Join your Rural and Tribal Transit Manager peers for a Transit Manager Peer Roundtable with a Healthcare Transportation Focus on September 10, 2024, from 2:00-3:15 PM ET. This roundtable will focus on strategies for providing general public transit trips to medical appointments and contracted service with hospitals, which benefits the patients and healthcare providers, and brings in useful contract revenue for your transit system.


Strategies and language to use to start these partnerships will be discussed. A brief update will be provided about the 2023 CMS Medicaid Transportation Guidance.


Note: This roundtable is only for Rural and Tribal Transit Managers.

New National RTAP Interactive Dashboard on Resources By Roles


National RTAP's new Resources by Roles tool is an interactive dashboard that lets users see and access all the National RTAP resources that can be used for training staff for the major roles in rural transit agencies, such as drivers, heads of agencies, state program managers, and others. Clicking on the tiles for the roles will take users to links in our Resource Library, website, or eLearning, where they can access full-text.


Our Resource Catalog still contains information on Resources by Roles (pages 9-10), but now lists the top five recommended resources for each role (rather than the top fifteen). If anyone has questions, please contact info@nationalrtap.org.

Updated National RTAP Technical Brief on Used Oil Recycling: Getting Extra Mileage Out of Your Motor Oil


National RTAP updated its technical brief on Used Oil Recycling: Getting Extra Mileage Out of Your Motor Oil. This technical brief explains the different options for recycling used motor oil and provides two examples of transportation providers burning their used oil for heat. It also includes important regulatory information, a glossary of key terms, and a list of helpful resources. The newest version includes updated case studies and new information from the Environmental Protection Agency (EPA).

Learn about Alternative Fuels and Clean Cities and Communities Questions and Answers Posted


We held a Learn about Alternative Fuels and Clean Cities and Communities webinar on July 31, 2024. Experts from Clean Cities and Communities Coalitions (part of the U.S. Department of Energy) and the Southeast Energy Efficiency Alliance (SEEA) provided an overview of the differences between alternative fuels (such as battery electric, compressed natural gas, propane, and others). Attendees also learned about the Clean Cities and Communities Coalition program. Read the Q&A document.


National RTAP Hosting Transportation Safety Institute (TSI) Trainings


National RTAP is hosting the following two Transportation Safety Institute (TSI) trainings in Kalispell, Montana: Substance Abuse Management and Program Compliance Course on September 17-19, 2024, and Reasonable Suspicion and Post-accident Testing Determination Seminar on September 20, 2024. The trainings will be held at the Hilton Garden Inn in Kalispell. To register, send an email to Neil Rodriguez with your contact information.

National RTAP Review Board Member Spotlight Article - Dion Knipp


Dion Knipp, CCTM, Operations Director of OATS Transit in Columbia, Missouri, joined the National RTAP Review Board in the Spring of 2024. As the Operations Director, Dion manages the statewide fleet of over 700 vehicles, facility maintenance, and safety programs in 87 Missouri counties to keep drivers and riders safe. Before OATS, he managed programs for Missouri DOT, including bridge, aviation, and transit. He was a winner in National RTAP's first Wall of Fame. He also is an avid football fan and fisherman. Our National RTAP 2024 Photo Contest – The Art of Transit – is for your creative side. We’re asking you to draw, paint, sculpt, quilt, weave, make a collage, or create an artistic digital image that depicts rural or tribal transit.  Entries must include an original artistic image of a bus, bus stop, driver, and/or riders. The artist can be a transit agency staff member or a rider. This is still a photo contest; the final submission will be a photo of your artwork. Learn more and submit your artwork by August 23, 2024.


CTAA/TP4A Paper Cites National RTAP


CTAA and the Transit Planning

4 All (TP4A) collaborated to produce Lessons Learned in Inclusive Transit Planning with Persons with Disabilities, Older Adults, and Priority Populations. The paper identifies and documents six principles for inclusive planning with priority populations and cites National RTAP's Diversity, Equity, and Inclusion in Public Transportation Best Practices Spotlight Article and our Website Builder technology tool.

U.S. DOT and FTA Updates

FTA's July 2024 Transit Safety and Oversight Spotlight newsletter includes information on its test reclassification procedures, program manager contingency and transition plans, and insufficient drug specimens.


FTA's Safety and Security Certification of Electric Bus Fleets – Industry Best Practices developed minimum safety and security certification program practices and protocols for transit agencies to verify that battery electric buses and their associated facilities, systems, and equipment are safe for operation. 


The FTA Coordinating Council on Access and Mobility (CCAM) launched the new CCAM Multisector Partner Directory, a resource for spotlighting the national multisector partners and technical assistance (TA) centers that CCAM members engage with to improve access to human services transportation. The Directory can be searched by keyword, type of agency, type of service, and CCAM member relationship. There is also a form to add a new partner, provide feedback, or share a collaboration story.


The Office of Management and Budget information collection request for comments on the Survey of FTA Stakeholders has been extended to October 11, 2024.

Webinars and Training

The Environmental Protection Agency's (EPA) MOVES4 Hands-on Training includes a new module on modeling climate pollutants and energy analysis that reflects updated greenhouse gas (GHG) guidance.


HIRTA Public Transit is holding a conference on October 10, 2024 in Newton, IA from 10:00 AM - 4:45 PM ET: Beyond the Bus | Rural Mobility Solutions: Enhancing Access, Sustainability, and Resilience. Beyond the Bus will explore strategies to address these challenges and improve rural mobility.

Publications

The Virtual Public Involvement (VPI) Toolkit collects resources from the FHWA VPI initiative by the type of tool being used. Each Toolkit page summarizes examples of how transportation organizations use VPI tools in public involvement efforts. An example is the Atlanta Regional Commission Meetings-in-a-Box Fact Sheet, which covers a wide geographic area in a variety of urban and rural environments.


TCRP's Provision of Alternative Services by Transit Agencies: The Intersection of Regulation and Program explains how alternative services provide cost savings and meet more spontaneous travel needs of ADA paratransit riders based on cost per subsidized trip versus cost per ADA paratransit trip. The report also identifies and documents legal and regulatory matters that transit agencies should address for their alternative services.


The National Aging and Disability Transportation Center (NADTC) and the Center for Excellence: LGBTQ+ Behavioral Health Equity produced a Providing Welcoming Transportation to the LGBTQ+ Community Tip Sheet for organizations to provide welcoming transportation services to all riders. Tips include never assuming how someone identifies and placing LGBTQ+ supportive symbols where people can see them.

Databases and Tools

The Centers for Disease Control and Prevention (CDC) provides a HeatRisk application with an interactive map filterable by zip code and by day that shows what areas will experience little to extreme heat risk. The tool links to resources on cooling centers and air quality.


Rebuild by Design's Atlas of Accountability is an interactive map that allows users to identify past federal disaster declarations and recovery funding for climate-driven events county-by-county, and congressional representatives district-by-district.


USDA's Rural Investments Through Rural Development Data Gateway provides an overview of investments nationwide, and in socially vulnerable communities. Data can be filtered by Program Area (such as Business Programs), State, and other metrics.


The Council on Environmental Quality's Climate and Economic Justice Screening Tool has an interactive map and uses datasets that are indicators of burdens in eight categories: climate change, energy, health, housing, legacy pollution, transportation, water and wastewater, and workforce development. The tool includes data from U.S. states and territories, as well as Tribal Nations.


The Federal Reserve Bank of Minneapolis created the Native Community Data Profiles tool that connects data from a variety of public sources for a place-based look at a range of topics, such as population, demographics, vehicles per household, and other data. 

Opportunities

The U.S. Department of Energy is soliciting grant applications for its Smart Manufacturing and Recycling Tactics for States (SMART) program for states and units of local government to create new or enhance existing battery collection, recycling, and reprocessing programs, with a focus on awareness, education, and community benefits. The submission deadline is September 16, 2024.


The National Center for Applied Transit Technology (N-CATT) announced a Request for Quotations for Vendors to support staff to develop and administer a Data Literacy Survey of small-urban, rural, and tribal transit operators. The vendor will determine levels of data literacy among small transit agencies, identify areas of improvement, create key performance indicators, and evaluate how future N-CATT products improve on those benchmarks. Responses are due on August 23, 2024. 


TCRP is seeking nominations for panel members for seven new synthesis topics. The due date to submit a nomination through MyTRB is August 30, 2024. One topic specifically focuses on rural transit: Building Safe, Quality Access to Bus Stops for Rural and Exurban Communities.

Legislation

On July 25, 2024, the Senate Appropriations Committee passed its fiscal year 2025 Transportation Appropriations Bill. The bill provides $17 billion for FTA, including $2.262 billion for Capital Investment Grants, a $57 million increase over fiscal year 2024.


FMCSA seeks input on all FMCSA guidance documents that are good candidates for revision or rescission including guidance published on FMCSA's guidance portal page. The public is encouraged to identify guidance documents that are inconsistent or unclear, may not be conducive to uniform or consistent enforcement, or are no longer necessary. Comments should be received by September 12, 2024.
