Preliminary Budget


Preliminary Budget - Fiscal Year 2022/23 Operating Budget and Five-Year Capital Improvement Program was approved. The Preliminary Budget will be available to the public for input until the Final Budget is adopted at the June 15th Regular Meeting.

Master Plan


The 2022/2023 Master Plan dated March 2022 has been approved. It focuses on the priorities of the District and the community, and reflects ongoing and planned capital improvement projects. This Master Plan will be considered in the 2022/2023 Budget development.

West Trail Project


A construction change order was approved for the West Trail because it was determined that additional quantities of materials and work would be needed. It's currently in the last phases of construction. This project is still on track for an April 2022 completion date. Planting had to be postponed until rainy season begins in October.

Lost or Abandoned Commercial Dungeness Crab

Trap Gear Retrieval Program Started


Retrieval operations under the Lost or Abandoned Commercial Dungeness Crab Trap Gear Retrieval Program began on April 15, in Fishing Zones 3-6. Since 2022, nearly 900 lost or abandoned traps have been removed from ocean waters. This is a key component of efforts to reduce marine life entanglement risk.

Pacific Halibut Fishery Set to Open May 1

Recreational Pacific halibut fishery opens on May 1, 2022 and will remain open until November 15th, or until the quota is reached.

Amiya Iqbal a local Scout working to complete a Scout’s Silver Award Community Services Project brought to the Harbor District’s attention the benefit to the public and the environment from a water bottle fill station being installed where the Coastal Trail passes through Pillar Point Harbor the Board of Harbor Commissioners supported this. Water bottle fill stations have many benefits, e.g., dramatically reduces the use of single plastic bottles which contribute significantly to pollution of land and sea, encourages hydration and promotes use of re-usable containers.

Deputy Harbormasters Jacob Walding and Bobby Dunn

were selected as Boating Safety Officers of the Year 


This award makes specific note of their incredible rescue from January 2020 off Cowells Ranch Beach. Mr. J. Gordon from the California Boating Safety Officers Association called to notify Harbormaster Tibbe that the two had been selected, stating that this award is a small token of the appreciation and recognition they both deserve as professionals and outstanding lifesaving watermen. Their service to our community is impressive and their being selected amongst statewide peers brings positive attention to the District. The Award was presented on April the 12th, 2022 at the annual 3 day conference in Lake Tahoe.

United States Coast Guard

5th Annual

Interagency Day


On March 18, 2022, at 0800, Deputy Harbormaster Cakebread, Deputy Harbormaster Pringle, Training Officer Smith, Deputy Harbormaster Conolly, along with Coastside Fire Division Chief, Dave Cosgrave, boarded Rescue Vessel Challenger at Oyster Point Marina and motored to the US Coast Guard Air Station for the 5th Annual Interagency Day. The event is essentially an open house for allied agencies in the greater Bay Area region to learn more about one another’s capabilities, limitations, procedures and background in Search and Rescue efforts.

Upon arriving in Sea Plane Harbor, we were given permission to dock at the SFO Fire Station pier, which is located adjacent to the USCG Air Station. Deputy Harbormaster Dunn and Harbormaster Smith met us at the Air Station. We then walked through the halls of one of the Air Station buildings and learned a bit about the history of the USCG and its air capabilities. Soon after, we went into the hanger for a presentation where a representative from each attending agency introduced what they do, where they’re located and what types of assets and capabilities they have to offer neighboring agencies. The majority of the event was spent walking around the Air Station tarmac, introducing ourselves to other attendees, and touring and learning about the asset vehicles/aircraft/boats that they were showing off.


There were a couple of Search and Rescue (SAR) demonstrations to wrap up the event. The first was a hoisting demo performed by the Sonoma County Sheriff's SAR helicopter. The other was staged on the water by the Federal Fire Boat from the Naval Base at Port Chicago. They demonstrated the vessel’s on-water firefighting capabilities using their multiple direct-drive diesel engine suction pumps, which could spray massive volumes of water on targets more than 100 feet away from the vessel.
