Chamber Stance on Oil & Gas Severance Tax The Chamber board of directors adopted a stance in opposition to increasing the shale oil and gas severance tax in Ohio at this time. The increase was proposed by Governor Kasich but has been rejected by the legislature. The Chamber's concern is primarily based on the tax's potential negative impact on economic growth. Here's a link to our full statement on the issue. Here is also information from the Ohio Oil and Gas Association about the proposed tax.

Earn a Workers' Comp Rebate Through Safety Education
Thousands of Ohio employers find value and workers' compensation premium savings by actively participating in their local safety councils. And you can join them.* To earn a safety council rebate, employers must meet rebate eligibility requirements in one of 80 BWC-sponsored safety councils.
The following is a breakdown of potential rebates when an employer is an active member of a safety council.
- Employers meeting all safety council rebate eligibility requirements that are not enrolled in a group-rating program will earn a 2-percent participation rebate on their premium and the potential of an additional 2-percent performance bonus.
- Employers meeting all safety council rebate eligibility requirements that are also enrolled in a group-experience-rating program have the potential to earn a 2-percent performance bonus.
- Employers meeting all safety council rebate eligibility requirements that are also enrolled in a group-retrospective-rating program will earn a 2-percent participation rebate.
- To earn a performance bonus, employers must reduce either the severity or frequency of injuries in their workplace by 10 percent or maintain both at zero.
BWC Safety Councils can help you, learn techniques for increasing safety in your workplace, learn how to better manage your workers' compensation program, network with other employers in your community, and access useful, money-saving workers' comp and risk management information.
To qualify for the BWC Safety Council rebate, you must meet the following eligibility requirements:
1. Join your local safety council by July 31, 2012;
2. Attend 10 safety council meetings**;
3. Send a qualified senior-level manager to a safety council sponsored meeting
4. Submit semiannual workplace accident reports for the 2012 calendar year.
* The rebate offer excludes self-insuring employers and state agencies. Limitations apply to a professional employer organization. BWC encourages all employers to become active safety council members.
** At least eight through the local safety council. You can get credit for up to two meetings through attendance at BWC's safety training courses or industry-specific training.

Workers Comp: MCO's, TPA's Explained By May 25, Ohio employers must decide whether to remain with their current managed care plan or to choose a new managed care organization to provide services to employees who suffer from job-related accidents and injuries. Every two years, the Ohio Bureau of Workers Compensation allows employers to re-evaluate their managed care plan and change providers if they are dissatisfied.
Managed care organizations, or MCOs, work with the BWC and employers to help administer medical benefits and recovery programs to employees injured on the job. MCOs are largely responsible for processing claims as well. While the ultimate decision of whether to stay with a particular MCO belongs with the employer, employers should still listen to relevant employee feedback. Previously-injured workers should be sure to let their employers know about any positive or negative experiences with their MCO as soon possible. After 5:30 p.m. on May 25, employers will not be able to change their MCO for another two years.
To help with the decision-making process, the BWC provides a selection guide (http://www.ohiobwc.com/downloads/brochureware/brochures/mcoguide.pdf ) and MCO report cards, which contain information on the effectiveness of each managed care organization. If an employer chooses a new MCO, the change will take effect on July 2, 2012.

What is the difference between a Managed Care Organization (MCO) and a Third Party Administrator (TPA)?
Managed Care Organizations (MCO) and Third Party Administrators (TPA) have different roles and share a common goal to assist the Injured Worker in return to work. Managed Care Organizations originated in the Ohio Workers' Compensation system in 1997 as a result of the Health Partnership Program (HPP). Every employer in Ohio must have an MCO, which is paid for directly by Ohio BWC. Managed Care Organizations are responsible for the medical management of Ohio Employers' work-related injuries and illnesses.
Activities of an MCO are focused on the Injured Worker and include coordination of key details relating to the First Report of Injury (FROI) and transmission of injury claims to Ohio BWC. They also provide and maintain a diverse panel of Ohio BWC certified health care providers. MCO's are responsible for medical case management including review of treatment requests and making treatment decisions including utilization and medical review.
In addition, MCO's also offer processing of treatment appeals, provide an Alternative Dispute Resolution (ADR) process, handle medical bill review and payment processing and educate and assist employers regarding safety and return to work initiatives.
A Third Party Administrator is a private company that an employer contracts with to represent the employer's interests on issues relating to matters regarding workers' compensation and alternative rating programs. The focus is on the employer and there is a fee to participate in a group plan or hire a third party administrator to manage an employer's claims. The TPA focus is to assist employers with claim allowance, reviewing rates and has the employer interest in mind. Conversely, an MCO is a neutral party who focuses on the injured worker relating to medical issues and educating employers on controlling medical costs and appropriate response. Both MCO's and TPA's have a common goal of assisting the Injured Worker to return to the workplace as quickly, safely and efficiently as possible.
There are no direct costs for MCO services. MCO fees are included with an employer's BWC premium. Managed Care Companies are responsible for helping injured employees return to work in a timely and safe manner by delivering effective medical and vocational case management services.

Travel and tourism is a big industry in Zanesville and Muskingum County. In terms of employment, tax dollars and economic ripple effect, visitors have a very positive impact on our county every year. Tourism is definitely an important economic development strategy for this community. Plus, we are proud of our community and love to share all of its positive assets with our guests! So thankfully, its time for another summer travel season which brings thousands of visitors to our area. They come to do things like visit the Wilds or the Longaberger Homestead, compete in softball tournaments and rowing regattas, tour museums and historic sites, explore our state parks and artist's studios, and relax at area wineries and restaurants. And all that is just for starters. The diversity of things to do and see in Muskingum County is remarkable. We are also now home to an impressive alpaca ranch, where high-end breeding stock are reared as part of an effort to grow the domestic supply of and market for alpaca fiber. You can still buy pottery made in the local area for centuries and tour the now-modern production facilities, or join the Pottery Lovers for their annual exhibition and sale of antique art pottery. We have bridges ranging from covered structures to the famous Y Bridge, which spans the Muskingum River. The river itself is a destination for recreational boaters and is home to the Lorena Sternwheeler, a 100 passenger vessel that offers rides throughout the summer. One post here cannot possibly capture the variety and diversity of attractions and activities that a visit to Muskingum County can offer. Check out our visitor website, www.visitzanesville.com, for a complete list of things to do and places to stay.
