Former Wisconsin DNR Secretary Appointed to EPA's Great Lakes Regional Office
Cathy Stepp, former secretary of the Wisconsin Department of Natural Resources under Gov. Scott Walker (R),
begins her tenure as administrator of EPA's Region 5 office this month. Region 5 includes Indiana, Illinois, Michigan, Minnesota, Ohio, and Wisconsin.
Stepp has been serving as deputy regional EPA administrator for the Region 7, which includes Iowa, since August 2017. Prior to this she was a senator in the Wisconsin legislature.

EPA Considering Clean
Power Plan Replacement
On December 28
th, the EPA issued an
advance notice of proposed rulemaking (ANPRM) to "solicit information from the public as the [EPA] considers proposing" a replacement for the Clean Power Plan.
The Plan, one of President Obama's largest attempts to curb carbon emissions, was already threatened. The Supreme Court issued a nationwide stay last
February, and the Trump administration had already proposed repealing the rule (without specifying what a replacement would look like) in
October.
Members of the public who wish to comment on the replacement rule have until February 26, 2018, to do so.

Upcoming Briefings Planned for
January and February
As part of its ongoing efforts to bring regional experts, stakeholders, and Congressional staff together, NEMWI is excited to announce the topics of briefings coming in January and February.
One briefing will address the status of the Soo Locks and their importance to the steel and manufacturing industries. Another briefing will explore current initiatives to mitigate the spread of Asian grass carp in the Great Lakes.

This Week on Capitol Hill
The Senate returns from recess this Wednesday, January 3. The House returns on Monday, January 8.
With the December stop-gap spending bill expiring on Friday, January 19, Congress must decide on a longer-term spending plan to avoid a government shutdown. Additionally, it must raise spending caps to avoid automatic across-the-board budget cuts known as sequestration.
President Trump will meet this week with Congressional leaders to negotiate border funding and the
Deferred Action for Childhood Arrivals program, which is set to expire March 5.
There are no Committee hearings of interest this week.
