Public Hearing Notice!

The North Plains Groundwater Conservation District will conduct a public hearing concerning the district's intent to adopt the 2024 Management Plan.


The Texas Water Code requires the district to adopt a management plan that addresses the following management goals, as applicable:

  • Providing the most efficient use of groundwater;
  • Controlling and preventing waste of groundwater;
  • Controlling and preventing subsidence;
  • Addressing conjunctive surface water management issues;
  • Addressing natural resource issues;
  • Addressing drought conditions;
  • Addressing conservation, recharge enhancement, rainwater harvesting, precipitation enhancement, or brush control, where appropriate and cost-effective; and
  • Addressing the desired future conditions (DFC's) adopted by the District under Section 36.108.


The public hearing is to provide interested members of the public the opportunity to appear and provide oral or written comments on the proposed amendments to the District's Management Plan.

Winter Water Levels

The North Plains Groundwater Conservation District will be conducting winter water level measurements in all eight counties of the district. These water level measurements are used to calculate decline rates, depth to water, depletion, and saturated thickness across the district. We measure over 400 wells over the span of 3 months starting in January and wrapping up in March. The data collected over the years is used to create hydrographs, each hydrograph creates a trend line from all the past measurements. Trendline analyses are done and combined with the depletion and decline rate calculations to create contour maps to show the differences in water levels across the district.

Definitions:

Depth to water- the distance from the land surface to the top of the water table or aquifer.

Hydrograph- a way of displaying water level information over time.

Saturated thickness- the water contained in the aquifer between the bottom of the aquifer or redbed and the top of the water table.

2023 Production Reports are Available!

The online Production Portal is now available to production report recipients for them to access their annual reports. The new online access gives report recipients the ability to fill out their report(s) online and send it directly to the district. It also allows report recipients the option to download the blank production report(s) to pdf files, fill out and send by email or mail just as they have always done. A computer will be set up in the district office and available for any producer who needs staff assistance accessing their reports whether it be download or fill them out online.

Natural Resource Specialist Vickie Brown!


My name is Vickie Brown. I am the newest member of the North Plains Groundwater Conservation District. I excel at being positive, hard working, talkative, and a team player.


By coming to the NPGCD, I am able to have a great work/life balance. I can focus on doing my work at work and then be home to spend time with my “grands” who came to live with me about 3 years ago. I enjoy watching them in their sporting events, hearing about their school day and closing our evening by all sitting together discussing our day. It is sometimes a challenge to get a word in because they have so much to say. The grands and I enjoy staying active outside; by swimming, fishing and enjoying friends around the grill.


Since coming to NPGCD, I have learned a lot about wells, water measurements and how water affects everyone. I have also confirmed that I would be lost without GPS. I now feel I am a geographical guru…with GPS.
