Meeting Information
School Board Meeting Information
The NPSD Board of School Directors will move forward in the following manners in terms of committee meetings and meetings of the whole in alignment with the end of the school year.

Beginning June 14, meetings of the whole (Finance Committee; Worksession; Action) will be held in person at the Educational Services Center (ESC) located at 401 E. Hancock Street Lansdale, PA 19446. Capacity will not be limited and face masks will not be required. These meetings will be televised live and added to the library for later viewing on North Penn Television's (NPTV) YouTube Channel.

Committee meetings (Safe Schools; Facilities and Operations; Policy; and Education, Curriculum and Instruction) will be held virtually in an online format using Zoom, televised live and added to the library for later viewing on NPTV's YouTube Channel.
How to Watch Meetings
Residents can watch live on the NPTV YouTube Channel, North Penn News, or NPTV local Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29.

A recording of this meeting will be available at on the district website, the NPTV YouTube Channel, and will air on North Penn Television Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29 for the next three business days at 12:30 pm and 7:30 pm.

How to View Meeting Agendas
Meeting agendas are published the week of the meeting and can be viewed online on BoardDocs. To view meeting agendas, visit BoardDocs and select the "Meetings" tab in the top right corner. From there, find and select the meeting, and then click "view agenda".

How to Participate in Virtual Meetings
Public comment will be available using Zoom. A link to make public comment will be available on our website prior to the start of the meeting.

When it is time for public comment, please use the “raise your hand” feature in the zoom webinar. We will take public comment in order that hands were raised. Please listen for your name when called upon for comment and unmute your microphone.

If you do not have access to zoom, please email your comments to and it will be included in the board minutes.

NPSD Board of School Directors Approve 2021-2022 Final Budget
NPSD Board of School Directors approved a $291,641,146 final budget for the 2021-2022 school year at its action meeting Thursday, June 17, 2021. The budget includes a tax increase of 2.85 percent, equating to a $113 increase for the average NPSD homeowner. The NPSD tax rate is the fifth lowest rate in Montgomery County. 

“Administration and the school board have developed and approved a final budget that positions NPSD to meet current and future needs,” said Dr. Curtis R. Dietrich, NPSD Superintendent. “As we develop our strategic goals for the next three years, some of the issues that we are looking at include much needed renovations at North Penn High School, the possibility of a ninth grade center and the addition of an onsite health clinic for employees, which would be an eventual savings in benefit costs for us. We need to ensure we have the financial resources to support possible endeavors in these areas.”

The ECI Committee did not meet this month.

Facilities and Operations Committee
The Facilities and Operations Committee Committee met on May 24, 2021.

The committee reviewed the following items:
  • Change order requests for the Knapp Elementary School project.
  • Contract to perform programming and campus master planning for the North Penn High School
  • Existing contract amendment for the Knapp Elementary School project

The committee was presented and discussed informational items, including:
  • The 2022 Facilities & Operations Committee meeting schedule and start times
  • An in-depth update of the Knapp Elementary and Crawford Stadium projects
  • Act 39 of 2018 that require schools to discuss drinking water test
  • The Turf Tank which is a GPS guided field lining robot

The next Facilities and Operations Committee meeting will be held on June 28, 2021 at 7:00 pm.
Finance Committee
The Finance Committee met on June 8, 2021.

The following items were reviewed:

NPSD Director of School and Community Engagement Christine Liberaski presented the 2021-2022 Community Education Program budget. This item appears on tonight's agenda.

NPSD Coordinator of Extended School Care Marjorie Scott presented the 2021-2022 Extended Care Program budget. A $1.5 million transfer from the General Fund to the Extended Care Program was also discussed.

NPSD Chief Financial Officer Steve Skrocki provided an update on the 2021-2022 General Fund budget. Skrocki also summarized the current status of the PA state budget.  

The committee heard an update from NPSD Assistant Director of Business Administration Kristin Johnson on the Federal stimulus funding.

Skrocki reviewed the list of parcels for consideration for district-initiated real estate tax assessment appeals.

Skrocki presented the homestead/farmstead exclusion amount for the 2021 tax bills. The exclusion will reduce the tax bill for eligible properties by $213.00.

Skrocki reviewed the insurance package proposal for 2021-2022.

Committee of the Whole
The Finance Committee meeting scheduled for July 7, 2021 is cancelled. The next Finance Committee meeting will be held on August 10, 2021 at 6:00 pm.
NPSD Educational Foundation
The NPSD Educational Foundation Board of Trustees met on June 2, 2021.

As a board, the Foundation thanked Dave Kratz, former president for more than 10 years for his service. Though still a member of the board, he stepped down from his leadership position. The Foundation is happy to announce Marion Fraley was elected as the new president. Marion has been a Foundation trustee for five years and most recently served as vice president. Marion has also led the Board Governance Committee since its inception two years ago. At the next meeting in August, the Foundation will elect a new vice president and a secretary.

The Grant Committee reported that it received 30 grant proposals for the 2021-2022 school year. Seventeen of the grants were approved and eight received partial or alternate funding for a total of $23,406.16. The Foundation is thrilled to be closer to normal for the new school year and anticipates offering mid-year grants to the North Penn staff as well.

The Foundation is in the midst of planning its annual Golf Classic being held Tuesday, October 5 at Talamore Country Club. More information on this popular fundraiser will be coming soon.

Policy Committee
The Policy Committee met on June 8, 2021.

This month the committee began working on policies in the 900 series. The broad focus of this series of policies is “Community”. Policies in this grouping touch on the school district’s relations and interactions with various groups including parents, the media, educational institutions, municipal government, and the general public.

At the meeting the committee reviewed policies 903 - Public Participation in Board Meetings, 904 - Public Attendance at School Events, 907 - School Visitors, and 916 - Volunteers. A notable discussion about Policy 903 concerned refraining from taking action on agenda items at Committee meetings until after hearing from community members during public comment.

Safe Schools Committee
The Safe Schools Committee met on May 24, 2021.

The committee briefly discussed adjusting meeting times beginning in 2022, and agreed that the start time for the Safe Schools Committee meeting will be changed to 5:45 pm.

NPSD Assistant Superintendent Dr. Todd Bauer then outlined collaborations that have taken place between the administration and several groups in the wake of a recent incident at North Penn High School involving a Muslim student. 

Efforts have included meetings with the NAACP, the Council on American-Islamic Relations, members of the North Penn Mosque, as well as students. These partnerships will help inform future professional development opportunities and the Comprehensive Plan for Cultural Proficiency, which will be presented later this fall. NPSD Coordinator of Emergency Management and Safe Schools Chris Doerr spoke about actions taken immediately following the incident to capture lessons learned and to identify training gaps which will be addressed.

The committee also thanked student representative Sahana Prasad for her contributions to the group, and wished her well as she graduates. The administration will work to identify a new student representative for the Safe Schools committee in time to ensure a smooth transition takes place.
