Nighttime Construction to Occur in Three Locations Oct. 15-20
|
Between Oct. 15 and Oct. 20, the City of Concord will have construction crews performing nighttime roadwork in three parts of the city, resulting in roadway closures and detours between 9 p.m. and 5 a.m.
The three sites are:
- Willow Pass Road between Landana Drive and Avila Road (toward Hwy 4)
- Market Street and Clayton Road at the CA-242 off-ramp/on-ramp
- Grant Street, approaching and underneath CA-242
In addition to notifying all emergency services dispatch, including fire and police, and local transit agencies, 511 will also be informed. The 511 traffic alert service typically updates map navigation apps to help individuals avoid these closure areas.
Concord’s extensive roadwork is the result of the City’s two-year, $120 million Capital Improvement Plan (CIP) budget, made possible by voters’ 2020 approval of Measure V, a one-cent use and transaction tax intended to maintain a reliable source of local funding. Measure V generates about $32 million annually and is invested by the City Council into community-identified priorities, including roadway improvements throughout the community.

Measure V Oversight Committee
|
The City Council announced a recruitment for the Measure V Oversight Committee to fill three openings, consisting of two Concord resident positions and one position from either the business community or a Concord resident, for four-year terms ending December 31, 2027. The deadline for applications to the City Clerk is Friday, Nov. 3, at 5 p.m.
The Measure V Oversight Committee fulfills two areas of responsibility each of the years that the Measure V 1% rate use and transaction tax is collected:
- Review the City's annual audit report, including the Measure V tax revenue and expenditures; and
- Provide recommendations to the City Council on the use of Measure V revenue.
The Committee produces a report that records the results of its review of the City's audit and its recommendations for expenditure of the revenue generated from the tax.

Free Buses to Replace BART Service Between Pleasant Hill and Concord, Oct. 14-15
|
Yellow Line riders, please be advised: this weekend, Oct. 14-15, free buses will replace BART service between Pleasant Hill and Concord stations. This work and the bus bridge will also take place Oct. 28-29.
BART is taking a systemwide safety initiative to remove potentially hazardous trees in advance of severe winter storms. Free County Connection buses are provided to give workers with enough room by the trackway to safely do the work.
Riders in the area should anticipate delays of up to 30 minutes on work weekends. Riders in the area on work weekends will have to get off their train at either Pleasant Hill or Concord and then board a free bus provided by County Connection to the next station in their direction of travel to continue their trip.

Concord to Update ADA Transition Plan
|
The City of Concord is in the process of updating its Americans with Disabilities Act (ADA) Transition Plan, which was adopted in 2009.
This process will include a full reevaluation of all City infrastructure such as parks, buildings, sidewalks, and curb ramps. There will also be assessments of current policies and procedures for all services that are provided to the public, such as online services and web pages, recreational services, permit center services, finance services, and general customer service.
To share information with the public about this process and solicit community input, Concord's ADA Coordinator will be holding a community meeting on this topic. The meeting is currently scheduled for Wednesday, Oct. 25 at 6 p.m. in the Council Chamber, 1950 Parkside Drive.
More information about the meeting, the process, and how to access the webinar will be shared on the ADA Transition Plan web page in the coming days. Information will also be shared through the City's social media channels and Nextdoor.
