Farewell to Liz Taylor, National RTAP Assistant Director


Liz Taylor joined National RTAP as a Project Manager in May 2013 and was promoted to Senior Project Manager and then to Assistant Director in 2018. Since National RTAP was founded in 1987, she’s been with our program for about 30% of its history. Liz has led or contributed to so many valuable projects and initiatives, including the Community Rides Grant Program; our conferences in Myrtle Beach, Portland, Omaha, and Denver; and numerous training projects, toolkits, webinars, and roundtables over the years.


Liz has represented National RTAP at many conferences throughout the country, and visitors to our booth have always been delighted by her warmth, knowledge, and ability to provide superb technical assistance.


Please join us in wishing Liz Taylor the very best as she embarks on a new journey in her transit career at the Massachusetts Bay Transportation Authority (MBTA, or “The T”) starting in September 2024. Our team and the entire rural transit community will miss her greatly, but we know the legacy she has left for National RTAP will live on for many years to come.

National RTAP plans to launch a new Grant Writer Directory to help rural and tribal transit agencies and local, regional, and state transportation programs find grant writing consultants that they can consider contracting with. If you know of any grant writers that should be considered for this directory (self-nominations are welcome), please contact us.

Updated National RTAP Technical Brief on Performance Evaluation


National RTAP updated its technical brief on Performance Evaluation for Rural Transit Systems. The brief provides information on categories of performance measures, selecting and reporting on performance measures, and interpreting and using results. Updates include new sample performance measures, new items in the bibliography, and information about using electronic logging devices in performance evaluations.

Note: This roundtable is only for Rural and Tribal Transit Managers.


National RTAP and the National Center for Applied Transit Technology (N-CATT) are co-hosting a webinar on Cybersecurity for Transit: What You Need to Know on October 1, 2024, from 2:00-3:30 PM ET. This webinar will cover cybersecurity for transit basics and provide guidance for small transit agencies on the actions to take to prevent, respond to, and recover from cyberattacks. Attendees will leave with steps they can implement right away.


National RTAP invites you to a workshop series to develop GTFS data for trip planners. The training will consist of three 1-hour sessions on Wednesdays at 2:00 PM ET on October 2, October 9, and October 16, 2024. At the end of the training, you can expect to complete GTFS data for one bus route, and most importantly, will have the ability to complete your GTFS data for other routes and generate the required weblink to report at the National Transit Database (NTD).


National RTAP and the National Center for Applied Transit Technology (N-CATT) are co-hosting a webinar on Mobility Wallets 101 on November 4, 2024 from 2:00-3:00 PM ET. Learn about mobility wallets and the Michigan Mobility Wallet Challenge, including several successful projects that have been implemented.

National RTAP Hosting Transportation Safety Institute (TSI) Trainings

Books in Transit Discussion Group Selects Next Book


The National RTAP Books in Transit Discussion Group selected the book The Lost Ticket by Freya Sampson as its next book to read for our February 2025 meeting. The novel is about a man who met a woman on a bus and lost the bus ticket with her phone number on it. For the past sixty years, he’s ridden the same bus trying to find her.

National RTAP Tribal Transit Driver Spotlight Article - Chad Bowman, Cherokee Transit


Chad Bowman is a driver for Cherokee Transit, headquartered in Cherokee, North Carolina. Chad has been delivering safe, efficient, comfortable, and friendly transportation for five years . . . going on six and counting. He drives the dialysis routes on Monday, Wednesday, and Friday, sometimes even driving 4 hours each way to take passengers to their appointments. Passengers call his bus “the cool bus” and enjoy riding with Chad because he is always friendly and laughing. His riders often tell him, “I don’t know what I would do without you.” Read more about Chad

The National Center for Applied Transit Technology (N-CATT) provides a Technology Toolbox with links to and reviews of tools for assessment, GTFS, visualization, and other topics. National RTAP's GTFS Builder is included in the Toolbox.


Updated National RTAP GTFS Builder Press Release Template


National RTAP updated its press release template for transit agencies using our GTFS Builder web application. The Microsoft Word template can be customized with the agency logo, contact information, and additional details. After completion, it can be sent to media outlets (newswires, newspapers, radio stations, etc.), or used to create content for agency print or online marketing.


National RTAP Resources Added to National Transportation Library Dictionary and Acronym Guide


The National Transportation Library published a Guide that answers the question, "Where can I find a dictionary of transportation terms?" The Guide includes National RTAP's Acronym Dictionary and Transit Manager's Toolkit Glossary.

U.S. DOT and FTA Updates

FTA announced the availability of nearly $9.2 million in Fiscal Year 2024 competitive grant funding through its Tribal Transit Program (Public Transportation on Indian Reservations Program) to support transit services for American Indian tribes and Alaska Native villages in rural areas. Applications will be accepted through November 13, 2024.


U.S. DOT's new vehicle-to-everything (V2X) Plan - Saving Lives with Connectivity: A Plan to Accelerate V2X Deployment is focused on improving safety, mobility, and efficiency through use of V2X technology, which enables vehicles and wireless devices to communicate with each other and with infrastructure.


FTA seeks comments through September 23, 2024 on an extension of its existing partial general nonavailability waiver for mass-produced, unmodified, non-ADA accessible vans and minivans. If not extended, the waiver will expire after October 24, 2024. 


U.S. DOT proposes to amend its rules implementing the transportation provisions under Title II, Part B, and Title III of the Americans with Disabilities Act by adopting as regulatory accessibility standards the Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way (PROWAG) issued by the Architectural and Transportation Barriers Compliance Board (Access Board). Comments must be received by September 23, 2024.

The Rural Domestic Preparedness Consortium provides free training on emergency topics, such as Disaster Recovery in Rural Communities and Emergency Operations Plans for Rural Jurisdictions. Courses are available online and in-person.

Publications

TCRP's Third-Party Contracts for Fixed-Route Bus Operations and Maintenance focuses on the performance metrics used in contracts for fixed-route bus operations and maintenance, such as accident rates, complaints, fleet availability, and others.


FHWA's Rural Virtual Public Involvement Synthesis and Tools assist transit agencies in developing their own, local frameworks for decision-making around how to connect with rural communities and whether virtual tools might be appropriate in doing so. The report includes a case study about how a regional transit agency used online surveys to gather broad input on projects.


NCHRP's Shared-Risk Insurance Pools for Transit Agencies: A Guide explains how insurance pools function, how to evaluate the feasibility of a shared-risk insurance pool, and how to establish and manage this type of pool.


In Opening Doors: Including People with Disabilities in the Transit Workforce, authors from the National Center for Mobility Management (NCMM), Transit Workforce Center (TWC), and International Transportation Learning Center (ITLC) provide approaches, guidance, and case studies on strategically targeted recruitment and retention of employees with disabilities. Strategies include modifications to a job, work environment, or hiring process to enable access for a person with a disability.


The National Association of State Technology Directors (NASTD) conducted a survey on Artificial Intelligence in State Government IT Operations and found that 37% of the 42 states that responded are using artificial intelligence for transportation and infrastructure. 

Databases and Tools

The Electric Vehicle Infrastructure-Locally Optimized Charging Assessment Tool and Estimator (EVI-LOCATE) from the National Renewable Energy Laboratory helps users to design and estimate costs for electric vehicle charging infrastructure.


Government Technology created State of AI: An Interactive 50-State Tracker. This interactive map has a dropdown menu to filter by category and discover which states are adopting and regulating artificial intelligence (AI) in government through task forces, leadership roles, policies, projects, and restrictions.


The Baylor University Rural Active Living Assessment Tools and the Rural Active Living Perceived Environmental Support Scale were designed to help researchers and community members collect data on the existence and perception of physical environment features and amenities, town characteristics, community programs, and policies that could potentially influence levels of physical activity among residents living in rural communities.


Via maintains a Funding Alert dashboard with information about regional and national grants and funding opportunities.


The National Aging and Disability Transportation Center (NADTC) published new Every Ride Counts social media graphics, posters, magnets and more, that can be downloaded and customized with transit agency logos and contact information.

Opportunities

The U.S. Department of Energy Office of Indian Energy Policy and Programs issued two Notices of Intent to release Funding Opportunity Announcements later this summer. The notices will support Tribal clean energy planning and development.


The Rural Business-Cooperative Service invites applications for loans and grants under the Rural Microentrepreneur Assistance Program for fiscal year 2025. This program supports the development and ongoing success of rural microentrepreneurs and microenterprises. First quarter applications must be received by September 30, 2024 and second quarter applications by December 31, 2024, with additional dates for 2025.


The Joint Office of Energy and Transportation Charging and Fueling Infrastructure Discretionary Grant Program Round 2 Notice of Funding Opportunity deadline to apply has been extended to September 11, 2024.


The USDA Rural Energy for America Program is accepting applications through September 30, 2024. The program provides grant funding to rural small businesses for renewable energy systems or to make energy efficiency improvements.


EPA’s new Environmental and Climate Justice Community Change Grants program will fund environmental and climate justice activities to benefit disadvantaged communities through projects that reduce pollution, increase community climate resilience, and build community capacity to address environmental and climate justice challenges. Applications are being accepted through November 21, 2024. EPA will accept applications for its Tribal and Territory Grants program through the Diesel Emissions Reduction Act through December 6, 2024.


The EPA Recreation Economy for Rural Communities program is accepting applications through October 16, 2024. The program provides planning assistance to small towns and rural communities to help them boost their outdoor recreation economy and revitalize their main streets.


The Digital Equity Competitive Grant Program funds initiatives that ensure communities have the access and skills to fully participate in the digital world, regardless of their background or circumstances. Applications must be received by September 23, 2024 (October 22, 2024 for U.S. territories).

Legislation

Effective October 15, 2024, NHTSA will extend the period of time manufacturers of motor vehicles, child restraint systems, and tires must retain records concerning malfunctions from 5 years to 10 years. Petitions for reconsideration of this final rule must be received by September 30, 2024.


The Federal Emergency Management Agency (FEMA) is seeking comments through September 3, 2024 on a proposed rule to update FEMA’s Public Assistance regulations. The program provides financial assistance to state, local, tribal and territorial governments, and some private nonprofit organizations, so communities can respond to and recover from major disasters or emergencies. FEMA is seeking feedback from stakeholders about the definition of a “private nonprofit facility.”


The Office of Management and Budget is reviewing the Standard Occupational Classification manual that lists a 911 telecommunicator as a clerical job. The National Emergency Number Association (NENA) filed comments recommending the reclassification into the “Protective Service Occupation” category.


The Environmental Protection Agency (EPA) proposed revisions, updates, and corrections to its streamlined fuel quality regulations. For example, EPA is proposing to clarify how batches of fuel certified through automatic sampling would be treated when a test result indicates that a regulated parameter exceeds a per gallon standard. Comments must be received by October 15, 2024.


FMCSA is seeking approval of a new information collection request on the forthcoming online FMCSA Registration System (FRS), which will replace its Unified Registration System (URS). This system registers for-hire motor carriers of passengers. Comments must be received by September 27, 2024.
