The North Penn High School theatre students and Andrea Roney, theatre teacher and director, came to the action meeting on March 21 to discuss the theatre program and Music in our Schools Month. Dear North Penn Community,


As we close our March, my letter will focus on Music in our Schools Month, celebrated each year at this time. The North Penn School District is known for its robust and successful music programs, including band, orchestra, choir, our theatre program, and so much more. The district has won the National Association of Music Merchants (NAMM) Foundation Best Communities for Music Education award (BCME) for 12 years in a row! Receiving this award truly reflects the district's continued commitment to providing a quality music education to all of our students in all grades.


I have always been in awe of having musical talent, singing, playing an instrument. Attending several of the musicals and concerts in our district has reinforced and confirmed just how much talent we have in our district, in both our students and staff. The staff in our music programs are highly dedicated professionals who understand just how important music education is. Even for students who do not continue their musical education after high school, the lessons learned are priceless. Music teaches us discipline, that we’re not always going to be great at something when we first start, but practice, practice, and practice will help us improve. 


Music, in all its forms, is good for us health wise, whether producing it or listening to it. It has proven to reduce stress, reduce depression, and manage pain. Students, especially, benefit from music. Their cognitive ability has shown to improve, as well as their motor skills. The importance of music in a student's development is significant. I am happy to be part of a school board that is committed to all of our musical programs that support our students. I look forward to attending more musicals and concerts. It is one of the great joys of this job to experience all of the talent coming from our schools. Each and every day our students bring great pride to this district, in both their performances in music classrooms and academic prowess in the core curriculum.


In closing, I want to share a quote from Beethoven that my eighth grade music teacher wrote in a note to me:


"I wish you music to help with the burdens of life, and to help you release your happiness to others."

School Board Meeting Information

Meetings of the whole (Finance Committee; Worksession; Action) will be held in person at the Educational Services Center (ESC) located at 401 E. Hancock Street Lansdale, PA 19446 unless otherwise noted. Those who wish to make public comment at these in-person meetings must be present in person to do so. For residents who would like to pre-register to speak during the audience of citizens, please email the school board secretary at skrocksb@npenn.org at least 24 hours before the meeting. These meetings will be televised live and added to the library for later viewing on North Penn Television's (NPTV) YouTube Channel.


Committee meetings (Safe Schools; Facilities and Operations; Policy; and Education, Curriculum and Instruction) will be held virtually in an online format using Zoom, televised live and added to the library for later viewing on NPTV's YouTube ChannelIndividuals having difficulty accessing a virtual meeting may email meetings@npenn.org for assistance. This email address will be monitored throughout the course of virtual meetings and may be utilized by any person who wishes to raise an objection during a meeting pursuant to Section 710.1(c) of the Pennsylvania Sunshine Act. Objections, which will be noted for the record, must include the person’s name and the general nature of their objection.  

How to Watch Meetings
Residents can watch live on the NPTV YouTube Channel, North Penn News, or NPTV local Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29.

A recording of this meeting will be available on the district website, the NPTV YouTube Channel, and will air on North Penn Television Comcast Cable Channel 28 and Verizon FIOS-TV Channel 29 for the next three business days at 12:30 pm and 7:30 pm.

How to Participate in Virtual Meetings
Public comment will be available using Zoom. A link to make public comment will be available on our website prior to the start of the meeting.

When it is time for public comment, please use the “raise your hand” feature in the zoom webinar. We will take public comment in order that hands were raised. Please listen for your name when called upon for comment and unmute your microphone.

Committee Reports
Education/Curriculum/Instruction Committee

At the ECI Committee meeting on March 5, 2024, the agenda included two informational items. 


Dr. Mike McKenna provided an update on the gifted program at North Penn discussing evaluation procedures, new screening tool, and curriculum enhancements for gifted students. The second topic regarding Inclusive Curriculum was presented by Dr. Megan McGee-Heim. Dr. McGee-Heim discussed the steps taken to pilot and implement curriculum that is inclusive of neurodiversity. In addition to these two topics, the committee also reviewed overnight student travel.

Facilities and Operations Committee

The Facilities and Operations Committee met on Monday, February 26, 2024, in a virtual format.


The Committee reviewed the following items to be moved to this evening’s action meeting for the Board’s consideration.


  • Recommend the approval for placement on the March 21, 2024 Action Meeting agenda, permission to advertise a Request for Proposal (RFP) for an above ceiling scanning, a Request for Proposal (RFP) for subsurface imaging and utility location, and a Request for Proposal (RFP) for geotechnical investigation in preparation of the High School renovations.
  • Recommend the approval for placement on the March 21, 2024 Action Meeting agenda, permission to advertise three capital projects including the High School gymnasium roof replacement, Pennbrook modular classroom's roof replacement, and the assembly door hardware projects.

  • An update on the High School project activities over the last month.
  • Update on the 10 year Capital Project Plan

Finance Committee

At the March 12 Finance Committee meeting, the financial reports were reviewed in addition to the following items:


Mr. Skrocki reviewed the status of the current tax rebate program and provided data to assist with the recommendation regarding the program for 2024-25. This item will be discussed again at the April 8th Finance Committee meeting.


Mr. Skrocki presented the 2024-25 North Montco Technical Career Center (NMTCC) proposed budget.  The 2024-25 NMTCC tuition payments are increasing by 4.71%.  Including the $238,000 for building improvements, overall tuition payments are increasing by 6.96%. However, North Penn's tuition share is increasing by 8.45%, or $397,978, due to the increased enrollment and building improvements. North Penn's 5-year enrollment average is 45.32% of the total students and is the highest among the sending school districts. Ten years ago North Penn's 5-year average was 40.06%. The overall general fund budget is increasing by 6.42%. Without the building improvements line item, the general fund budget increase is 4.77%. This item appeared on the action meeting agenda.


Dr. Bauer and Mr. Skrocki led a discussion regarding the district-owned movie lots located in Hatfield Township. The history of the movie lots was reviewed as well as a recommendation to authorize the administration to take all steps necessary to pursue the sale of the movie lot parcels.  This item appeared on the action meeting agenda.


Mr. Skrocki reviewed a proposed resolution dealing with the Local Tax Collection Law and supplemental information provided by the elected tax collectors as part of the monthly Department of Community and Economic Development form submission.  This item appeared on the action meeting agenda.


Mr. Linke provided an update on the various sources and uses of the Federal stimulus funding.


Mr. Skrocki reviewed the results from the Hatfield Township, Hatfield Borough, Lansdale Borough, and Montgomery Township tax collector audits.


Mr. Skrocki provided an update on the bond underwriter request for proposal process.

At the March 19, 2024, Special Finance Committee meeting, which was held in a virtual format, departmental budget presentations were made by the following administrators:

NPSD Educational Foundation

At the Foundation's last meeting we welcomed Carlee Myers as our newest Trustee. Carlee is a local business owner and NPHS graduate. 

Trustees are busy preparing for our annual online auction that takes place May 2 to 7. Thank you to the many businesses who have already donated items, including The Washington House, Urban Air, Vinny's Pizzeria and many more. Be sure to register for the auction as it's not only a fun event with great items to bid on, but it is one of our bigger fundraisers.

Policy Committee

The Policy Committee met on February 26, 2024. At that meeting, four new policies in the Finances category were discussed. All four of those policies were on the action meeting agenda for a first reading.

Safe Schools Committee

The Safe School Committee met on February 26, 2024 at 5:45 p.m. in a virtual format.


Mr. Pete Nicholson presented to the committee on the first 90 days of district wide discipline. That report can be viewed here. Mr. Rhone provided an update on Halo Sensor install at North Penn High School and Penndale. Installation is complete and full integration is up and running. Mr. Rhone will update the committee again at the March meeting with Pennbrook and Pennfield status.
