National RTAP and the U.S. Department of Agriculture (USDA) will be holding a webinar on Rural Transit Resources: Building Capacity and Resilience in Rural and Tribal Communities on May 2, 2024 from 2:00-3:00 PM ET.


Your state, rural, or tribal community may be eligible for – or already participating in – one of the US Department of Agriculture (USDA) Rural Development grant programs focused on economic development, community facilities, housing, utilities, or the environment. Find out more about these programs and how transit can participate in making the projects successful and impactful. Some of the USDA grant programs are transportation related and transit vehicles or facilities may be an eligible expense. This webinar is intended for the transit industry as well as rural development stakeholders to learn about rural grants and technical assistance programs from the USDA and FTA and how to be effective partners.

Updated National RTAP Technical Brief on Understanding the U.S. Department of Transportation'​s Disadvantaged Business Enterprise (DBE) Program


National RTAP updated its Technical Brief on Understanding the U.S. Department of Transportation'​s Disadvantaged Business Enterprise (DBE) Program. The U.S. DOT DBE program is intended to ensure nondiscrimination in the distribution of these funds to subcontractors. This technical brief is an overview of the program for U.S. DOT-funded agencies and the requirements involved. Updates include a summary of changes from the U.S. DOT DBE Final Rule, a new case study from the Idaho Transportation Department, a new flow chart, and bibliographical references.

National RTAP is hosting an Early Property Acquisition and NEPA Compliance Webinar on April 25, 2024 from 2:00-3:30 PM ET. Dee Phan and Peter Clark of FTA will provide an overview of FTA’s policies on early or advanced acquisition of real property for instances where federal funds are anticipated to be used for the purchase and relocation of any displacees or development of the subject property.


In March 2024, National RTAP added new Tribal Transit pages to its Transit Manager's Toolkit. Join Amy Hill, Transportation Coordinator, Muscogee Creek Nation, and National RTAP staff on May 7, 2024, 2:00-3:00 PM ET, for a webinar introducing the Toolkit's content, including guidance, case studies, regulations, funding, and more.


Our next State RTAP Manager Peer Roundtable will take place on July 10, 2024 from 2:00-3:00 PM ET. State RTAP Managers can join their peers for an informal discussion on GTFS, 5310 programs, scholarship policies, and other topics of interest.


For our August 6, 2024 meeting from 2:00-3:00 PM ET, the National RTAP Books in Transit Discussion Group will be reading Buses Are a Comin'. Charles Person, the youngest Freedom Rider and one of two surviving original Freedom Riders, wrote a memoir of his famous and history-shaping rides on Greyhound and Trailways buses in 1961 to end segregation on buses, in depots, and in waiting areas. The author is planning to attend! Register.


National RTAP and the Transportation Safety Institute (TSI) will be holding a Substance Abuse Management and Program Compliance Course on September 17-19, 2024 and a Reasonable Suspicion and Post-accident Testing Determination Seminar 

on September 20, 2024, both in Kalispell, Montana. Register.


Updated Scholarship Guidance Added to State RTAP Manager's Toolkit


National RTAP added updated guidance to our State RTAP Manager's Toolkit about how Start RTAPs can develop policies regarding scholarship provision, including guidance on scholarship eligibility requirements. We have also updated this page with information on scholarship policies from several State RTAPs. Organizations that apply for State RTAP scholarships must be providing transportation services in rural areas.


National RTAP Technical Brief Matching Game Contest


Every spring, National RTAP launches a fun contest to help our users learn more about our training resources. This year's contest is a Technical Brief Matching Game. The first person who correctly identifies which technical brief each sentence belongs to will win a $25 gift card. Send completed entries to info@nationalrtap.org. Read a GTFS Builder Spotlight Article about Eastern Panhandle Transit Authority (EPTA) in West Virginia. Hagerstown/Eastern Panhandle Metropolitan Planning Organization’s (HEPMPO) Transportation Planner Michaela McDonough knew nothing about GTFS when she began her role, but with National RTAP's GFTS Builder, she was able to publish an interactive trip planner on EPTA's website, provide links to download the GTFS datasets, and even give a presentation at a conference on creating shapes. National RTAP continues our annual Topic Guide updates with our Disasters Topic Guide. This guide includes resources on disaster planning, response, and recovery, as well as general information on disasters and emergencies. New resources include:


National RTAP RFP to Update Volunteer Driver Program Guidebook


National RTAP, along with Washington State DOT (WSDOT) and the Colorado Association of Transit Agencies (CASTA), released a Request for Proposals (RFP) to update and nationalize WSDOT’s Volunteer Driver Program Guidebook, last updated in 2013. The project will be guided by a workgroup of volunteer transportation stakeholders. The deadline to respond to the RFP is May 17, 2024. Visit this page for the link to the RFP and information

U.S. DOT and FTA Updates

Effective May 9, 2024, U.S. DOT is amending its Disadvantaged Business Enterprise (DBE) program regulations. The final rule updates the personal net worth and program size thresholds for inflation, modernizes rules for counting material suppliers, incorporates procedural flexibilities enacted during the COVID–19 pandemic, and updates other areas.


U.S. DOT's Promising Practices for Meaningful Public Involvement in Transportation Decision-Making contains promising practices around meaningful public involvement and participation that can help U.S. DOT funding recipients comply with Title VI of the Civil Rights Act of 1964, the National Environmental Policy Act of 1969 (NEPA), and other existing requirements. For example, The Alaska DOT recruits community volunteers to serve as Inuit interpreters for council meetings and meetings in rural areas.


On April 16, 2024, the U.S. Department of Transportation published an amendment to the FY24 Safe Streets and Roads for All (SS4A) Notice of Funding Opportunity. The amendment updates the funding set aside for planning and demonstration activities, includes a match waiver, and clarifies various topics.


FTA is inviting public comment through June 4, 2024 on revisions to policy guidance for the Capital Investment Grants (CIG) program. The program is the federal government’s primary way to support large, locally driven transit projects.

Webinars and Training

The Association of Travel Instruction (ATI) is holding its 2024 ATI Annual Conference in Charlotte, NC, from July 30 to August 1, 2024. If you have innovative programs, best practices, or valuable resources to share with a national audience on topics related to travel training, orientation and mobility, or mobility management, you can submit a session proposal. The deadline for submissions is May 3, 2024. 


The National Association of Development Organizations (NADO) and its program affiliate RPO America will be holding an RPO America Peer Exchange: RPO 101 and Learning Experiences from Peers on May 16, 2024 at 2:00 PM ET. This will be a a virtual peer exchange on what a rural transportation planning program (such as an RTPO or RPO) is, how transportation programs work in RPOs across the country, and learning experiences from RPO peers. 


Drive Electric Earth Month is a national campaign by Plug In America, Electric Vehicle Association, Sierra Club, EVHybridNoire, and Drive Electric USA to share information about electric vehicles throughout the month of April. Individuals can enter a city or zip code to find in-person and online events such as Electric Vehicle Expos.

Publications

NCHRP's Encampments of Unhoused Individuals in Transportation Rights-of-Way: Laws and State DOT Practices documents the laws, statutes, cases, procedures, policies, and other resources governing transportation rights-of-way and the relationship of these to unhoused individuals using encampments in transportation rights-of-way.


TCRP's Legal Issues and Emerging Technologies provides guidance and resources to assist with legal changes resulting from the implementation of technology, including regulatory challenges, risk management, cybersecurity, privacy, handling confidential and proprietary information, intellectual property rights, civil rights, environmental justice compliance, labor and employment law, and procurement issues.


The National Aging and Disability Transportation Center (NADTC) and the American Foundation for the Blind (AFB) collaborated to produce Meeting the Needs of Older Passengers with Vision Loss: Guidance for Transportation Providers. It covers the challenges older adults with vision loss face and discusses ways to increase awareness of vision loss when providing transportation services, such as driver training and conducting outreach to older passengers with vision loss.


The FHWA Office of Tribal Transportation published FY2023 Tribal Shares and Planning Funds. Tribal Transportation Program formula funds (known as Tribal shares) are sent to Tribes and the Bureau of Indian Affairs. 


The Congressional Research Service (CRS) published American Indian, Alaska Native, and Tribal Population Data, based on 2020 U.S. Census data. In 2020, the Census Bureau counted 9,666,058 people who identified as American Indian/Alaska Native. A chart lists self-identified population figures for 10 Tribes in the U.S.


Effective Communications with Travelers who are Deafblind is a video that highlights employees of the Lighthouse for the Blind and the DeafBlind Service Center in Seattle, Washington, along with Sound Transit passengers and staff. The video provides training on ways that transit drivers can communicate with deafblind passengers to ensure that the passengers board the correct buses and reach their destinations. 

Databases and Tools

The National Bicycle Dealers Association (NBDA) created a database of certified and insured e-bikes in the US, offering consumers a reliable resource to identify safe options and avoid potential hazards associated with illegal and unsafe e-bikes.


The National Renewable Energy Laboratory's (NREL) EVI-X Modeling Suite contains tools for the planning and development of electric vehicle charging infrastructure deployments, including regional, state, and national levels to site and facility operations.


Google Travel has a new feature that shows hotels that include electric vehicle charging stations. Click on the hotel icon and filter by the EV Charger filter under all filters.


The Bureau of Transportation Statistics (BTS) published Transportation Statistics for Earth Day. Data includes sales of hybrid electric vehicles, battery-only electric vehicles, and other types, from 1999-2021. The page also includes a Noise Map that tracks trends in transportation-related noise.


The Alternative Fuels Data Center provides maps and charts about topics such as 

Transit Buses by Fuel Type, Clean Cities and Communities Coalition Locations, U.S. Public Electric Vehicle Charging Infrastructure, and other data.

Opportunities

The Shared-Use Mobility Center (SUMC), which convenes the National Shared Mobility Summit, created a survey to understand the value that current conferences bring and the biggest barriers transportation stakeholders face. Following the survey, SUMC will hold a series of focus groups, and respondents can indicate their interest in joining them at the end of the survey. 


The FHWA Every Day Counts (EDC) initiative provides technical assistance that key planning stakeholders can use to both quantitatively and qualitatively address greenhouse gas assessment and reduction targets in transportation planning, based on identified state-of-the-practice examples.


The Rural Communities Opioid Response Program - Impact grant program improves access to integrated and coordinated treatment and recovery services for substance use disorder, including opioid use disorder, in rural areas. Supportive services that the program funds include transportation. Applications must be submitted by May 6, 2024.


The Joint Office of Energy and Transportation, through the U.S. Department of Energy, announced new federal funding for projects that will expand community e-mobility access and provide clean energy. Applicants must submit a concept paper for the Communities Taking Charge Accelerator by May 20, 2024, and full applications are due July 16, 2024. The Joint Office provides free technical assistance to communities who need support to plan for public EV infrastructure deployment.


The National Aging and Disability Transportation Center’s (NADTC) Rural Community Innovations: Transportation Planning Grant offers funding for communities to develop a transportation plan that addresses accessibility and equity. Planning activities will identify transportation barriers, consider current and future community needs, actively engage older adults and people with disabilities in the process, and create or strengthen multi-sector collaborative partnerships. Applications are due June 7, 2024.


The Center for Urban Transportation Research (CUTR) at the University of South Florida, along with its partners, the Mineta Transportation Institute (MTI) and the International Transportation Learning Center (ITLC), are conducting FTA-sponsored research on transit worker and rider safety. Take the Transit Assaults Survey through June 1, 2024.

Legislation

Effective October 1, 2024, OMB is revising the OMB Guidance for Grants and Agreements, which is now called the OMB Guidance for Federal Financial Assistance. Changes included increases in various thresholds and replacing the phrase “universal identifier” with “unique entity identifier.” Tribal updates include exemptions from opening sealed bids in public and the option to use Tribal laws for equipment disposal.


NHTSA published a proposed rule on a new Federal Motor Vehicle Safety Standard (FMVSS) on electric-powered vehicles. This would add performance and risk mitigation requirements for propulsion batteries and would require manufacturers to submit standardized emergency response information to NHTSA's website. Comments are due June 14, 2024. NHTSA proposes new FMVSS on performance requirements for all motor vehicles that use hydrogen as a fuel source, with comments due June 17, 2024.


A Presidential Document published on April 17, 2024 transferred responsibility for certain COVID-19 oversight from the Executive Office to the Office of Pandemic Preparedness and Response Policy.


The Environmental Protection Agency (EPA) published a Final Rule on Greenhouse Gas Emissions Standards for Heavy-Duty Vehicles-Phase 3, which will take effect on June 21, 2024. The rule adds warranty requirements for batteries and other components of zero-emission vehicles and requires customer-facing battery state-of-health monitors for plug-in hybrid and battery electric vehicles.


The Department of Justice issued its Final Rule revising the regulation implementing Title II of the Americans with Disabilities Act (ADA) to establish specific requirements, including the adoption of specific technical standards, for making accessible the services, programs, and activities offered by state and local government entities to the public through the Internet and mobile applications. The rule is effective June 24, 2024.
