, Mayor Trevino served on the Parks & Recreation Board and the Teen Court Advisory Committee. Mayor Trevino announced earlier this year that he would not seek re-election in May.

City Council Meeting Highlights

Following are highlights from the April 22, 2024 City Council and Sign Review Board meetings. For more details and to watch the meeting video, visit www.nrhtx.com/agendas. You can also sign up to be notified by email when new meeting agendas are posted.

Homewood Suites by Hilton Hotel

The City Council approved a request to increase the maximum building height for a Homewood Suites by Hilton Hotel at the corner of Boulevard 26 and Rodger Line Drive. The development plan originally limited the building height to 45 feet. The developer requested that a height of 52 feet be allowed for the 4-story hotel. Construction of the new hotel may begin later this year.

Subdivision Ordinance Update

The City Council approved a comprehensive update to the Subdivision Ordinance to provide consistency with current state law and a City Charter amendment that was approved by NRH voters last year regarding the plat approval process. Changes were also made to the flag lot policy, masonry screening wall requirement, and floodplain references. The organization of the ordinance was improved and language was revised to be consistent and concise. To learn more about these updates, please visit the 2024 Subdivision Ordinance Revision webpage

Harmonson Road and Ruth Road Reconstruction Projects

The City Council approved a contract with Quiddity Engineering for engineering design services for the Harmonson Road reconstruction project. A contract was also awarded to Shield Engineering Group for engineering design services for the Dawn Drive reconstruction project. We anticipate going out for construction bids for these projects next year. Both projects are part of the 2020 Street Bond Program.

Annual Audit Reports

The Annual Comprehensive Financial Report (ACFR) and Single Audit for Fiscal Year 2023 were presented to the City Council. The independent audit firm of Forvis CPAs gave the City’s financial statements and internal controls an unmodified or “clean” opinion. An unmodified opinion provides the highest level of assurance that can be given on a set of financial statements.

The ACFR provides an overview and analysis of the City’s financial statements for the previous fiscal year and demonstrates the City’s commitment to stewardship and accountability with public funds. The City’s ACFR provides a comprehensive look at the City’s financial condition, funds, compliance, and statistical information.

The Single Audit is required when the city receives $750,000 or more in federal assistance (grants) or $300,000 or more in state assistance. The purpose of the Single Audit is to report on internal controls for compliance with regulations and standards, as well as to report on the schedule of expenditures of federal and state awards.

These documents exhibit the City’s ongoing strong financial position and compliance with municipal, state, and national standards. Both documents are available online at www.nrhtx.com/acfr.

Library Furniture

The City Council approved the purchase of new furniture for the NRH Library from three companies using federal ARPA grant funding. The commercial-grade furniture will replace 16-year-old furniture that is showing significant wear in the children’s area, adult services area, local history room, lobby and community room.

Sign Variances

The Sign Review Board approved sign variance requests for three businesses. A variance for Jason’s Deli at 5131 Rufe Snow Drive will allow the business to have signs on all four sides of the building. A variance for Crash Champions at 8225 Northeast Parkway will allow the business to have a sign that is smaller than the existing sign on the building, but larger than what is allowed by current codes. A variance for Peppa Pig Theme Park at 8851 Boulevard 26 will allow a larger monument sign for the business.

New Armor Restoration Sponsors Neighborhood Initiative Program

A big thank you to New Armor Restoration for their generous support as the Title Sponsor of this year’s Neighborhood Initiative Program and Fix It Blitz! New Armor Restoration is a veteran-owned and operated company located in North Richland Hills, providing water damage restoration services. Owners Jeremy Berg and Angela Allen presented a $10,000 donation to the city for the Neighborhood Initiative Program during at this week's City Council Meeting.

We are grateful and excited about partnering with New Armor, as donations are used to purchase building materials, tools, supplies, and equipment to complete exterior home repairs and property maintenance projects for residents in need who are unable to make the repairs themselves. Neighborhood Initiative projects help residents continue to live safely and comfortably in their own homes, while making their neighborhoods a better place.

The Neighborhood Initiative Program has assisted the elderly, single parents, persons with disabilities, and veterans since 2004. Volunteers are needed year-round, so if you are interested in getting involved or if you are in need of help, please visit www.nrhtx.com/NIP.

Holiday Lane Underpass Closed Through May 5

The Holiday Lane underpass at NE Loop 820 will remain closed through May 5 due to the North Tarrant Express highway construction work. Southbound traffic on Holiday Lane is being detoured on the service road to Rufe Snow Drive and northbound traffic is being detoured on the service road to Boulevard 26.

North Tarrant Infrastructure, the state’s contractor, is adding one new general-purpose highway lane in each direction along NE Loop 820 between Riverside Drive and Boulevard 26. They are also adding one new TEXpress toll lane in each direction on SH 183. Most of the work is happening overnight and on weekends to reduce the impact on drivers. No additional right-of-way is needed to complete this project, meaning they are adding the new lanes in the space they already have.

Visit the North Tarrant Express website for more information and a list of upcoming lane closures. North Tarrant Infrastructure also posts lane closures on their Twitter/X account @TEXpressAlerts.
