This month's recap has legislative updates from Beacon Hill, including information on legislation that protects community hospitals, and selected news from the district.

COVID-19 Newsletters
This month, I shared two public health updates on boosters and vaccinations for children. In case you missed them, you can find the information on boosters, now available for all adults, in this newsletter, and the information on pediatric vaccinations can be found here.
STATE AND FEDERAL HIGHLIGHTS
Representative Meschino Co-Hosts CSG State Legislative Climate Alliance Briefing
As Co-Chair of the Massachusetts Climate Alliance Caucus, I co-hosted a briefing held on November 3, 2021, by the Council of State Governments State Legislative Climate Alliance alongside my colleague Senator Mark Pacheco. During the briefing, Secretary Theoharides presented the challenges and the opportunities that lie ahead in the effort to transition to a clean energy future. FROM THE MA LEGISLATURE
Conference Committee Continues to Hash Out Differences Between Senate and House Versions of ARPA Spending Bill
On October 29, 2021, I joined my colleagues in the House to vote for legislation that allocates both federal relief funds from the American Rescue Plan Act (ARPA) and surplus fiscal year 2021 tax dollars. Originally $3.65 billion, the House members increased the about $56 million through the amendments process.

You can read our press release here for a full recap of the bill including a description of $150 million secured with a flexible fund for supportive housing, a public awareness campaign for waivers for non-fault unemployment insurance overpayments, and $150,000 for the Hull boat ramp.

Additionally, one of my priority bills for $2.7 million to create a state community college hunger pilot program was included in the Senate version. Thank you to my legislative partner, Senator Joan Lovely (D-Salem).

Conference committee members are working to reconcile the differences between the Senate and House spending bills.
Massachusetts House of Representatives Passes Health Care Reform Legislation
On November 18, 2021, the Massachusetts House of Representatives passed legislation to protect independent community hospitals by promoting a more balanced health care market by strengthening the regulatory process over healthcare system expansions. The legislation creates a more rigorous review to ensure that when large hospital systems seek to expand, the hospital system does not undermine the local independent community hospital's market share and thereby drive up the healthcare costs for patients in the region. It also requires a health resource inventory, which will give regulators a better understanding of the Commonwealth’s existing healthcare resources to inform the review process and future reform effort.

The bill is now before the Senate.
Representative Meschino Presents to Climate Action Now, Western, Mass
I joined State Representative Paul Mark (D-Peru) this week to present to Climate Action Now, Western, Mass. During the presentation, I discussed the Next Generation Climate Roadmap law as well as next steps to address the climate crisis in the Commonwealth.

Representative Joan Meschino Offers Citation to Hingham 'Rosie the Riveter' Margaret Spelluzzi on her 100th Birthday
On November 2, 2021, I joined colleagues and town officials to honor Hingham resident, 'Rosie the Riveter' Margaret Spelluzzi on her 100th Birthday. During WWII, Margaret served the United States of America as a welder at the Hingham Shipyard, often working overtime and seven days a week. Thanks to those who joined us to celebrate Margaret's 100 years and her service to our country.

Legislators Attend State of Tourism Breakfast Hosted by SeePlymouth
In early November I joined colleagues from the Plymouth delegation in attending the State of Tourism Legislative Breakfast hosted by SeePlymouth. The tourism industry was hit hard by the COVID-19 pandemic, and our efforts to invest in and promote tourism are critical to our local economies.

Representative Meschino Attends Ceremonies in Cohasset, Hingham, Hull to Honor our Veterans
This Veterans Day, I was honored to attend ceremonies that honored our veterans across the district. Alongside my colleagues in the Massachusetts Legislature, I will continue to support legislation that reflects our gratitude and provides benefits to our military families and veterans.
