Council Votes to Introduce Ordinance on Rent Stabilization, Just Cause for Eviction

At its Feb. 13 meeting, the Concord City Council voted to introduce an ordinance that would establish rent stabilization and just cause for eviction policies for Concord rental properties. In a 4-1 vote, the Council approved language for the new law, which would take effect 30 days after final adoption. 


In January 2023, the Council expressed its desire to protect the tenant community from displacement, and added a policy into the City’s Housing Element to move forward with considering rent stabilization and just cause policies. 


Since January 2023, Council has held seven public meetings on this topic and has heard from hundreds of property owners and tenants. At its meeting on Feb. 13, the Council introduced the ordinance; its major provisions are outlined in this article. Changes made at the Feb. 13 meeting are identified as updates.

Next Steps

Following the Feb. 13 introduction of the ordinance, staff expects to return to Council on Tuesday, March 5 for ordinance adoption. The ordinance will take effect 30 days later on April 4, 2024. 


All landlords are required to register their rental units annually with the City on or before July 1 and pay a yet-to-be-determined fee, which will be used to finance the cost of the registry and implementation and enforcement of this policy. 

Council to Consider Base Reuse Term Sheet on Feb. 20

The City of Concord Local Reuse Authority (LRA) and master developer Brookfield Properties have completed the process of drafting a proposed Term Sheet for the redevelopment of the former Concord Naval Weapons Station.


The Term Sheet will be considered by the City Council on Tuesday, Feb. 20. The staff report and draft term sheet will be posted on the City's agenda website for public review no later than 5 p.m. on Feb. 16.


The term sheet is a document that establishes procedures and standards for the negotiation and drafting of a Project Specific Plan and a comprehensive proposed Disposition and Development Agreement.

Feb. 24 Summer Camp Expo & Job Fair to Showcase Summer Fun, Seasonal Jobs

Dust off your flip flips and sunglasses, and start planning your summer experience by visiting the annual Summer Camp Expo and Job Fair on Saturday, Feb. 24 in Todos Santos Plaza from 11:30 a.m. to 2:30 p.m.!


Featuring a variety of our summer camp offerings, the Summer Camp Expo is a great opportunity to meet Recreation staff, learn more about our camp programs, and participate in a variety of activities including a scavenger hunt, face painting, lawn games, giveaways, crafts, and more! 


Do you want to spend your summer working with kids, expanding your professional skills, and getting paid to play? Stop by to speak with our team and hear more about our summer job openings. On-the-spot job interviews will be offered for seasonal and year-round positions including summer camp counselors, swim instructors, and lifeguards. Work, inspire, have fun, and get paid for it!

Family Reading Event Set for March 2

Mt. Diablo Adult Education will be hosting a fun, free Family Reading Event on March 2.


This annual event is open to the public and is designed to be enjoyed by families with children ages 2-10. There will be activities including, crafts, an obstacle course, story time and more!

New Ballot Box Installed at Concord City Hall

Have you seen our new ballot drop box at 1950 Parkside Drive? This larger box replaces the former box and is now available for you to drop off your ballot for the March 5 primary! 


Ballots were mailed out earlier this month to all registered voters. Any Contra Costa voter can drop their ballot (no postage necessary!) in any of these drop boxes, which are located throughout the County. The other Concord drop box is located at Monument Crisis Center, 1990 Market St. 


Don't forget to sign the back of your envelope!
