Dear Community,
Happy Fall! The school bell has sounded and here we find ourselves back to school – and who would’ve thought last year that this new year would find us going virtual? None of us in our wildest imaginations would’ve thought students and school employees would be encountering all these obstacles in starting school due to this pandemic. Is our solution perfect? No! Is it without problems? No! Is everyone happy? No! But, rest assured we are doing our best to make a way for everyone impacted.
And, on that note, I’d be remiss if I didn’t say, “Thank You”, to all of the people who have written or called letting us know that although the virtual model of instruction may not be perfect, their student is doing fine or if they are struggling, they have made suggestions on what can be done to improve. They appreciate our efforts and those of the administration. Parents and teachers are helping their students manage through our new learning systems which can, admittedly, be a challenge for some. As a regular user of Canvas on the higher education level, I remember what it was like to learn it myself. Our teachers have risen to the occasion though, in mastering this new format and are doing what’s most important, and that is to keep students engaged. Although some glitches have occurred, we are pleased to see that our students are adjusting well and particularly our older students, as this virtual format will surely prepare them for future higher learning.
Other people have let us know they want their children back in school as soon as possible, and we understand that, too. There is nothing that any of us want more, than for our students and staff to be back in the classrooms. We all long for a sense of normalcy to return. Unfortunately, what I don’t understand is how some can call us names and even try to bully us. This is unacceptable and cannot be tolerated. We have to be an example for the children. We respect all of our stakeholders and seek to do what’s right by them using various metrics of health and safety to guarantee the protection of all.
When we ran for office, none of us anticipated that we’d be faced with making life and death decisions. We ran to make a difference and I can say we’ve done that. Our goal has always been to serve our constituents, all of them, in the best way possible. We are putting our heads together, again, with the administration to figure out how we ensure those families who don’t feel safe in returning to in-person instruction and desire online learning for their students that it will be streamlined; how we get students back in school on a rolling basis beginning with K-2 and special education; how to reinstate extra-curricular activities; and how we provide all of the guidelines required to do so.
Most importantly, we don’t want to reopen schools only to shut them down again. Therefore, please know that your best interests are uppermost in our minds. Students, parents, educators, community members, we need each other for strength on this journey. Nobody told us that the road would be easy, no one had a crystal ball and predicted we’d be in this situation right now, but one thing we all know is: this, too, shall pass! I look forward to that time and know you do, too. Keep the faith, don’t give up because we’re cut from a different cloth – we are strong, North Penn Strong, and we’ll get through this together!

How to Watch Meetings
A recording of this meeting will be available at on the district website, the NPTV YouTube Channel, and will air on North Penn Television Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29 for the next three business days at 12:30 pm and 7:30 pm.
How to View Meeting Agendas
Meeting agendas are published the week of the meeting and can be viewed online on BoardDocs. To view meeting agendas, visit BoardDocs and select the "Meetings" tab in the top right corner. From there, find and select the meeting, and then click "view agenda".
How to Participate in Meetings
Public comment will be available using Zoom. For privacy purposes, a link to make public comment will be available on our website 30 minutes prior to the start of the meeting.
When it is time for public comment, please use the “raise your hand” feature in the zoom webinar. We will take public comment in order that hands were raised. Please listen for your name when called upon for comment and unmute your microphone.

Facilities and Operations Committee
|
The Facilities and Operations Committee met virtually on August 31, 2020.
Melissa Froehlich, NPSD Coordinator of School Nutrition Services, provided a presentation on the North Penn School Nutrition Services Virtual School Meal Program that distributed over 340,000 meals since March. In addition, Froehlich outlined how the meal program will proceed through the fall in the virtual learning format.
The district’s construction manager, William Slawter of ICS Consulting, and Tom Schneider, NPSD Director of Facilities and Operations, provided an in depth update of the Knapp Elementary and Crawford Stadium projects. The projects are well underway and progressing well.
The committee reviewed a practice for approving time sensitive change orders for construction projects. This process has been used in previous years.
Schneider provided an update on the Facilities and Operations reopening activities, summer cleaning and work, and the current supplies on hand. Also, Schneider provided an update on the Montgomery County Intermediate Unit’s public bid for personal protective equipment and sanitizing supplies. This public bid was very successful and many products have been received.

Updates from the Facilities and Operations Committee meeting held on September 21, 2020 will be shared in next month's newsletter. The next Facilities and Operations Committee meeting will be held in person at the Educational Services Center (ESC) on October 26, 2020 at 7:00 pm.

The Finance Committee met virtually on September 8, 2020.
Steve Skrocki, NPSD Chief Financial Officer, presented the proposed 2021-2022 budget calendar. The preliminary budget is scheduled for approval in February, the proposed final budget in May, and the final budget in June. There are four special Finance Committee meetings included in the schedule.
Skrocki reviewed charter school student performance, in particular the three largest cyber schools where North Penn children attend. The cyber schools' student performance was compared to the North Penn high school performance.
The committee learned that the 2021-2022 Act 1 index will be 3%.
The committee discussed conducting a virtual forum for the tax rebate program. Possible dates will be communicated in the near future.
Skrocki shared information about the United States Department of Agriculture (USDA) waiver which will allow North Penn to provide free meals to North Penn students, similar to the distribution this past spring.
Skrocki introduced the new student representative to the finance committee, Casey Brennan.

NPSD Educational Foundation
|
The NPSD Educational Foundation Board of Trustees met virtually on September 2, 2020.
Trustees approved two new trustees. Welcome to Lauren Wilson and Mary Anne Donofrio. Lauren is a parent in the school district who also works in pharmaceuticals and Mary Anne owns a local restaurant.
The Foundation's Build-A-Bag Program was a complete success! Tied to the North Penn Strong campaign, the Foundation filled more than 300 backpacks with school supplies for students in need. The Foundation can't thank the community enough for their support by donating items and funds, or purchasing North Penn Strong apparel whose revenues benefited this effort. The backpacks were delivered to schools where guidance counselors are working with families to distribute. In all the Foundation sold over 1,300 North Penn Strong clothing items and raised more than $13,000 to fund the program through this sale and individual donations. This was done in about three weeks time, so much praise goes to those who organized and volunteered to make this happen.
The next two projects that the Foundation has coming up is the U-Knight to Inspire Staff Giving Campaign and the 19th Annual Golf Classic. The giving campaign is an opportunity for North Penn staff to give back to the Foundation that supports them and in the process be eligible for great prizes. The Foundation is currently working on what these prizes will be, but they already have an iPhone X which was donated by Independence Blue Cross. Last year the Foundation raised close to $25,000 during this month-long effort which runs in October, and they hope to surpass this number this year.
The Foundation is excited to announce that the golf outing will be held at Talamore Country Club on Tuesday, October 13. The tee off for the scramble style outing is 1:00 pm. The day will include lunch, dinner, on-course snacks, beverages, fun games and raffles. The Foundation is very pleased with the social distancing measures that Talamore is implementing for its outings and are looking forward to a great day. As always, for the event to be a success, golfers and sponsors are needed. You can find information on how you can lend your support on the Foundation's website.
The funds raised at events like the golf outing, as always, will fund innovative classroom projects. The Foundation will be seeking ideas for these projects later this fall.
Christine Liberaski, NPSD Educational Foundation Executive Director, reported that the Foundation received a $10,000 grant from the Verizon Foundation to support Overdrive, a service that provides online e-books and audio books for students in grades kindergarten through 12. More information about this will be publicized soon.

The Safe Schools Committee met virtually on August 31, 2020.
Jim Galante, NPSD Supervisor of Pupil Services, and Rita Whalen, Northbridge School Program Administrator, shared a presentation outlining mental health supports in place this school year during remote learning. The presentation included an overview of the Northbridge Rise program and its function during virtual instruction with a focus on mental health. Community member Dr. John Seigler also spoke as a subject matter expert on the topic of mental health.
