A reminder about Nuisance Parties

As students begin to celebrate the end of the school year and enjoy the nice weather, the City wants to remind rental property owners about the consequences of nuisance parties. Nuisance parties are addressed in Chapter 16, Sections 301 through 305 of the Columbia Code of Ordinances. The general definition of a nuisance party is a social gathering of 10 or more people on residential property that results in one or more enumerated ordinance violations including but not limited to unlawful possession of alcohol, noise, fighting or obstructing traffic. 


The Columbia Police Department will be enforcing the nuisance party ordinance this school year.  The penalty for hosting a nuisance party may include imprisonment and fines from $500 to $2,000 for the first offense and $1,000 to $4,000 for subsequent convictions. 


Rental property owners risk losing their rental Certificate of Compliance after three nuisance parties are held at the same property within a twelve month period. 

Handling Extra Trash from Turnover Season


Bulky item pickup: The Solid Waste Utility provides customers with bulky-item and major appliance collection. To arrange for the collection of a bulky item or a major appliance, please call the Solid Waste Utility (573.874.2489) or complete a request for pickup at least one week before the customer’s scheduled refuse collection day.


Bulky items are classified as normal household items that do not fit in a roll cart, such as furniture, mattresses and box springs. Each customer receives one free bulky-item pickup per year. After that, the first item in a scheduled pickup will incur a fee of $21.50, and each additional item on that scheduled collection will cost an additional $5. 


Major appliances include refrigerators, stoves and washing machines. Appliances that have refrigerant will incur a fee of $29 for collection. Appliances without refrigerant will have a $21.50 charge. These charges will apply whether the customer schedules a curbside pickup or drops it off at the landfill.


Other options for trash disposal:

  • Customers with a large amount of material for disposal may request a dumpster or roll-off container from the Solid Waste Utility, (573.874.2489).
  • In addition to Solid Waste, there are several private companies in the area that provide roll off container and bulky item removal services. 
  • Customers may bring material directly to the landfill for disposal. The rate for landfill dropoff is $55 per ton with a minimum $25 charge. The landfill is located at 5700 Peabody Road.

Roll carts are here!


A few reminders:

  • Carts shall be set out by the customer no earlier than 4 p.m. the day before collection.
  • Carts shall be removed no later than 10 p.m. on the collection day.
  • Roll cart lids must be closed. Refuse and yard waste bags must be placed inside the cart and the cart lid must be fully closed.
  • Any bags place on top of the cart or on the ground next to the cart will not be collected.
  • Storage: Except on the scheduled day of collection, the roll cart should be stored immediately adjacent to the residential structure or any accessory structure, like a garage or outbuilding, on the property.
  • East Campus Storage: The East Campus overlay includes details on dumpster and roll cart storage found in Chapter 29 of City Code. East Campus Overlay District Standards - Trash: A dumpster, other than a temporary dumpster, shall not be located in a required front yard. A dumpster located between the midpoint of a building and the required front yard shall be screened on the street side with a wooden fence. A dumpster installed after the passage of the East Campus Urban Conservation District shall be located on a hard surface at or behind the midpoint of the building. Roll carts must be located on the side or in the back of the building unless driveways, stairs, landscaping, proximity to another person's living area or other circumstances make back or side placement impractical.


Thank you for your help in adjusting to this new program and for communicating with your tenants about these changes. Neighborhood Services staff will continue to stay in touch with occupants, owners and property managers as issues are observed.

Residential curbside recycling has returned!

The City of Columbia Solid Waste Utility has resumed residential curbside collection on an every-other-week schedule. On alternating weeks, customers can put their recycling curbside on their regular weekly scheduled refuse pickup day. 


Customers should place mixed containers (aluminum cans, tin cans, glass and plastic) in blue bags. Mixed fibers (paper and cardboard) can be bundled in a box or a paper bag.

Customers can also check their schedule on the calendar feature on the Solid Waste web page or download the CoMo Recycle and Trash app to receive weekly reminders on refuse and recycling collection days.


The Solid Waste Utility mailed vouchers for blue recycling bags in January. Customers needing additional blue recycling bags should contact WasteZero at 1.800.866.3954 or customerservice@wastezero.com, and a voucher will be mailed free of charge.

Where to find Neighborhood Services

Neighborhood Services is now part of the City's new Housing & Neighborhood Services Department. Our offices have moved to 11 N. 7th Street and we are open to the public, 8 am - 5 pm, Monday-Friday. Rental applications and renewals can be dropped off with us, or in our drop box in City Hall.


The City's Housing Programs and Volunteer Programs are located at 11 N. 7th as well.


Submitting Rental Applications and Renewals:

There are several ways for you to submit your application or renewals to us:

If you submit your renewal electronically, we will provide you an invoice via email to pay online.

Self Scheduling for Rental Inspections

Neighborhood Services is offering inspection self-scheduling on a limited basis. We hope this option will help owners and managers find the best time in your schedule and help us all be most efficient with the rental compliance process.


To self-schedule, you will receive an email from us with a link where you can pick a date and time. Please respond within three business days. If the owner or manager does not self-schedule, our staff will schedule the inspection and send you the appointment.


As a reminder, our inspector will plan to meet an owner or property manager at the address. Please be in communication with us in advance if our staff person is meeting the tenant.
