Right Lane Closure at Cowell/Monument is Temporary

With the largest Capital Improvement Program (CIP) in City history currently underway, there are construction projects popping up throughout Concord.


One of the largest ongoing projects is the Monument Path project (PJ2455) along Monument Boulevard.


City staff is aware of the traffic impacts caused by the temporary closure of the right turn lane from Cowell onto Monument. Please know that these impacts are only temporary as the dedicated right turn lane onto Monument will be restored after construction activities are completed at the end of June. 


In the meantime, the City is working to provide signage for a detour onto Mesa Street for right turn traffic. Signal timing adjustments at the intersection are also planned for when the project is nearing completion, which will help alleviate the traffic impacts.  


We appreciate your patience during this construction, as well as your understanding and support for the City’s goal to enhance pedestrian and bicyclist safety along Monument Boulevard and Galindo Street through this project.

ARPA Nonprofit Grants to Be Considered March 7

At its Sept. 27, 2022 meeting, the City Council identified the funding categories, dollar amounts for spending categories, and the process for allocating one-time, federal American Rescue Plan Act (ARPA) funds within each spending category: 


  • $7 million: City Projects, Public Safety, and Special Events (allocated Feb. 7, 2023)
  • $7 million: Support for Nonprofit Organizations 
  • $3 million: Support for the Unhoused
  • $2 million: Support for Small Businesses 


The funding for nonprofit organizations will be awarded in amounts between $50,000 and $2 million. Applications were accepted between Sept. 30 and Oct. 28, 2022, and the awards are expected to be considered at the March 7, 2023 Council meeting, when the ARPA ad-hoc committee will present its recommendations to the full Council for consideration and discussion.


The staff report and agenda for the March 7 meeting will be posted to the Council agenda site no later than 5 p.m. on March 3. To learn more about ARPA and how the other funds are being allocated, please visit our website.

Police Chief Delivers Public Safety Update

Concord Police Chief Mark Bustillos presented a public safety update to the City Council at its Feb. 28 meeting.

FEMA Individual Assistance Mobile Disaster Recovery Centers

The Federal Emergency Management Agency (FEMA) has opened mobile Disaster Recovery Centers in Richmond and Pittsburg in additional to their Danville location. The Disaster Recovery Centers are for Contra Costa County residents seeking individual assistance for storm damage inflicted by the December and January winter storms.


The mobile centers will help residents connect with federal recovery resources in person where you can learn more about applying for assistance, disaster recovery programs, and other inquiries. The centers will only be able to help residents with FEMA individual assistance.


For assistance from state agencies or the Small Business Administration, residents should visit the Recovery Center in Danville. For more information, please visit www.disasterassistance.gov

Weather permitting, the Mobile Disaster Recovery Centers will be open at the following locations:


Richmond Civic Center Parking Lot 

Between 24th and 25th streets in Richmond 

Time: 8 a.m. to 6 p.m. daily 

Dates: Feb. 26 and March 1 


Community Presbyterian Church 

200 E. Leland Road in Pittsburg 

Time: 8 a.m. to 6 p.m. daily 

Dates: March 2 to March 4

Bicycle & Pedestrian Advisory Committee Seeks Two Members

The City Council recently announced a recruitment for the Bicycle and Pedestrian Advisory Committee to fill two vacancies for a term ending February 28, 2027. The deadline for applications by the City Clerk is March 14 at 5 p.m.


The role of the Bicycle and Pedestrian Advisory Committee is to review transportation capital projects including roadway, pedestrian and bicycle improvements and provide input to staff on Complete Streets features and for conformity with the City’s Bicycle, Pedestrian and Safe Routes to Transit Plan; review related grant applications; annually review the City’s progress on Plan implementation; and, review and provide input on programs or policies related to implementation of the Safe Routes to Transit Plan.


The Bicycle and Pedestrian Advisory Committee is comprised of five members serving four-year terms. Members must be Concord residents and be enthusiastic about Complete Streets, cycling and other alternative modes of transportation.
