March 17, 2023

Dear QTC Provider,
We are pleased to announce 2 new Bookmarks recently released. These new bookmarks are effective for cases with medical records processed on or after March 10, 2023.

New Bookmarks:
  • PACT ACT
  • Remand
PACT ACT
The new PACT ACT bookmark captures these 3 types of documents:

  1. TERA Memo - TERA Memo is a VA Memorandum document that provides an examiner with information on specific exposures related to a Veteran's claim and guides the provider to certain websites to assist with opinions.
  2. ILER - If available (not all TERA cases will have this), ILER is an exposure tracking database that verifies toxic exposure throughout a service member's military service and may include: Individual Deployment History, Exposure Pathways, Periodic Occupational and Environmental Monitoring Summay, Industrial Hygiene, Registry, and Incidents.
  3. 1119 - If available, must be reviewed as it includes presumptive locations of toxic exposures and qualifying dates of exposure.
REMAND
The new REMAND bookmark will identify the Remand letter which contains specific case instructions for provider to address. When a Remand medical opinion is requested, the Remand letter must be reviewed and cited in the Medical Opinion DBQ.
We appreciate your continuous feedback on how we can improve your experience with QTC!
