School Board Reorganization

Following the November election, the North Penn School District Board of Directors reorganized and swore in re-elected and newly elected members. On December 4, board directors Dr. Elisha Gee, Timothy MacBain, Juliane Ramić, and Cathy Wesley had the oath of office administered. The four incumbent board members were re-elected and continue their service with the North Penn School District Board of Directors. 


On December 12, newly elected Kunbi Rudnick was sworn in by Magisterial District Judge Suzan Leonard. Rudnick is a resident of Montgomery Township and parent of two children in the North Penn School District. 


Additionally, during the December 4 reorganization meeting, Tina Stoll was re-elected as President and Christian Fusco was re-elected as Vice President, both for a one-year term. Committee assignments as well as the board schedule for 2024 were approved and can be found on the NPSD School Board website


Dr. Wanda Lewis-Campbell retired from the school board and had her final meeting on November 16, 2023. Dr. Lewis-Campbell was elected to the board in 2019 and served a four year term before her retirement.

Dear North Penn Community,



It is once again the holiday season and as always, it is a hectic and busy time of year. It certainly has been for the North Penn School Board of Directors and the administration as we continue our work to inform the community regarding the upcoming referendum on the North Penn High School renovation project.


To find out more about the two options being considered for the renovation, please visit the Reimagine NPHS website.


That website is a “one stop shop” to review what the two options are, including every presentation, every study, the potential financial impact, and conceptual designs. A YES vote means that we would do a full scale renovation, including bringing 9th grade up to the high school, flexible learning spaces, updated commons areas, and so much more. NPHS would become a modern, educational facility that significantly increases compliance with 21st century architecture standards and best practices for safe and secure learning environments for all students. A full renovation would address the circulation and traffic issues by widening and reorienting NPHS’s hallways and eliminate risks associated with areas such as the infamous E-Pod clog.


A NO vote would mean that 9th grade would remain in the middle schools, there would be system upgrades to HVAC, plumbing, and electrical, but the footprint of the school would remain essentially the same. Additionally, it would require the renovation of all three middle schools in the future. 


We recently held a Community Forum at the NPHS – it was very well attended and went longer than anticipated as there was so much discussion. There were great questions asked from a variety of stakeholders. The forum was video-taped and is available online. For the questions we didn’t get to that evening, there is a Community Forum Follow-up video from our superintendent, Dr. Todd Bauer and our CFO, Steve Skrocki.


All of this discussion leads up to our special election this January 16th, 2024. At the polls, there will be a singular question on the ballot that reads:


“Shall debt in the sum of $97,318,376 for the purpose of financing new construction that includes space for ninth grade students to be educated on campus and renovations of NPHS be authorized to be incurred as debt approved by the voters?” 


Should the majority vote be YES, we will go with option one, which again, is the full scale renovation of NPHS. If the majority vote is NO, the footprint of NPHS will remain the same.


One question we have heard quite often is why don’t we build a second high school, as was proposed almost 30 years ago, during the 1990’s. And the answer is quite simple – to build a second facility brand new is extremely cost prohibitive (new construction costs more than renovation) and we would still need to renovate the current high school.


Hindsight is 20/20, but the fact is that the community missed an opportunity in the 1990’s. This is our second chance to make a decision that will have a transformative impact on our community for a generation. And to be clear, NPSD has 22 buildings - should the No vote prevail, we would do the basic renovation of NPHS and then move on to other buildings. With 22 facilities and a project scheduled on average about every other year or so, it would be decades before we could return to the high school for another renovation.

While this decision certainly affects all stakeholders in the NPSD, I would like to particularly appeal to the families with younger students. When the second high school was being proposed in the 1990’s, I was a young mother of three children. I heard about the project but I didn’t pay much attention to it, thinking my kids were so far off from being in HS that it didn’t really affect them. I was wrong. Even though you might think it’s far off, there is a saying I remember from when I was a young mom and frustrated with one of my kids, “ the days are long, but the years are short”. It is so true! Your kids will be in high school before you know it. Ask any parent watching their child at graduation and they will all say the same thing - “Where did the time go?” 


Our older students will benefit from the project as each phase is completed, but it is the current second grade class that should be the first class to experience the completed project.


For all community members and stakeholders, I ask that you please take the time to get informed about this very important decision. Watch the presentations. Take the tours. Reach out to board directors or administration if you have questions. As has been said many times during our meetings, this referendum is the ultimate form of democracy. The future of NPHS and the opportunities it will provide our students is the community’s choice.

School Board Meeting Information

Meetings of the whole (Finance Committee; Worksession; Action) will be held in person at the Educational Services Center (ESC) located at 401 E. Hancock Street Lansdale, PA 19446 unless otherwise noted. Those who wish to make public comment at these in-person meetings must be present in person to do so. For residents who would like to pre-register to speak during the audience of citizens, please email the school board secretary at skrocksb@npenn.org at least 24 hours before the meeting. These meetings will be televised live and added to the library for later viewing on North Penn Television's (NPTV) YouTube Channel.


Committee meetings (Safe Schools; Facilities and Operations; Policy; and Education, Curriculum and Instruction) will be held virtually in an online format using Zoom, televised live and added to the library for later viewing on NPTV's YouTube ChannelIndividuals having difficulty accessing a virtual meeting may email meetings@npenn.org for assistance. This email address will be monitored throughout the course of virtual meetings and may be utilized by any person who wishes to raise an objection during a meeting pursuant to Section 710.1(c) of the Pennsylvania Sunshine Act. Objections, which will be noted for the record, must include the person’s name and the general nature of their objection.

When it is time for public comment, please use the “raise your hand” feature in the zoom webinar. We will take public comment in order that hands were raised. Please listen for your name when called upon for comment and unmute your microphone.

The ECI Committee did not meet in December.

Facilities and Operations Committee

The Facilities and Operations Committee met on Monday, November 27, 2023, in a virtual format.


The Committee reviewed the following items to be moved to the action meeting for the Board’s consideration:


  • A contract Schrader Group Architects to design the assembly door hardware replacement project.
  • A contract Schrader Group Architects to design the High School gymnasium roof replacement project
  • A contract Schrader Group Architects to design the Pennbrook Middle School modular classroom roof replacement project
  • The ratification of a natural gas contract for the months of December 2023 through June 2024
  • An amendment to the High School traffic study contract if the referendum were to pass
  • A deduct change order for the natatorium roof project for unused allowances


The Committee was presented and discussed informational items, including:

NPSD Educational Foundation

The Foundation met last in November.  


We are pleased to announce that we have approved more than $27,000 in midyear grants which are to be implemented between January and July 1st. Projects range from guest musicians to technology integration to mentor programs between our students and community groups.

 

Now that it is December, the Foundation is involved in its annual giving campaign and its Staff Tribute Program. If you'd like to honor a NPSD staff member for their work this year, the Foundation is a great way to do so.

The Policy Committee met on November 27, 2023. At that meeting, the committee continued to review new and revised policies in the Finances section.

Safe Schools Committee

The Safe Schools Committee held its meeting on November 30th at 5:45 in a virtual format. Mr. Rhone presented one action item for approval and that was to move the North Penn School District All Hazards Plan to full board for approval. Mr. Rhone also updated the committee on Bus Patrol MOU and installation of equipment to the districts fleet. Mr. Rhone stated that installation will take 6-8 weeks for the entire fleet. Finally, Mr. Rhone updated the committee that the Halo detection units are in district and that we will explore contracting the installation of the units with a vendor.
