Message from the French Creek Council Board of Directors on Registration Fees

Dear French Creek Council Scouting Family:


For over 112 years, Scouting has helped to build future leaders by combining educational activities and lifelong values with fun and outdoor activities. For over 50 years, the French Creek Council has been dedicated to developing local youth into leaders of good character and preparing them for life by instilling in them timeless values of the Scout Oath and Law.


As the French Creek Council continues to deliver the Scouting mission to youth into its second century, it is important that those values remain, while also keeping pace with an ever-changing world.


While the National Office of the BSA and your local unit ask for annual registration fees and dues, our local council instead has relied upon the generosity of those willing to donate to the Family Friends of Scouting Campaign (FOS). These donations have been an integral part of the financial support needed to operate Scouting locally, helping to secure the funds necessary to provide many essential services and resources to units and Scouting families, such as camp activities and programs, youth and adult leader training, communications, and a dedicated professional and office staff.


On January 1, 2023, the French Creek Council will be discontinuing the Family FOS program and will not be conducting unit presentations and solicitations going forward. Instead, a different method will be introduced to help provide for the operating costs needed annually to provide quality Scouting programs. Beginning in 2023 an annual Fair Share Council Fee will be included at the time of re-charter. The annual amount will be $30 for youth ($2.50 per month) and $15 for adult ($1.25 per month). This will be in addition to the annual youth and adult fees required by National BSA and our insurance fee. Included is the pro-rated fee chart showing the National BSA and local council fees.


While FOS contributions have been a critical part of funding and supporting local Scouting for many years, these contributions have been declining as costs continue to rise. The FOS presentation disrupts the unit meetings and their recognition programs, and takes a significant amount of time, effort, and resources to organize and implement effectively. The FOS funding model has become outdated in many ways. While some families choose to contribute, many choose not to do so. The feedback we’ve received is that most families would prefer to know what the annual costs are upfront, and then pay one fee, as they do with many of their children’s other activities.

French Creek Council Sustainable Funding FAQ


1)    What is changing?

a.     The traditional Family Friends of Scouting program is being replaced with a Council program fee that will be due at the unit level at the time of re-charter.


2)    Why are we doing this?

a.     FOS Family contributions have been in decline for a number of years, while costs continue to rise.

b.     This reflects the true cost of Scouting, with every member helping to offset the cost required to support their children in the program.

c.     While National BSA and local units have long required members to pay annual fees/dues to support Scouting operations, our local council will be adopting this approach.

d.     Our staff and FOS volunteer teams spend an inordinate amount of time with the Family FOS program. This will allow for a more focused effort on delivering the life-changing program with greater effectiveness and impact.

e.     Families prefer to know the annual registration cost up front and at one time rather than to be asked later in the year for additional funds.


3)    What does this fee cover?

a.     This fee provides for a professional District Executive, insurance (accident and sickness, property, vehicle coverage for every youth and adult, ect.), recruiting campaign materials, council-wide communications and administrative support to facilitate these. While there will still be costs to participate in some activities, like camporees, the organizational and support costs are provided by the fair share fee.


4)    Who is initiating the change?

a.     A group of volunteers began studying this concept as part of an initiative to rethink operation with the goal of improving Scouting.


5)    Does this represent a cost increase?

a.     No. This change does not represent a cost increase, but merely a different way of funding these costs.


6)    When does the new plan begin?

a.     For existing Scouting families, it begins with the unit re-charter submission in the fall, which will cover the 2023 calendar year.

b.     For new Scouting families who join after January 1, 2023, the cost will be prorated and submitted with the registration.


7)    Will this impact National or Unit dues?

a.     No. National and Unit dues are totally independent and are set by National and the unit, not the local council.


8)    Some of our families will struggle with this cost. How can I help?

a.     While the amount is based on unit membership, the total amount due will be paid as one cost by the unit at re-charter, so if the unit or more financially secure families can assist the less financially secure within the unit, they will be able to do so.

b.     The Council will also be establishing a fund to assist families in need, which will be announced at a later date.

c.     Also, many families have more than one scout in the program. A multi-Scout discount will be offered to these families.


9)    Will there still be FOS presentations?

a.     No. Individual donors will still have the opportunity to support Scouting but will not be engaged through a unit-based Friends of Scouting presentation.


10) Will the local districts still host local FOS Community events like breakfasts and the Wine Walk?

a.     Yes. The Community Campaign events will continue to reach out to the community beyond our Scouting families.


11) What about Council fundraisers like popcorn and the gun raffle?

a.     We will continue to promote these as campaigns as a value to both the Council and the units. These campaigns offer viable ways for units to significantly decrease the activity costs at the unit level.

Membership Fee Breakdown with Sibling Discount


YOUTH FEES


Total annual 2023 youth fee  due at recharter for youth members in Cub Scouts, Scouts BSA, Venturing and Sea Scouts - $111.00. Includes $75.00 for the National BSA membership fee and $36.00 for the Fair Share ($30.00) and insurance ($6.00) fee.


Total prorated amount - $9.25 per month effective January 1, 2023.


Total annual 2023 youth fee due at re-charter for youth members in Exploring - $60.00. Includes $45.00 for the National BSA membership fee and $15.00 for Fair Share and Insurance fee.


New Youth Fee: starting 2023 the council will cover the new member $25 fee.


Total Explorer prorated amount - $5.00 per month effective January 1, 2023.


Multi-Scout Family Discount - $20.00 for each additional Scout. For example, a Scout family with three Scouts would pay $111.00 for the first scout and $91.00 for the second Scout and $91.00 for the third Scout. These discounts are recognized only during the re-charter period.


Scouts Life Magazine - Additional $15.00 per year. Prorated fee - $1.25 per month.


ADULT FEES


Total annual 2023 adult leader fee due at recharter - $66.00 per adult.


Note: Total adult leader fee includes adults registered in a unit position, district committee members and commissioners. The total adult leader fee includes $45.00 for the National BSA membership fee and $15.00 for the Fair Share fee and $6.00 for the insurance fee.


No-Fee-Required Registrations – Merit badge counselors, STEM Nova counselors, and religious emblem coordinators are registered adult leader positions that require a completed BSA adult application, Youth Protection training, and a criminal background check, but no registration fee is required unless they choose to pay to receive Scouting magazine. Executive officer and Lion and Tiger adult partner positions do not require a registration fee because they are not registered adult leader positions. These positions also do not require a completed BSA adult application and are not submitted for a criminal background check. While Youth Protection training is not required for adults holding these positions, it is recommended for all participating adults.


NATIONAL BSA RECHARTER FEE

National BSA annual re-charter fee for units - $100.00


IN-COUNCIL TRANSFER

In-council transfers (Arrow of Light to Scout) have no fee. Transfer can be done online at my.scouting.org or by filling out a BSA Application and submitting it to the council service center.
