Young Professionals of ECA (YP of ECA)
The next YP of ECA event was held on
October 10, 2019 at the Kaiser Tiger in Chicago. The Chicago Department of
Buildings Commissioner Judy Frydland, Deputy Commissioner, Grant Ullrich, and Chief Electrical Inspector, Michael Reynolds, were on hand to talk about how the new building codes affect our industry, as well as provided an update on future programs and initiatives in the works for the Department of Buildings and construction in Chicago.

"Are You a Project Manager or a Project Witness?" Seminar
The ECA Research and Education Committee sponsored a seminar called, "Are You a Project Manager or a Project Witness?," which was held on October 23, 2019 at the Drake Oak Brook Hotel, Oak Brook, Illinois.
The follow-up to the October program is called, "Next Level: Are You a Project Manager or a Project Witness?" Registration remains open for this program scheduled for Wednesday, November 20, 2019.

NECA / Chapter Legislative Update
The Electrical Contractors' Association of City of Chicago (ECA), also known as the Chicago & Cook County Chapter, NECA Legislative Committee is active throughout the year on national, state-wide and local levels. James McGlynn, Sr., ECA (Chapter) Legislative Committee Chairman, was able to attend a recent fundraising event for State Senator Jim Oberweis', R-Sugar Grove congressional campaign. U.S. Senator Marco Rubio, R-Florida attended the event, as well. Senator Oberweis is seeking the GOP nomination for the 14th Congressional District to run against incumbent U.S. Rep. Lauren Underwood, D-Naperville, in 2020. The event was held on October 25, 2019 at Maggiano's Banquets in Oak Brook, Illinois. We thank Mr. McGlynn for his continued legislative efforts on behalf of the Association (Chapter).

The Electrical Joint Apprenticeship & Training Trust has a new First-Year Apprentice class of 78 "A" and 20 "C" apprentices that started coursework on October 7, 2019 at the IBEW-NECA Technical Institute (INTECH) in Alsip, Illinois. -City of Chicago Department of Procurement Services (DPS) 4Q 2019 Buying Plan and SBI - MBI - Target Market Contracting Opportunities Resource Guide
The Department of Procurement Services (DPS) continues to stay committed to communications and outreach, which are key to maintaining transparency and keeping residents informed. To continue this transparency, the 4Q 2019 Consolidated Buying Plan is now available online for download. The Buying Plan highlights upcoming contracting opportunities for all City user departments as well as 12 additional government purchasing entities. This enhanced edition includes a "How-to Guide" for efficiently using the Buying Plan.
Entities that participate in the Consolidated Buying Plan are the following: Chicago Board of Elections, Chicago Housing Authority (CHA), Chicago Park District (CPD), Chicago Public Schools (CPS), Chicago Transit Authority (CTA), City Colleges of Chicago (CCC), Metropolitan Pier and Exposition Authority (MPEA), Public Building Commission (PBC), Cook County and the State of Illinois.
Additionally, DPS continues to address how to make opportunities and information more readily accessible, especially to the local, small business community. To this end, DPS has created a one-page companion resource to the Quarterly Buying Plan. This guide will identify solicitations published in 3 key categories: Small Business Initiative (SBI), Mid-Size Business Initiative (MBI), and Target Market Program.

-City of Chicago Department of Planning and Development Updates
INVEST South/West to direct $250 million in DPD funds to South and West sides
The unprecedented community improvement initiative from Mayor Lightfoot will marshal the resources of multiple City departments, community organizations and corporate partners toward 10 neighborhoods on Chicago's South and West sides over the next three years. DPD will work with community-based partners this fall to identify priority corridors for public investments in each neighborhood, using $250 million from the department's Tax Increment Financing, Small Business Improvement Fund, and Neighborhood Opportunity Fund programs. That's in addition to $500 million in planned infrastructure improvements that will provide transportation, housing and quality of life enhancements that foster private investment.

New Rules Would Mandate More Public Engagement for all 'Megaprojects'
Procedures proposed to the Plan Commission this month by DPD staff would require developers of "Master Planned Developments" to participate in a variety of internal and external zoning meetings, including at least two City-initiated public meetings.
Potential development locations that could be subject to the new procedures include the nearly 100-acre Michael Reese site in Bronzeville, the 450-acre USX site in South Chicago, and an approximately 35-acre site adjacent to Solider Field on the Near South Side. Plan Commission staff is accepting public comment on the proposed rules through Monday, Nov. 18 at
DPD@cityofchicago.org
