Greetings North Penn,


As the Thanksgiving holiday approaches, it begs the question: What are you grateful for? Many times, people focus on what they lack which can put one into a depressive state of mind. I posit that we need to refocus on what we have, and by looking at what we are grateful for or give thanks to, does just that. 


As I depart my term of serving as a School Board Director, I’d like to share what I’m grateful for:


  • Being elected by the voters of our district in 2019 who believed Diversity, Equity and Inclusion were hallmarks for our students and community, and that core continues today.
  • Serving with a student-centered board which focused on the needs of our students, first.
  • Serving on a board that overcame the many challenges brought on by the likes of a pandemic never seen before: COVID-19.
  • Working with a school administration, teachers and staff that were able to pivot and introduce virtual learning to students throughout the district. 
  • Serving with a board & school administration to keep our students safe no matter the cost.
  • Serving with a board that provided senior community members property tax and rent rebates that now other districts emulate.


There are numerous other accomplishments to be grateful for but most importantly, I am very grateful for the many students, principals, teachers, and staff I met at their respective schools and programs. It left me with a feeling that our students are being nurtured, educated and well prepared for their future endeavors.  


I will miss the kindness, love, humor, dedication, and commitment of the volunteer team I served with – we really had each other’s back and we worked knowing “teamwork makes the dream work.” I didn’t know any of them previously, but they welcomed me with open arms and helped me on my quest to be a life-long learner. I believe each of them will continue to provide the best guidance for the NPSD.


I am also grateful that this district is affording the community a say in the direction we should go regarding the high school renovation. My daughter was new to NPHS when the vote was taken and lost for a new high school many years ago. But this time we all know and hope to do the right thing for posterity’s sake and our future student leaders as we show up North Penn Strong in January for the special election referendum to vote to bring our high school into the forefront of progressive education on the secondary level, complete with 9th grade students. Their future success is in our hands! Please be sure to attend the informational meetings and tour the building as it is now to get a better understanding of the needs.


Finally, I am grateful for your support these past four years and for all you do for our community, and for being loud and proud of the North Penn School District – we could not have done it without you!


Remember as you gather around the table on Thanksgiving Thursday to share what you are grateful for with your loved ones. Even the youngest children can participate knowing what they are thankful for. If you haven’t been doing this, start a family tradition…and don’t let this be the last time you do it.

Meeting Information

School Board Meeting Information

Meetings of the whole (Finance Committee; Worksession; Action) will be held in person at the Educational Services Center (ESC) located at 401 E. Hancock Street Lansdale, PA 19446 unless otherwise noted. Those who wish to make public comment at these in-person meetings must be present in person to do so. For residents who would like to pre-register to speak during the audience of citizens, please email the school board secretary at skrocksb@npenn.org at least 24 hours before the meeting. These meetings will be televised live and added to the library for later viewing on North Penn Television's (NPTV) YouTube Channel.


Committee meetings (Safe Schools; Facilities and Operations; Policy; and Education, Curriculum and Instruction) will be held virtually in an online format using Zoom, televised live and added to the library for later viewing on NPTV's YouTube ChannelIndividuals having difficulty accessing a virtual meeting may email meetings@npenn.org for assistance. This email address will be monitored throughout the course of virtual meetings and may be utilized by any person who wishes to raise an objection during a meeting pursuant to Section 710.1(c) of the Pennsylvania Sunshine Act. Objections, which will be noted for the record, must include the person’s name and the general nature of their objection.  

How to Watch Meetings
Residents can watch live on the NPTV YouTube Channel, North Penn News, or NPTV local Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29.

A recording of this meeting will be available on the district website, the NPTV YouTube Channel, and will air on North Penn Television Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29 for the next three business days at 12:30 pm and 7:30 pm.

Meeting agendas are published the week of the meeting and can be viewed online on BoardDocs. To view meeting agendas, visit BoardDocs and select the "Meetings" tab in the top right corner. From there, find and select the meeting, and then click "view agenda".

How to Participate in Virtual Meetings
Public comment will be available using Zoom. A link to make public comment will be available on our website prior to the start of the meeting.

When it is time for public comment, please use the “raise your hand” feature in the zoom webinar. We will take public comment in order that hands were raised. Please listen for your name when called upon for comment and unmute your microphone.

If you do not have access to zoom, please email your comments to _npschoolboard@npenn.org and it will be included in the board minutes.

Committee Reports
Education/Curriculum/Instruction Committee

On Tuesday, November 14, 2023, the ECI Committee met and reviewed an agenda that included 2024-25 Program of Studies changes and additions, overnight student travel, and curriculum updates. The Program of Studies changes include the addition of American Sign Language 2, AP African American Studies, and three Physical Education course options. Dr. Pam Hart's curriculum update touched on the most recent professional development sessions for staff and, also, family outreach opportunities that include Saturday morning adult ESL classes.

Facilities and Operations Committee

The Facilities and Operations Committee met on Monday, October 30, 2023, in a virtual format.


The Committee reviewed the following items to be moved to this evening’s action meeting for the Board’s consideration.

  • A contract with Siemens to upgrade the District's automatic temperature control and building automation system software
  • The permission to advertise a request for proposal for a professional assessment of the elementary school playgrounds and equipment



The Committee was presented and discussed informational items, including:

  • Update on the 10 year Capital Project Plan and a list of potential projects for 2024
  • The preliminary schedule for the potential High School project

Finance Committee

At the November 8, 2023, Finance Committee meeting, which was an in-person meeting, the financial reports and budget transfers were reviewed in addition to the following items:

 

1. Mr. Tim Mirra and Mr. Matt Beinhauer from Zelenkofske Axelrod LLC presented the 2022-23 draft audit report. The draft audit report and the presentation is posted in BoardDocs. There were no findings with the audit. The final audit report is being prepared and will appear on the December Action meeting agenda.

 

2. Mr. Skrocki reviewed the draft budget calendar for 2024-25. This item appears on tonight's agenda.

 

3. Mr. Skrocki reviewed a proposed addition to the committed fund balance of $5.1 million for future capital projects.  This item appears on tonight's agenda.

 

4. Mr. Linke reviewed the 2024-25 building-level budgets and the per-pupil allocations.

 

5. Mr. Skrocki and Mr. Stuart Sutley from Everside provided an update on the healthcare center with the request for additional staffing. Utilization and cost-saving data were shared. A contract addendum is being prepared and will be presented at the December Action meeting with one additional medical provider.

 

6. Dr. Bauer and Mr. Skrocki provided a high school update including a recent research study and the updated taxpayer impact figures.

NPSD Educational Foundation

The Foundation last met in October at Gwynedd Square Elementary where we visited a kindergarten class that we supported with learning and playing stations. We love seeing our impact at the classroom level.

 

October was a busy month for the Foundation as we held our U-Knight to Inspire Staff Giving Campaign. I am happy to report that we raised more than $17,000 for innovative projects. Thank you to everyone who contributed. 


Next week, the grant committee will review dozens of mid-year grant proposals and has budged $35,000 for this round of submissions. 



I want to also recognize Peoples Security Bank and Trust who recently presented us with a $10,000 check through their Educational Improvement Tax Credit Program.

Policy Committee

The Policy Committee met on October 30, 2023 as it continues its review of the PSBA recommended policies pertaining to business and finance. At that meeting, the committee members reviewed the following policies: #603 - Budget Preparation; #604 - Budget Adoption; #605 - Tax Levy; #606 - Tax Collection. These policies are on tonight's agenda for a first reading.

Safe Schools Committee

The Safe Schools Committee met on October 30, 2023. During the meeting, Mr. Peter Nicholson presented the Youth Aid Panel (YAP) program update. Mr. Nicholson stated that an additional 8 North Penn High School staff members were trained by ADA Angela Bell from the Montgomery County District Attorney's Office. The North Penn YAP will begin its operation starting the week of November 6, 2023. Mr. Nicholson also outline the criteria and offenses that are eligible for YAP. Mr. Rhone updated the committee on the surveillance server and camera installs.
