Brookfield Properties Selected as Master Developer for Base Reuse Project

The Concord City Council, sitting as the Local Reuse Authority (LRA), interviewed and designated Brookfield Properties as the preferred master developer for Concord’s Base Reuse Project.


At a special meeting on Aug. 26, the LRA received a presentation from Brookfield about their plan to develop 2,300 acres of the former Concord Naval Weapons Station. 


Following Council questions and public comment, the LRA voted unanimously to select the global real estate developer for this project. 


The next steps include outlining the terms of an Exclusive Negotiating Agreement (ENA) and a "term sheet," a document that establishes procedures and standards for the negotiation of a comprehensive proposed Disposition and Development Agreement, and drafting a Specific Plan for the property.


The LRA is expected to consider the ENA at a meeting tentatively scheduled for Sept. 19. A recording of the Aug. 26 meeting and supporting documents can be found online.

Homeless Strategic Plan Development Progresses

Concord is currently developing a Homeless Strategic Plan to help assess gaps in services, clarify community goals, identify strategies, and help set priorities for funding investments to effectively respond to and prevent homelessness.


An update about this project, including the proposed vision and goals, was presented to the City Council at its Aug. 22 meeting, during which the Council approved the overall vision and provided input on the goals.


Following its regular meeting on Aug. 28, the Homeless Strategic Plan Working Group decided to hold a special meeting on Wednesday, Sept. 6 to continue its work on goal and strategy development. They plan to return to the City Council on Tuesday, Sept. 12 with additional information about the team's progress.


The special meeting, like all Working Group meetings, is open to the public and will be held at 6 p.m. Please note the location for the special meeting is the Willow Pass Community Center, 2748 E. Olivera Rd.


Following these events, the team is scheduled to hold community meetings to gather additional input about the proposed goals and possible strategies for addressing homelessness in the Concord community. These meetings will be held on Sept. 21 (in person) and on Sept. 26 (online).

Council Awards Contract for Paving on Willow Pass Road

Drivers who traverse Willow Pass Road from Landana Drive toward Highway 4 to Avila Road have been eager to see this stretch of roadway repaired, and the project is now approved to move forward.


At their Aug. 22 meeting, the City Council awarded a construction contract for this project, which is set to begin ​toward the end of September. 


Funded by Measure V, this project is designed to first address some of the major potholes, and then overlay the road so that the pavement will be smooth. The enhancement will improve the ride quality and extend the pavement life for an estimated 5-7 years for this heavily traveled road segment. It will also add shoulder backings at the edge of the new pavement to even out the transition from the new road to the side.


Details and construction alerts will be shared through the City's website, Nextdoor, and social media accounts closer to the project's start date. Once underway, the work will likely be completed within 6-8 weeks, weather permitting.

Emergency Preparedness Fair to Return to Todos Santos Sept. 7

Are you prepared for an earthquake or other natural disaster? The City of Concord is hosting an Emergency Preparedness Fair on Thursday, Sept. 7 from 5 p.m. to 8 p.m., at Todos Santos Plaza. Stop by to pick up useful information and free giveaways from local emergency service organizations.


The fair will be held in conjunction with Concord's Music and Market concert series. The farmers' market begins at 4 p.m., and Pop Rocks, the Bay Area’s ultimate dance party band, will be playing between 6:30 and 8 p.m.


The fair will feature emergency vehicles from the Contra Costa Fire Protection District (ConFire), Contra Costa Health’s HAZMAT team, the Concord Police Department, and the American Red Cross, as well as representatives from the Concord Community Emergency Response Team (CERT), the Governor’s Office of Emergency Services “Listos California” program, the Concord Auxiliary Emergency Radio Services (CARES), PG&E, various county support organizations, and several emergency supplies vendors such as Home Depot, QuakeKare, Vortex, and California Sunlight. 

Emergency Response Training Class to be Held in October

Concord’s Community Emergency Response Team (CERT) is hosting a basic CERT course over three weekends in October at the Concord Police Department. The four-hour class series will be held on Oct. 7-8, Oct. 14-15, and Oct. 21-22 from 9 a.m. to 1 p.m., each day.


Subjects covered include personal and home preparedness for all-hazard emergencies, radio communications, utility, hazardous materials and fire safety, disaster medical response, and pet preparedness.


The class held on Oct. 22 will be a 4-hour skills exercise. Participants must attend all classes, including the exercise, to graduate. To register, please download the registration form and follow the directions for submitting your application.

Music & Market Continues with Five Shows Remaining

Concord's popular Music & Market concert series continues tomorrow evening, Aug. 31, with all-female Led Zeppelin tribute band, Zepparella. 


Come on down to the Plaza to enjoy the farmers' market beginning at 4 p.m. and the concert, which starts at 6:30 p.m.


Special for tomorrow evening is a "Fill the Boot for Maui" fundraiser benefiting victims of the devastating fire in Maui. This special charitable event has been generously organized by Contra Costa County Fire Protection District (Con Fire) and IAFF Local 1230.


Five more concerts remain for the season. Check out the band lineup and be sure to catch a show while you still can!
