Framework for Bipartisan Infrastructure Package Released
A bipartisan group of Senators and the White House have agreed to a framework to move forward with a potential deal on infrastructure legislation. The framework would include $579 billion in new spending on traditional infrastructure projects. Included in this proposal is $109 billion for roads and bridges; $49 billion for public transit; $66 billion for rail; $7.5 billion for electric vehicle infrastructure; $25 billion for airports; $55 billion for water infrastructure; $65 billion for broadband infrastructure; $21 billion for environmental remediation; and $47 billion for resilience.
While this framework currently has bipartisan support, it is possible that Democrats, who control both the House and Senate, could move forward with a two-track process on infrastructure language, using regular order to pass the bipartisan bill, and then also using the budget reconciliation process, which could be approved by a simple majority in the Senate, to pass an additional infrastructure bill with additional Democratic priorities.

House Appropriations Subcommittee
Releases Annual Interior Bill
The House Appropriations Subcommittee on the Interior and Environment formally released the annual FY 2022 Interior, Environment, and Related Agencies Appropriations bill on Sunday. The Subcommittee also marked up the bill on Monday, June 28th. The bill includes a total of $11.3 billion for the EPA in FY 2022, which is an increase of $2.1 billion over fiscal 2021 and $110.8 million more than what the White House requested.
The full House Appropriations Committee is set to markup the bill on Thursday, July 1, at 9 a.m.
