Overview and Purpose

As part of the Advancing Cultural and Linguistic Competence, Diversity, Equity, and Inclusion: OPWDD-Georgetown University NCCC Partnership for Systems Change, the NCCC is convening eleven (11) Virtual Regional Service Provider Forums across the 5 geographic areas covered by OPWDD’s Regional Offices.

The Regional Forums for New York State's Intellectual and Developmental Disabilities (IDD) service provider network are designed to:

  • Define cultural competence, linguistic competence, diversity, equity, and inclusion
  • Gauge the extent to which each is implemented among New York’s network of IDD service providers
  • Elicit input on the successes and challenges of implementing policies and practices that support cultural competence, linguistic competence, diversity, equity, and inclusion within their respective organizations

These Provider Forums are fully endorsed by OPWDD. Data collected will be analyzed and compiled in a report that:

  • Describes overall system capacity for cultural and linguistic competence.
  • Offers recommendations to strengthen cultural and linguistic competence at multiple levels within service provider organizations including:

  • Policy
  • Administration
  • Supports, services, practices
  • Persons who experience IDD and their families
  • Community engagement

The NCCC will disseminate the full report and adapted versions in the form of a clear/plain language executive summary in multiple languages as required by the New York State Language Access law. OPWDD will use the results to continue its system change efforts in collaboration with key constituencies across the state.

Forum Details

Provider Forum participants are the Chief Executive Officer (CEO) or staff designated to speak on behalf of the organization, who is knowledgeable of the organization’s policy and practices related to cultural competence, linguistic competence, diversity, equity, and inclusion for the population of persons with IDD and their families served and supported.  

The Provider Forums will be conducted virtually using Zoom, a web-conferencing platform, and ThoughtExchange, a survey platform that allows large numbers of participants to provide real-time interactive input. 

Each Provider Forum will be convened for 90 minutes. 

Provider Forums will be conducted in English and American Sign Language (ASL).  

The NCCC complies with federal and state statutes and guidelines to ensure access for persons with disabilities. Please notify project staff if you require other accommodations other than ASL to participate in the Provider Forums.
